【摘要】：2015年2月1日發(fā)布的中央一號文件——《關于加大改革創(chuàng)新力度加快農(nóng)業(yè)現(xiàn)代化建設的若干意見》,明確指出了我國農(nóng)業(yè)現(xiàn)代化面臨的重大挑戰(zhàn),強調(diào)要走一二三產(chǎn)業(yè)融合發(fā)展的道路,由生產(chǎn)導向轉(zhuǎn)為消費導向,拓展產(chǎn)業(yè)形態(tài),以農(nóng)業(yè)產(chǎn)業(yè)創(chuàng)新撬動區(qū)域發(fā)展,帶動農(nóng)業(yè)現(xiàn)代化發(fā)展的生態(tài)文明轉(zhuǎn)型。因此,以農(nóng)業(yè)與二三產(chǎn)業(yè)融合發(fā)展為導向是實現(xiàn)轉(zhuǎn)型的關鍵所在。本文對農(nóng)業(yè)與二三產(chǎn)業(yè)融合發(fā)展的內(nèi)涵做了闡述,從宏觀視角探討農(nóng)業(yè)與二三產(chǎn)業(yè)融合發(fā)展的發(fā)展背景及對產(chǎn)業(yè)創(chuàng)新的意義,同時對比了中國和國外一二三產(chǎn)業(yè)融合發(fā)展發(fā)展的經(jīng)驗：介紹了河南省開封市蘭考縣南馬莊村從一產(chǎn)到與二、三產(chǎn)的融合發(fā)展轉(zhuǎn)型過程;從制度、市場、社會三個層面分析了農(nóng)業(yè)與二三產(chǎn)業(yè)融合發(fā)展過程中的影響因素,從經(jīng)驗總結(jié)中闡述了農(nóng)業(yè)與二三產(chǎn)業(yè)融合發(fā)展發(fā)展的機制,即機制保障、組織保障、能力建設和文化建設,分析了農(nóng)業(yè)與二三產(chǎn)業(yè)融合發(fā)展過程中存在的問題,即多元參與主體的組織建設和制度保障問題,鄉(xiāng)村生態(tài)資源三產(chǎn)化的價值實現(xiàn)和分配問題,城鄉(xiāng)互動的信任機制建構(gòu)問題。基于以上的分析和探討,對農(nóng)業(yè)與二三產(chǎn)業(yè)融合發(fā)展的問題提出了建議,即加強對于農(nóng)業(yè)與二三產(chǎn)業(yè)融合發(fā)展的制度建設、促進以農(nóng)民組織化建設為基礎的三產(chǎn)化服務開發(fā)、拓展高效生態(tài)農(nóng)業(yè)為內(nèi)涵的產(chǎn)業(yè)扶貧渠道,以此來回應農(nóng)業(yè)與二三產(chǎn)業(yè)融合發(fā)展發(fā)展中所面臨的問題和困境。
[Abstract]:The No. 1 document issued by the Central Committee on February 1, 2015-"some opinions on strengthening Reform and Innovation to accelerate the Construction of Agricultural Modernization", clearly points out the major challenges facing agricultural modernization in China. It is emphasized that we should take the road of integration and development of one, two and three industries, change from production to consumption orientation, expand industrial form, leverage regional development with agricultural industry innovation, and promote the ecological civilization transformation of agricultural modernization development. Therefore, the integration of agriculture and the development of secondary and tertiary industries is the key to achieve the transformation. In this paper, the connotation of agriculture and secondary and tertiary industries is expounded, and the background of the development of agriculture and secondary and tertiary industries and its significance to industrial innovation are discussed from a macro perspective. At the same time, it compares the experiences of China and foreign countries in the integration and development of the first, second and third industries: it introduces the process of transition from the first industry to the second and third industries in Nanmazhuang Village, Lankao County, Kaifeng City, Henan Province, from the system to the market. This paper analyzes the influencing factors in the process of the integration and development of agriculture and the second and third industries from the three levels of society, and expounds the mechanism of the integration and development of agriculture and the second and third industries, that is, the mechanism guarantee, the organizational guarantee, the capacity building and the cultural construction from the summing up of experience. This paper analyzes the problems existing in the process of the integration and development of agriculture and the secondary and tertiary industries, namely, the organizational construction and system guarantee of the multiple participants, the realization and distribution of the value of the rural ecological resources, and the construction of the trust mechanism of the interaction between urban and rural areas. Based on the above analysis and discussion, some suggestions are put forward for the development of agriculture and secondary and tertiary industries, that is, to strengthen the institutional construction of the integration of agriculture and the second and third industries, and to promote the development of three-industry services based on the organizational construction of farmers. In order to respond to the problems and difficulties in the development of agriculture and the secondary and tertiary industries, we should expand the industrial poverty alleviation channels with the connotation of efficient ecological agriculture.
