【摘要】：隨著國(guó)家海洋強(qiáng)國(guó)戰(zhàn)略的制定和推進(jìn),海洋產(chǎn)業(yè)在我國(guó)經(jīng)濟(jì)發(fā)展中的地位越來(lái)越重要。青島市作為山東半島藍(lán)色經(jīng)濟(jì)區(qū)的龍頭城市,海洋產(chǎn)業(yè)發(fā)展歷史悠久,海洋資源豐富,擁有得天獨(dú)厚的發(fā)展條件,在全國(guó)海洋產(chǎn)業(yè)發(fā)展中居于領(lǐng)先地位。但是,近年來(lái)海洋經(jīng)濟(jì)發(fā)展面臨著產(chǎn)業(yè)結(jié)構(gòu)不合理、效益低、環(huán)境污染等問(wèn)題,嚴(yán)重阻礙了海洋產(chǎn)業(yè)結(jié)構(gòu)的戰(zhàn)略升級(jí)。因此,調(diào)整優(yōu)化海洋產(chǎn)業(yè)結(jié)構(gòu)是青島市海洋產(chǎn)業(yè)發(fā)展亟需解決的首要問(wèn)題。在研究中,介紹了青島市海洋產(chǎn)業(yè)發(fā)展的概況,對(duì)青島市海洋產(chǎn)業(yè)發(fā)展資源、產(chǎn)業(yè)發(fā)展?fàn)顩r、產(chǎn)業(yè)結(jié)構(gòu)等進(jìn)行了描述性分析,對(duì)青島市海洋產(chǎn)業(yè)有一個(gè)較為全面的認(rèn)識(shí)。然后,遵循科學(xué)、合理的原則,選取合理的數(shù)量指標(biāo),構(gòu)建起海洋產(chǎn)業(yè)結(jié)構(gòu)評(píng)價(jià)指標(biāo)體系。在此基礎(chǔ)上,利用主成分分析法對(duì)青島海洋產(chǎn)業(yè)進(jìn)行定量化的評(píng)價(jià),量化青島市海洋產(chǎn)業(yè)結(jié)構(gòu),深入發(fā)掘影響其產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的因素和面臨的不足。針對(duì)影響海洋產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的因素和存在的問(wèn)題,制定出適合青島市海洋產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的總體設(shè)計(jì),從戰(zhàn)略層、意識(shí)層、執(zhí)行層三個(gè)層面展開(kāi)。在戰(zhàn)略層,提出產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的原則和目標(biāo),起到統(tǒng)攬全局的作用;在意識(shí)層,指明產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的方向;在執(zhí)行層,利用偏離份額分析法首先對(duì)青島市產(chǎn)業(yè)結(jié)構(gòu)進(jìn)行了科學(xué)分類(lèi),針對(duì)不同的產(chǎn)業(yè)類(lèi)型分別提出了優(yōu)化的方案。最后,為保障方案的順利實(shí)施,針對(duì)影響產(chǎn)業(yè)結(jié)構(gòu)的因素和問(wèn)題,結(jié)合優(yōu)化方案本身,針對(duì)性地提出未來(lái)青島市海洋產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的保障性措施。
[Abstract]:With the formulation and promotion of the strategy of national marine power, the position of marine industry in China's economic development is becoming more and more important. As the leading city in the blue economic zone of Shandong Peninsula, Qingdao has a long history of marine industry development, rich in marine resources, with unique development conditions, and occupies a leading position in the development of national marine industry. However, in recent years, the development of marine economy is faced with unreasonable industrial structure, low efficiency, environmental pollution and other problems, which seriously hinder the strategic upgrading of marine industrial structure. Therefore, adjusting and optimizing the structure of marine industry is the most important problem for the development of Qingdao marine industry. In the study, the general situation of the development of the marine industry in Qingdao is introduced, and a descriptive analysis of the development resources, industrial development and industrial structure of the marine industry in Qingdao is carried out, and a more comprehensive understanding of the marine industry in Qingdao is also given. Then, follow the scientific and reasonable principle, select the reasonable quantity index, and construct the evaluation index system of marine industrial structure. On this basis, the principal component analysis method is used to quantitatively evaluate the marine industry in Qingdao, to quantify the marine industrial structure of Qingdao, and to explore the factors affecting the optimization of its industrial structure and the shortcomings it faces. In view of the factors affecting the optimization of marine industrial structure and the existing problems, the overall design suitable for the optimization of marine industrial structure in Qingdao is formulated, which is carried out from three levels: strategic layer, consciousness layer and executive layer. At the strategic level, the principles and objectives of industrial structure optimization are put forward, which play the role of dominating the overall situation; at the consciousness level, the direction of industrial structure optimization is indicated; and at the executive level, Firstly, the industrial structure of Qingdao is scientifically classified by using the method of deviation share analysis, and the optimized schemes are put forward for different industry types. Finally, in order to ensure the smooth implementation of the scheme, aiming at the factors and problems affecting the industrial structure, combined with the optimization scheme itself, the paper puts forward the safeguard measures for the optimization of the marine industrial structure in Qingdao in the future.
