【摘要】：實(shí)施明智的產(chǎn)業(yè)政策是發(fā)達(dá)國(guó)家經(jīng)濟(jì)發(fā)展的歷史經(jīng)驗(yàn),也是廣泛使用的經(jīng)濟(jì)發(fā)展工具。發(fā)達(dá)的市場(chǎng)機(jī)制是經(jīng)濟(jì)穩(wěn)定增長(zhǎng)的基礎(chǔ)條件,有效的產(chǎn)業(yè)政策似乎更有利于跳躍式增長(zhǎng)。過(guò)去30多年的經(jīng)濟(jì)全球化為國(guó)際壟斷資本提供了舞臺(tái),跨國(guó)公司掌控著全球價(jià)值鏈,適當(dāng)?shù)漠a(chǎn)業(yè)政策有利于發(fā)展中國(guó)家保持和提升經(jīng)濟(jì)的自主性。因此,爭(zhēng)論的重點(diǎn)不應(yīng)是產(chǎn)業(yè)政策的存廢,而是應(yīng)當(dāng)深入研究發(fā)達(dá)國(guó)家的成功經(jīng)驗(yàn),實(shí)施明智有效的產(chǎn)業(yè)政策。
[Abstract]:The implementation of sensible industrial policy is the historical experience of the economic development of developed countries, and it is also a widely used tool of economic development. The developed market mechanism is the basic condition of stable economic growth, and effective industrial policy seems to be more favorable to leapfrog growth. In the past 30 years, economic globalization has provided the stage for international monopoly capital. Multinational corporations control the global value chain, and appropriate industrial policies help developing countries to maintain and enhance their economic autonomy. Therefore, the focus of the debate should not be on whether industrial policies should be saved or abolished, but on the successful experiences of developed countries and the implementation of sensible and effective industrial policies.
