【摘要】：自20世紀(jì)80年代以來,世界經(jīng)濟(jì)開始朝技術(shù)經(jīng)濟(jì)方向轉(zhuǎn)變,在轉(zhuǎn)變過程中,信息通訊技術(shù)扮演了重要角色。高新技術(shù)產(chǎn)業(yè)具有知識密集、技術(shù)密集的特點(diǎn),培育高新技術(shù)產(chǎn)業(yè)對于帶動區(qū)域經(jīng)濟(jì)發(fā)展具有重要意義。內(nèi)蒙古自治區(qū)資源豐富,但環(huán)境脆弱,產(chǎn)業(yè)發(fā)展必須堅持可持續(xù)發(fā)展原則。發(fā)展高新技術(shù)產(chǎn)業(yè),能夠提高內(nèi)蒙古經(jīng)濟(jì)的經(jīng)濟(jì)效益,提高其產(chǎn)業(yè)層次,減輕環(huán)境影響,從而實(shí)現(xiàn)經(jīng)濟(jì)的可持續(xù)發(fā)展。本文在論述國內(nèi)外高新技術(shù)產(chǎn)業(yè)競爭力研究的基礎(chǔ)上,結(jié)合新鉆石模型理論、比較優(yōu)勢和競爭優(yōu)勢理論、馬克思創(chuàng)新理論,著重研究了內(nèi)蒙古高新技術(shù)產(chǎn)業(yè)的競爭力。首先,從產(chǎn)業(yè)規(guī)模、產(chǎn)業(yè)結(jié)構(gòu)、產(chǎn)業(yè)投資三個層次對內(nèi)蒙古高新技術(shù)產(chǎn)業(yè)進(jìn)行了分析,利用圖表分析法與對比分析法直觀展現(xiàn)了近些年內(nèi)蒙古高新技術(shù)產(chǎn)業(yè)發(fā)展的現(xiàn)狀與存在的不足之處。其次,采用動態(tài)偏離份額法對內(nèi)蒙古高新技術(shù)產(chǎn)業(yè)總體以及各細(xì)分行業(yè)的競爭力分別進(jìn)行了動態(tài)分析,根據(jù)分析結(jié)果得知,內(nèi)蒙古高新技術(shù)產(chǎn)業(yè)總體競爭力偏弱,就各細(xì)分行業(yè)而言,醫(yī)藥制造業(yè)和醫(yī)療設(shè)備及儀器儀表制造業(yè)具有競爭優(yōu)勢,為內(nèi)蒙古高新技術(shù)產(chǎn)業(yè)中的優(yōu)勢產(chǎn)業(yè),應(yīng)重點(diǎn)發(fā)展。再次,依據(jù)新鉆石模型理論,構(gòu)建了內(nèi)蒙古高新技術(shù)產(chǎn)業(yè)發(fā)展的影響因素的指標(biāo)體系,并運(yùn)用灰色關(guān)聯(lián)法分析了各影響因素對經(jīng)濟(jì)發(fā)展的關(guān)聯(lián)度,根據(jù)分析結(jié)果得知:人力要素是影響高新技術(shù)產(chǎn)業(yè)發(fā)展的首要因素;政策環(huán)境是影響高新技術(shù)產(chǎn)業(yè)發(fā)展的關(guān)鍵因素;產(chǎn)業(yè)結(jié)構(gòu)是高新技術(shù)產(chǎn)業(yè)發(fā)展的基礎(chǔ);內(nèi)蒙古高新技術(shù)產(chǎn)業(yè)自主創(chuàng)新力不足;內(nèi)蒙古高新技術(shù)產(chǎn)業(yè)的產(chǎn)業(yè)支撐力度不夠。最后結(jié)合產(chǎn)業(yè)現(xiàn)狀和實(shí)證分析結(jié)果,從優(yōu)化產(chǎn)業(yè)選擇、建立創(chuàng)新孵化體系、打造人才培養(yǎng)高地、完善產(chǎn)業(yè)支持政策等方面提出改進(jìn)建議。
[Abstract]:Since the 1980s, the world economy has begun to change to the direction of technological economy. In the process of transformation, information and communication technology has played an important role. High-tech industry has the characteristics of knowledge-intensive and technology-intensive. It is of great significance to foster high-tech industry to promote the development of regional economy. The Inner Mongolia Autonomous region is rich in resources, but the environment is fragile, the industrial development must adhere to the principle of sustainable development. The development of high and new technology industry can improve the economic benefit of Inner Mongolia economy, improve its industrial level, reduce the environmental impact, and realize the sustainable development of economy. On the basis of the research on the competitiveness of high-tech industries at home and abroad, combining the theory of new diamond model, the theory of comparative advantage and competitive advantage, and the theory of Marx's innovation, this paper emphatically studies the competitiveness of high-tech industry in Inner Mongolia. First of all, the paper analyzes the high-tech industry in Inner Mongolia from three levels: industrial scale, industrial structure and industrial investment. Using chart analysis and contrast analysis, the present situation and shortcomings of high-tech industry development in Inner Mongolia in recent years are shown directly. Secondly, the dynamic deviation share method is used to analyze the overall competitiveness of the high-tech industry in Inner Mongolia and the competitiveness of each subdivision industry respectively. According to the results of the analysis, the overall competitiveness of the high-tech industry in Inner Mongolia is weak. The pharmaceutical manufacturing industry and the medical equipment and instrument manufacturing industry have the competitive advantage in terms of each subdivision industry. It should be emphasized to develop as the superior industry in the high-tech industry of Inner Mongolia. Thirdly, according to the new diamond model theory, the paper constructs the index system of the factors influencing the development of high-tech industry in Inner Mongolia, and analyzes the correlation degree of the influencing factors to the economic development by using the grey correlation method. According to the analysis results: human factors are the primary factors affecting the development of high-tech industries, the policy environment is the key factors affecting the development of high-tech industries, the industrial structure is the basis of the development of high-tech industries; Inner Mongolia high-tech industry independent innovation power is insufficient; Inner Mongolia high-tech industry support strength is not enough. Finally, based on the current situation of industry and the result of empirical analysis, the paper puts forward some suggestions for improvement from the aspects of optimizing industry selection, establishing innovation incubation system, creating a high area of talent training, and perfecting industry support policy.
