【摘要】：當前,國際國內經濟環(huán)境惡化的趨勢仍在繼續(xù),同時創(chuàng)造創(chuàng)新方興未艾、資源環(huán)境要素制約加劇、經濟轉型升級不斷加快,新的產業(yè)革命孕育啟動,這對雙D港產業(yè)園區(qū)的發(fā)展提出了更為迫切的現(xiàn)實要求。雙D港產業(yè)園區(qū)實施創(chuàng)新驅動發(fā)展是順應國家建設創(chuàng)新型國家,提升園區(qū)企業(yè)自主創(chuàng)新能力,促進產業(yè)轉型升級,應對外部發(fā)展環(huán)境變化的有力措施。本文基于大連雙D港產業(yè)園區(qū)企業(yè)創(chuàng)新驅動發(fā)展情況調查展開,通過采用座談會研討、文獻分析、企業(yè)深度訪談和問卷調查等嚴密而科學的研究方法,對大連雙D港產業(yè)園區(qū)企業(yè)創(chuàng)新驅動狀況、存在問題及原因進行了深入調查,提出雙D港產業(yè)園區(qū)創(chuàng)新驅動發(fā)展中存在的主要問題:產業(yè)園區(qū)整體創(chuàng)新驅動現(xiàn)狀不容樂觀;企業(yè)創(chuàng)新驅動能力不足;實施創(chuàng)新驅動發(fā)展戰(zhàn)略面臨嚴峻的內外部環(huán)境影響;管委會的相關職責有待于進一步加強;孵化器和創(chuàng)新平臺建設存在諸多問題。針對大連雙D港產業(yè)園的發(fā)展現(xiàn)狀,筆者認為今后雙D港實施創(chuàng)新驅動發(fā)展戰(zhàn)略可以全力圍繞建設創(chuàng)新型特色園區(qū)的標準展開。結合調查的分析結果,在借鑒國內外高新技術園區(qū)創(chuàng)新發(fā)展的先進經驗基礎上,就如何培育和提升產業(yè)園區(qū)的創(chuàng)新驅動發(fā)展提出了全面而具操作性的戰(zhàn)略措施及對策建議。
[Abstract]:At present, the trend of deterioration of the international and domestic economic environment is continuing. At the same time, the creation of innovation is in the ascendant, the constraints of resources and environmental factors are intensifying, the economic transformation and upgrading are accelerating, and a new industrial revolution has been initiated. This put forward more urgent realistic request to the development of double D port industrial park. The implementation of innovation-driven development in double-D port industrial park is a powerful measure to adapt to the national construction of an innovative country, to enhance the capability of independent innovation of enterprises in the park, to promote the industrial transformation and upgrading, and to cope with the changes in the external development environment. Based on the investigation of innovation driven development of Dalian double D Port Industrial Park, this paper adopts rigorous and scientific research methods, such as forum discussion, literature analysis, enterprise depth interview and questionnaire survey, etc. This paper makes a thorough investigation on the situation, problems and reasons of the innovation drive of Dalian double D Port Industrial Park, and points out the main problems in the innovation drive development of the double D port industrial park: the present situation of the overall innovation drive of the industrial park is not optimistic; The enterprise innovation drive ability is insufficient; the implement innovation drive development strategy faces the severe internal and external environment influence; the related duty of the management committee needs to be further strengthened; there are many problems in the construction of incubator and innovation platform. In view of the present situation of Dalian double D Port Industrial Park, the author thinks that the implementation of innovation driven development strategy of double D Port in the future can focus on the construction of innovative characteristic park standards. Based on the analysis of the results of the investigation, and on the basis of the advanced experience of innovation and development of high-tech parks at home and abroad, this paper puts forward comprehensive and operable strategic measures and suggestions on how to foster and promote the innovation-driven development of industrial parks.
