【摘要】：區(qū)域經濟的協(xié)調發(fā)展不僅會影響人民的生活質量,更是直接關系國家經濟前景的重要發(fā)展戰(zhàn)略。我國地域遼闊,縱向橫向區(qū)域廣袤,在多年的經濟發(fā)展演變過程中,各區(qū)域經濟沒能得到均衡發(fā)展,出現了地區(qū)差距日益擴大的現象,而區(qū)域經濟發(fā)展差距的動態(tài)變化(收斂情況)很大程度上與地區(qū)經濟增長速度有關。同時,產業(yè)結構作為人類活動作用于宏觀經濟的直接表現,產業(yè)結構的協(xié)調與否能夠影響該地區(qū)經濟發(fā)展速度及發(fā)展?jié)摿?所以,從產業(yè)結構優(yōu)化角度研究區(qū)域經濟收斂問題對于改善不同區(qū)域經濟發(fā)展狀況具有重要的現實意義。本文在梳理已有理論的基礎上,將產業(yè)結構優(yōu)化拆解為產業(yè)結構合理化、產業(yè)結構高級化和產業(yè)結構可持續(xù)化三個組成部分,并從以上三個角度探析產業(yè)結構合理化、產業(yè)結構高級化和產業(yè)結構可持續(xù)化對區(qū)域經濟收斂的影響機理,同時本文利用空間相關分析法和絕對收斂分析法探究了中國省域經濟的空間布局及發(fā)展趨勢。在此基礎上,以2001-2015年我國31個省域層面相關變量的面板數據為研究樣本,選取經濟開放水平作為門檻變量,選取財政支出、外商直接投資、固定資產投資和人力資本作為控制變量,依據相關理論模型構建出產業(yè)結構優(yōu)化對區(qū)域經濟收斂影響的條件收斂門檻模型。從全國層面和三大區(qū)域層面分別實證檢驗我國產業(yè)結構優(yōu)化對區(qū)域經濟收斂的門檻效應。實證研究得出的結論包括以下幾個方面:第一,以經濟開放水平為門檻變量,我國全國省域層面上存在著條件收斂,產業(yè)結構優(yōu)化對區(qū)域經濟收斂存在顯著的雙門檻效應,門檻值分別為6.8618和8.4069,當經濟開放水平分別跨過兩個門檻值時,產業(yè)結構優(yōu)化對區(qū)域經濟收斂的影響先是從負向作用變?yōu)檎蜃饔?然后逐步加強;第二,從三大區(qū)域層面來看,我國東部、西部區(qū)域都存在著條件收斂,而中部區(qū)域未出現收斂態(tài)勢,同時三大區(qū)域均證實存在經濟開放水平單門檻效應;第三,從控制變量角度來說,人力資本對三大區(qū)域經濟均起到了顯著的促進作用,其他變量對三大區(qū)域經濟收斂的影響不甚相同。最后針對上述研究結果,本文提出了積極推進產業(yè)結構調整,加強產業(yè)結構調整優(yōu)化對區(qū)域經濟收斂影響的促進作用,加深對外開放程度,發(fā)揮區(qū)域間經濟聯動作用,推動區(qū)域經濟協(xié)同發(fā)展,增加人力資本投資,因地制宜采用不同的財政政策等對策建議。
[Abstract]:The coordinated development of regional economy will not only affect the quality of life of the people, but also directly affect the national economic prospects of an important development strategy. China has a vast territory and a wide vertical horizontal region. In the process of economic development and evolution for many years, the regional economy has not been developed in a balanced way, and the regional gap has been widening day by day. The dynamic change (convergence) of the regional economic development gap is largely related to the regional economic growth rate. At the same time, the industrial structure, as the direct performance of human activities in the macro-economy, the coordination of the industrial structure can affect the economic development speed and development potential of the region, so, It is of great practical significance to study the convergence of regional economy from the angle of industrial structure optimization in order to improve the economic development of different regions. On the basis of combing the existing theories, this paper divides the industrial structure optimization into three parts: the rationalization of the industrial structure, the upgrading of the industrial structure and the sustainability of the industrial structure, and analyzes the rationalization of the industrial structure from the above three angles. The influence mechanism of industrial structure advanced and industry structure sustainable on the regional economic convergence is discussed in this paper. At the same time, the spatial distribution and development trend of China's provincial economy are explored by using spatial correlation analysis and absolute convergence analysis. On this basis, taking the panel data of 31 provincial variables in China from 2001 to 2015 as the research sample, selecting the level of economic openness as the threshold variable, selecting fiscal expenditure, foreign direct investment, Fixed assets investment and human capital as control variables, according to the relevant theoretical model to construct the industrial structure optimization on the regional economic convergence of the conditional convergence threshold model. The threshold effect of industrial structure optimization on regional economic convergence is tested from the national level and three regional levels. The conclusions of the empirical study include the following: first, taking the economic opening level as the threshold variable, there is conditional convergence at the provincial level in China, and the industrial structure optimization has a significant double-threshold effect on the regional economic convergence. The threshold values are 6.8618 and 8.4069 respectively. When the economic opening level crosses the two thresholds, the impact of industrial structure optimization on regional economic convergence changes from negative to positive effects, and then strengthens gradually. Second, from the three regional levels, In the eastern and western regions of China, there is conditional convergence, but there is no convergence trend in the central region. Meanwhile, the three regions have confirmed the existence of the single threshold effect of economic opening level. Thirdly, from the perspective of control variables, Human capital plays a significant role in promoting the three regional economies, while the other variables have different effects on the convergence of the three regional economies. Finally, in view of the above research results, this paper puts forward to actively promote the industrial structure adjustment, strengthen the promoting effect of the industrial structure adjustment optimization on the regional economic convergence, deepen the degree of opening to the outside world, and give play to the role of interregional economic linkage. Promoting the coordinated development of regional economy, increasing the investment of human capital, adopting different fiscal policies according to local conditions and so on.
