【摘要】：杜仲是我國十分重要的國家戰(zhàn)略資源,在杜仲產(chǎn)業(yè)升級過程中存在一些瓶頸問題�，F(xiàn)有資源因無法滿足杜仲橡膠產(chǎn)業(yè)化開發(fā)成為首要的限制因素,在技術(shù)層面上,培育技術(shù)仍有創(chuàng)新空間,而杜仲橡膠綠色提取工藝及橡膠產(chǎn)品研發(fā)亟待突破。在企業(yè)人才與管理方面,目前參與杜仲橡膠資源培育及其產(chǎn)業(yè)開發(fā)的企業(yè),在企業(yè)規(guī)模、人才儲備、產(chǎn)品研發(fā)、管理水平等諸多方面,與現(xiàn)代化企業(yè)的要求和標(biāo)準(zhǔn)都還有相當(dāng)大的差距;在國家政策和行業(yè)管理等方面遇到政策滯后、行業(yè)協(xié)調(diào)困難等瓶頸問題。國家林業(yè)局杜仲工程技術(shù)研究中心的成立、國情調(diào)研、橡膠協(xié)會以及《杜仲產(chǎn)業(yè)綠皮書》的發(fā)布都對杜仲產(chǎn)業(yè)發(fā)展起到良好的推動作用。建議:林業(yè)行業(yè)管理部門承擔(dān)起杜仲產(chǎn)業(yè)發(fā)展的重任;加大中央財(cái)政對杜仲橡膠資源培育和新產(chǎn)品的研發(fā)投入;加大財(cái)稅補(bǔ)貼,拓寬投融資渠道;設(shè)置跨部門協(xié)調(diào)機(jī)構(gòu),制定并完善培育技術(shù)和產(chǎn)品質(zhì)量標(biāo)準(zhǔn),促進(jìn)國內(nèi)杜仲橡膠資源與產(chǎn)業(yè)健康有序發(fā)展。
[Abstract]:Eucommia ulmoides is a very important national strategic resource in China. There are some bottleneck problems in the process of industrial upgrading of Eucommia ulmoides. Because the existing resources can not meet the industrialization of Eucommia ulmoides rubber development has become the first limiting factor, in the technical level, there is still room for innovation in cultivation technology, and the green extraction technology of Eucommia ulmoides rubber and the research and development of rubber products need to be broken through. In terms of enterprise personnel and management, enterprises currently involved in the cultivation of Eucommia ulmoides rubber resources and their industrial development, in many aspects such as enterprise size, talent reserve, product development, management level, and so on, There is still a considerable gap between the requirements and standards of modern enterprises and the bottleneck problems in the aspects of national policies and industry management, such as lagging policies and difficulties in industrial coordination. The establishment of the engineering and technical research center of Eucommia ulmoides, the investigation of national conditions, the release of rubber association and the Green Paper of Eucommia ulmoides Industry all play a good role in promoting the development of Eucommia ulmoides. The following suggestions are proposed: the forestry industry management department should take on the responsibility of the development of Eucommia ulmoides industry; increase the investment of the central finance in the cultivation of Eucommia ulmoides rubber resources and the research and development of new products; increase the financial and tax subsidies, widen the channels for investment and financing; and set up inter-departmental coordination agencies. To establish and perfect cultivation technology and product quality standard to promote the healthy and orderly development of domestic Eucommia ulmoides rubber resources and industry.
