【摘要】：當前,臨空經(jīng)濟在全球范圍內(nèi)快速發(fā)展,已逐步成為區(qū)域經(jīng)濟發(fā)展的新引擎,國內(nèi)臨空經(jīng)濟也在快速發(fā)展,各大樞紐機場都開始從產(chǎn)業(yè)集聚區(qū)向臨空經(jīng)濟區(qū)轉(zhuǎn)變。同時,河南省確立了糧食生產(chǎn)核心區(qū)、中原經(jīng)濟區(qū)、鄭州航空港經(jīng)濟綜合實驗區(qū)、鄭洛新國家自主創(chuàng)新示范區(qū)、河南自貿(mào)區(qū)等五個國家戰(zhàn)略,使其成為中部崛起的中堅力量。在此背景下,鄭州航空港經(jīng)濟綜合實驗區(qū)已轉(zhuǎn)變?yōu)楹幽鲜∧酥林胁康貐^(qū)對外開放的窗口和區(qū)域經(jīng)濟的增長極。因此,對鄭州臨空產(chǎn)業(yè)發(fā)展進行深入研究,不僅對河南省區(qū)域經(jīng)濟發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)變十分重要,而且對中西部內(nèi)陸地區(qū)對外開放提供借鑒,也能為“新常態(tài)”下國內(nèi)經(jīng)濟深化改革提供依據(jù)。目前,大多數(shù)學(xué)者對臨空產(chǎn)業(yè)的研究屬于宏觀層面的研究,而針對鄭州臨空經(jīng)濟區(qū)產(chǎn)業(yè)發(fā)展的研究還存在不足。因此,以鄭州臨空產(chǎn)業(yè)發(fā)展為出發(fā)點,利用文獻研究法歸納國內(nèi)外學(xué)者對臨空經(jīng)濟的研究成果,梳理臨空經(jīng)濟、臨空產(chǎn)業(yè)的相關(guān)理論。結(jié)合臨空經(jīng)濟理論利用定性分析法對鄭州臨空產(chǎn)業(yè)的發(fā)展現(xiàn)狀進行分析,得出目前鄭州臨空產(chǎn)業(yè)發(fā)展中存在的產(chǎn)業(yè)結(jié)構(gòu)問題有:產(chǎn)業(yè)結(jié)構(gòu)不均衡、外向型產(chǎn)業(yè)不足、創(chuàng)新型產(chǎn)業(yè)不強、產(chǎn)業(yè)鏈不完整、產(chǎn)業(yè)關(guān)聯(lián)能力弱等問題;產(chǎn)業(yè)空間布局問題有:產(chǎn)業(yè)空間布局與臨空產(chǎn)業(yè)的圈層理論不符、產(chǎn)業(yè)園布局關(guān)聯(lián)性不強等問題。針對鄭州臨空產(chǎn)業(yè)發(fā)展中存在的問題,結(jié)合鄭州航空港經(jīng)濟綜合實驗區(qū)的發(fā)展現(xiàn)狀及國內(nèi)外臨空產(chǎn)業(yè)發(fā)展經(jīng)驗,制定鄭州臨空產(chǎn)業(yè)發(fā)展的原則,最后指出鄭州臨空產(chǎn)業(yè)的發(fā)展優(yōu)化應(yīng)從以下幾個方面進行:以產(chǎn)業(yè)為導(dǎo)向,優(yōu)化發(fā)展思路;堅持以政府為主導(dǎo),科學(xué)規(guī)劃;優(yōu)化鄭州臨空產(chǎn)業(yè)的發(fā)展環(huán)境;完善產(chǎn)業(yè)鏈,加強產(chǎn)業(yè)關(guān)聯(lián);提高政府、企業(yè)和個人等各類主體的創(chuàng)新能力;走節(jié)約型發(fā)展的道路。創(chuàng)新之處表現(xiàn)在以下方面:(1)使用臨空核心產(chǎn)業(yè)、臨空關(guān)聯(lián)產(chǎn)業(yè)、臨空引致產(chǎn)業(yè)這種分類方法,對鄭州航空港經(jīng)濟綜合實驗區(qū)的產(chǎn)業(yè)進行分類,從而突出鄭州航空港經(jīng)濟綜合實驗區(qū)各類產(chǎn)業(yè)的臨空指向性強弱,并以此為標準分析鄭州臨空產(chǎn)業(yè)布局中存在的問題;(2)本文使用上述分類方法不僅從宏觀角度分析鄭州航空港經(jīng)濟綜合實驗區(qū)整體的產(chǎn)業(yè)結(jié)構(gòu)問題,又從微觀角度分析鄭州航空港經(jīng)濟綜合實驗區(qū)三大產(chǎn)業(yè)內(nèi)部的不均衡問題,從這個兩個視角出發(fā)能夠更加清晰的展現(xiàn)鄭州臨空產(chǎn)業(yè)的結(jié)構(gòu)問題。
[Abstract]:At present, the rapid development of air-front economy in the global scope, has gradually become a new engine of regional economic development, the domestic air-front economy is also developing rapidly, each major hub airport has begun to change from industrial agglomeration area to air-front economic zone. At the same time, Henan Province has established five national strategies, such as grain production core area, Central Plains Economic Zone, Zhengzhou Airport Economic Comprehensive Experimental area, Zheng Luoxin National Independent Innovation demonstration Zone, Henan Free Trade area and so on. Under this background, the economic comprehensive experimental area of Zhengzhou Airport has been transformed into the window of opening to the outside world and the regional economic growth pole in Henan Province and even the central region. Therefore, it is very important not only for the regional economic development and industrial structure transformation of Henan Province to study the development of air front industry in Zhengzhou, but also for the inland areas of central and western China to open to the outside world. Also can for "new normal" under the domestic economy deepens the reform to provide the basis. At present, most scholars' research on the air-front industry belongs to the macroscopic level, but the research on the industrial development of Zhengzhou coastal economic zone is still insufficient. Therefore, based on the development of the air-front industry in Zhengzhou, this paper summarizes the research achievements of the domestic and foreign scholars on the air-front economy by using the method of literature research, and combs the relevant theories of the air-front economy and the air-front industry. Combining with the theory of air-front economy, this paper analyzes the present situation of the development of the air-front industry in Zhengzhou by using the qualitative analysis method, and concludes that the industrial structure problems in the development of the air-front industry in Zhengzhou are as follows: the industrial structure is unbalanced, the export-oriented industry is insufficient. Innovative industries are not strong, the industrial chain is incomplete, the ability of industrial association is weak, and the industrial spatial layout is not consistent with the theory of the circle layer of the industry, and the industrial park layout is not relevant. In view of the problems existing in the development of the air front industry in Zhengzhou, combined with the present development situation of the economic comprehensive experimental area of Zhengzhou Airport and the development experience of the air front industry at home and abroad, the principles for the development of the air front industry in Zhengzhou are worked out. Finally, it is pointed out that the development and optimization of the air front industry in Zhengzhou should be carried out from the following aspects: to take the industry as the guide, to optimize the development thinking, to adhere to the government as the leading and scientific planning, to optimize the development environment of the air front industry in Zhengzhou, to perfect the industrial chain, Strengthen the industrial connection, improve the innovation ability of the government, enterprises and individuals, and take the road of economized development. The innovations are manifested in the following aspects: 1) using the classification method of the core industry near the air, the related industry near the air, and the industry caused by the air front, to classify the industries in the economic comprehensive experimental area of Zhengzhou Airport. Thus highlighting the directivity of all kinds of industries in the economic comprehensive experimental area of Zhengzhou Airport, Using the above classification method, this paper not only analyzes the overall industrial structure of Zhengzhou Airport Economic Comprehensive Experimental area from a macro perspective, but also analyzes the industrial structure of Zhengzhou Airport Economic Comprehensive Experimental area. From the micro point of view, this paper analyzes the internal imbalance of the three major industries in Zhengzhou Airport Economic Comprehensive Experimental Zone, and from these two angles, it can more clearly show the structural problems of Zhengzhou's air front industry.
