【摘要】：當(dāng)前國(guó)際經(jīng)濟(jì)形勢(shì)復(fù)雜多變，國(guó)內(nèi)經(jīng)濟(jì)下行壓力依然存在，勞動(dòng)力、原材料、運(yùn)輸?shù)雀黜?xiàng)成本不斷上漲，均對(duì)河北省利用外資帶來(lái)不利影響。但中國(guó)具有吸引外資的綜合優(yōu)勢(shì)，仍是全球最具吸引力的投資目的地之一，河北省又面臨京津冀協(xié)同發(fā)展的大好機(jī)遇，對(duì)吸引國(guó)內(nèi)外知名企業(yè)投資，刺激外資增長(zhǎng)能夠產(chǎn)生積極影響。河北省是工業(yè)大省，第二產(chǎn)業(yè)實(shí)際利用外商直接投資額占比70%以上，在全球經(jīng)濟(jì)危機(jī)及中國(guó)經(jīng)濟(jì)增速放緩的背景下，河北省化解過(guò)剩產(chǎn)能、調(diào)整產(chǎn)業(yè)結(jié)構(gòu)也正在進(jìn)行中，研究外商直接投資對(duì)河北省第二產(chǎn)業(yè)發(fā)展產(chǎn)生的積極作用與負(fù)面影響，努力保持穩(wěn)定的外商直接投資金額的流入，并有效引導(dǎo)外資流向?qū)Υ龠M(jìn)河北省經(jīng)濟(jì)持續(xù)、健康發(fā)展有重要意義。 外商直接投資對(duì)河北省第二產(chǎn)業(yè)影響直接體現(xiàn)在第二產(chǎn)業(yè)增加值及就業(yè)人數(shù)方面，本文采用1995-2012年河北省外商直接投資、第二產(chǎn)業(yè)增加值、就業(yè)人數(shù)三個(gè)時(shí)間序列數(shù)據(jù)，構(gòu)建向量自回歸模型對(duì)變量進(jìn)行計(jì)量分析。 研究結(jié)果表明，河北省第二產(chǎn)業(yè)就業(yè)人數(shù)能在很大程度上影響外商直接投資流入，第二產(chǎn)業(yè)增加值的增長(zhǎng)并不一定能夠帶動(dòng)外商直接投資增加，第二產(chǎn)業(yè)增加值和就業(yè)人數(shù)的結(jié)合能夠?qū)ξ馍讨苯油顿Y流入產(chǎn)生明顯促進(jìn)作用，而外商直接投資對(duì)河北省第二產(chǎn)業(yè)增加值及就業(yè)人數(shù)具有一定帶動(dòng)作用，但并不顯著。 在當(dāng)前嚴(yán)峻的經(jīng)濟(jì)形勢(shì)及環(huán)保壓力下，河北省需充分考慮環(huán)境因素，運(yùn)用科學(xué)有效的引資政策，結(jié)合當(dāng)?shù)匕l(fā)展優(yōu)勢(shì)，不斷吸引具有高新技術(shù)的跨國(guó)公司，鼓勵(lì)其將資金投向研發(fā)設(shè)計(jì)等價(jià)值鏈高端，，而且應(yīng)當(dāng)逐步引導(dǎo)部分勞動(dòng)密集型外商直接投資流向省內(nèi)發(fā)展相對(duì)落后地區(qū)，以促進(jìn)就業(yè)，拉動(dòng)當(dāng)?shù)亟?jīng)濟(jì)發(fā)展。
[Abstract]:At present, the international economic situation is complex and changeable, and the downward pressure of domestic economy still exists. The rising costs of labor, raw materials, transportation and so on, all of which have a negative impact on the utilization of foreign capital in Hebei Province. However, China is still one of the most attractive investment destinations in the world because of its comprehensive advantages in attracting foreign capital. Hebei Province also faces a good opportunity to cooperate with Beijing, Tianjin and Hebei to invest in well-known enterprises at home and abroad. Stimulating foreign investment growth can have a positive impact. Hebei Province is a big industrial province, and the secondary industry actually uses more than 70% of the foreign direct investment. Under the background of the global economic crisis and the slowdown of China's economic growth, Hebei Province is also in the process of eliminating excess production capacity and readjusting its industrial structure. This paper studies the positive and negative effects of foreign direct investment on the development of the secondary industry in Hebei Province, tries to maintain a steady inflow of foreign direct investment, and effectively guides the flow of foreign capital to promote the sustained economic development of Hebei Province. The impact of foreign direct investment on the secondary industry of Hebei Province is directly reflected in the added value of the second industry and the number of employed people. This paper adopts the foreign direct investment of Hebei Province from 1995 to 2012, and the added value of the second industry. Based on three time series data of employment population, a vector autoregressive model is constructed to analyze the variables. The results show that the number of employment in the secondary industry of Hebei Province can greatly affect the inflow of foreign direct investment. The increase of the added value of the second industry does not necessarily lead to the increase of foreign direct investment. The combination of the added value of the second industry and the number of people employed can obviously promote the inflow of foreign direct investment. Foreign direct investment (FDI) has a certain driving effect on the added value and employment of the secondary industry in Hebei Province, but it is not significant. Under the severe economic situation and the pressure of environmental protection, Hebei Province should take environmental factors into full consideration. Using scientific and effective investment policies and combining local development advantages, we will continue to attract multinational companies with high and new technologies and encourage them to invest their funds at the high end of the value chain, such as R & D and design. Moreover, some labor-intensive foreign direct investment should be directed to the backward regions in order to promote employment and promote the local economic development.
