【摘要】：在借鑒現(xiàn)有各類產(chǎn)業(yè)園區(qū)成功運(yùn)營的基礎(chǔ)上,我國區(qū)域性跨境電商園區(qū)的投資開發(fā)模式已呈多元化發(fā)展趨勢。在運(yùn)營管理方面,較少采用純粹的政府主導(dǎo)型和行業(yè)協(xié)會主導(dǎo)型管理模式,更多采用政府和投資開發(fā)公司共同管理模式,且以股份公司主導(dǎo)型為主,一般由專業(yè)從事商業(yè)地產(chǎn)的企業(yè)集團(tuán)完成。在贏利模式方面,收入主要來自于辦公樓、倉庫和貨場、公寓及相關(guān)配套設(shè)施的租售,提供生活型服務(wù)的間接收入很有限。同時(shí),園區(qū)投資主體及投資方式相對單一,企業(yè)間聯(lián)合開發(fā)較少,政企合作較多,政府統(tǒng)一規(guī)劃較少,政策優(yōu)惠較多。此外,園區(qū)重硬件輕軟件建設(shè),重招商輕運(yùn)營管理,使得園區(qū)不能市場化運(yùn)營,造血功能不足,贏利能力較弱。因此,未來區(qū)域性跨境電商產(chǎn)業(yè)園應(yīng)更多地引入資本運(yùn)營,鼓勵投資主體和投資方式多元化,加強(qiáng)軟件建設(shè),提升園區(qū)核心競爭力,強(qiáng)化市場運(yùn)作,提高園區(qū)經(jīng)營效率,重視產(chǎn)業(yè)生態(tài)建設(shè),培育園區(qū)造血功能。
[Abstract]:On the basis of the successful operation of the existing industrial parks, the investment and development mode of the regional cross-border e-commerce parks in China has shown a diversified development trend. In the aspect of operation management, it is less to adopt the pure government leading mode and the industry association leading type management mode, more adopt the government and the investment development company common management mode, and take the stock company leading type mainly, Generally by the professional engaged in commercial real estate business groups to complete. In terms of profit model, income mainly comes from the rental and sale of office buildings, warehouses and freight yards, apartments and related facilities, and indirect income to provide lifestyle services is very limited. At the same time, the investment body and investment mode of the park are relatively single, the joint development among enterprises is less, the cooperation between government and enterprise is more, the unified planning of government is less, and the policy preference is more. In addition, the park pays more attention to hardware and software construction, more attention to attracting investment and less to operation management, which makes the park unable to operate market-oriented, insufficient hematopoietic function and weak profitability. Therefore, in the future, the regional cross-border e-commerce industry park should introduce more capital operation, encourage the investment body and investment way diversification, strengthen the software construction, enhance the core competitiveness of the park, strengthen the market operation, and improve the management efficiency of the park. Attach importance to the ecological construction of industry and cultivate the hematopoietic function of the park.
