【摘要】：本文以特色小鎮(zhèn)發(fā)展模式作為研究重心,深入研究了特色小鎮(zhèn)這一全新的杭州現(xiàn)代產(chǎn)業(yè)集聚思想應(yīng)用,通過(guò)分析特色小鎮(zhèn)的發(fā)展基礎(chǔ)、發(fā)展條件、發(fā)展路徑和相關(guān)支持政策等多層次、多角度地分析了特色小鎮(zhèn)的發(fā)展模式。并借助于多種理論分析工具,在一個(gè)較為綜合、全面的視角下對(duì)產(chǎn)業(yè)集聚對(duì)區(qū)域經(jīng)濟(jì)發(fā)展的正向促進(jìn)作用進(jìn)行了研究,特別是對(duì)于產(chǎn)業(yè)集聚如何提升區(qū)域經(jīng)濟(jì)增長(zhǎng)的物質(zhì)與產(chǎn)業(yè)基礎(chǔ)給出了較為深入的闡述分析。本文通過(guò)介紹特色小鎮(zhèn)發(fā)展現(xiàn)狀,分析特色小鎮(zhèn)的創(chuàng)新創(chuàng)建機(jī)制、規(guī)劃理念及運(yùn)營(yíng)模式,闡述產(chǎn)業(yè)集聚、區(qū)域經(jīng)濟(jì)競(jìng)爭(zhēng)力、政策作用三者之間的關(guān)系,論述了特色小鎮(zhèn)作為現(xiàn)代產(chǎn)業(yè)發(fā)展的重要特征與表現(xiàn)形式,通過(guò)發(fā)揮外部經(jīng)濟(jì)、規(guī)模經(jīng)濟(jì),有效節(jié)約成本與深化勞動(dòng)分工,極大地促進(jìn)了企業(yè)間分工代替企業(yè)內(nèi)分工,大幅提升了相關(guān)聯(lián)企業(yè)的經(jīng)濟(jì)效應(yīng)與市場(chǎng)競(jìng)爭(zhēng)力。同時(shí)論述了特色小鎮(zhèn)的發(fā)展?jié)摿εc存在的問(wèn)題,針對(duì)部分小鎮(zhèn)產(chǎn)業(yè)特色不夠明顯、產(chǎn)業(yè)基礎(chǔ)不夠扎實(shí)、保障服務(wù)不夠完善的問(wèn)題進(jìn)行分析對(duì)策和建議。本文并對(duì)杭州經(jīng)濟(jì)發(fā)展的環(huán)境和動(dòng)力進(jìn)行分析,通過(guò)對(duì)現(xiàn)有理論進(jìn)行梳理,深入研究產(chǎn)業(yè)集聚的形成機(jī)理和發(fā)展路徑,探討了杭州市促進(jìn)產(chǎn)業(yè)集聚與區(qū)域經(jīng)濟(jì)競(jìng)爭(zhēng)力良性互動(dòng)的戰(zhàn)略選擇與實(shí)施,分析了產(chǎn)業(yè)集聚與提升區(qū)域競(jìng)爭(zhēng)力的正向作用的產(chǎn)生機(jī)制和影響方法,通過(guò)定量分析實(shí)證產(chǎn)業(yè)集聚對(duì)區(qū)域經(jīng)濟(jì)發(fā)展的促進(jìn)作用,并論述政策因素在其中的影響。本文科學(xué)論證了特色小鎮(zhèn)發(fā)展模式對(duì)杭州市經(jīng)濟(jì)發(fā)展有直接促進(jìn)作用,并對(duì)破解杭州空間資源瓶頸、有效供給不足、高端要素聚合度不夠等經(jīng)濟(jì)發(fā)展難點(diǎn)的有效推動(dòng)作用。本文對(duì)目前特色小鎮(zhèn)發(fā)展存在的問(wèn)題及原因進(jìn)行了深入分析,并給出了相應(yīng)的對(duì)策。最后討論了促進(jìn)特色小鎮(zhèn)發(fā)展模式的復(fù)制與推廣過(guò)程中政府的積極作用,提出可行的對(duì)策和建議。
[Abstract]:This article takes the characteristic town development pattern as the research center, deeply studies the characteristic town this brand-new Hangzhou modern industry agglomeration thought application, through the analysis characteristic small town development foundation, the development condition, Development path and related support policies and other multi-level, multi-angle analysis of the characteristics of the town's development model. And with the help of many theoretical analysis tools, this paper studies the positive promoting effect of industrial agglomeration on regional economic development from a more comprehensive and comprehensive perspective. In particular, the industrial agglomeration how to promote the regional economic growth of the material and industrial basis gives a more in-depth analysis. This paper introduces the present situation of the development of the characteristic town, analyzes the mechanism of innovation and creation, the planning idea and the operation mode of the characteristic town, and expounds the relationship among the industrial agglomeration, the regional economic competitiveness and the function of the policy. As an important feature and manifestation of modern industrial development, this paper discusses the characteristics and forms of characteristic town. By exerting external economy, economies of scale, effective cost saving and deepening division of labor, the division of labor among enterprises has been greatly promoted to replace the division of labor within enterprises. The economic effect and market competitiveness of related enterprises have been greatly improved. At the same time, this paper discusses the development potential and existing problems of the small towns with characteristics, and analyzes the countermeasures and suggestions for some small towns whose industrial characteristics are not obvious enough, the industrial foundation is not solid enough, and the guarantee services are not perfect. This paper also analyzes the environment and motive force of Hangzhou's economic development, combs the existing theories, and deeply studies the formation mechanism and development path of industrial agglomeration. This paper probes into the strategic choice and implementation of the positive interaction between industrial agglomeration and regional economic competitiveness in Hangzhou, and analyzes the mechanism and influence methods of the positive effect of industrial agglomeration and regional competitiveness. Through quantitative analysis the positive industrial agglomeration promotes the development of regional economy and discusses the influence of policy factors in it. This paper demonstrates that the development mode of the special town has a direct promoting effect on the economic development of Hangzhou, and it can effectively promote the difficult points of economic development such as breaking the bottleneck of Hangzhou space resources, insufficient effective supply and insufficient aggregation degree of high-end elements. In this paper, the problems and causes of the development of small towns with characteristics are deeply analyzed, and the corresponding countermeasures are given. Finally, the active role of the government in promoting the replication and promotion of the development model of small towns with characteristics is discussed, and some feasible countermeasures and suggestions are put forward.
