【摘要】:20世紀(jì)80年代歐美發(fā)達(dá)國(guó)家以產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟的形式,快速匯聚創(chuàng)新資源,推動(dòng)產(chǎn)業(yè)技術(shù)升級(jí),使自身產(chǎn)業(yè)競(jìng)爭(zhēng)優(yōu)勢(shì)不斷加強(qiáng)。借鑒歐美的實(shí)踐,近年來中國(guó)也正在快速推動(dòng)產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟的發(fā)展,取得了許多成績(jī)。雖然聯(lián)盟的規(guī)模數(shù)量在不斷增大,但我們的產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟畢竟還處于起步發(fā)展階段,發(fā)展的經(jīng)驗(yàn)正在逐步積累,發(fā)展過程中還面臨一系列問題和困境。其中,由于信任缺失導(dǎo)致聯(lián)盟成員之間聯(lián)而不盟、搭便車和機(jī)會(huì)主義行為等比較嚴(yán)重的影響了聯(lián)盟穩(wěn)定和發(fā)展。因此,如何維護(hù)好產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟成員之間的信任關(guān)系成為了產(chǎn)業(yè)界關(guān)注的重點(diǎn)和學(xué)界研究的熱點(diǎn)。為探討產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟如何進(jìn)一步維護(hù)好聯(lián)盟成員之間的信任關(guān)系,本文選取鎢及硬質(zhì)合金產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟為研究對(duì)象,通過實(shí)地調(diào)查、訪談和文獻(xiàn)查閱等方式,綜合運(yùn)用經(jīng)濟(jì)學(xué)、管理學(xué)、組織學(xué)習(xí)等理論,系統(tǒng)分析了“鎢聯(lián)盟”的發(fā)展歷程、發(fā)展條件和總體特征;從信任發(fā)展的不同階段分析了“鎢聯(lián)盟”所采取的一些做法和經(jīng)驗(yàn),從聯(lián)盟成員選擇、信息溝通、聯(lián)盟文化、信任監(jiān)督等角度分析了發(fā)展中所存在的問題和原因。在總結(jié)和借鑒國(guó)內(nèi)產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟成功發(fā)展經(jīng)驗(yàn)的基礎(chǔ)上,提出了旨在解決“鎢聯(lián)盟”信任維護(hù)的構(gòu)想,構(gòu)建了主客觀結(jié)合的信任評(píng)估體系,從樹立信任文化、推動(dòng)利益公平和搭建外部監(jiān)督橋梁等方面給出了具體的對(duì)策及建議,以期為“鎢聯(lián)盟”有效防范機(jī)會(huì)主義、保障聯(lián)盟穩(wěn)定發(fā)展、營(yíng)造和諧互信的良好合作氛圍提供有實(shí)踐指導(dǎo)意義的參考。
[Abstract]:In the 1980s, the developed countries in Europe and the United States, in the form of the strategic alliance of industrial technological innovation, rapidly pooled the innovative resources, promoted the upgrading of industrial technology, and strengthened their own industrial competitive advantages. Using the practice of Europe and America for reference, China is promoting the development of strategic alliance of industrial technological innovation rapidly in recent years, and has made a lot of achievements. Although the scale of the alliance is increasing, our strategic alliance of industrial technological innovation is still in the initial stage of development, the experience of development is gradually accumulated, and there are a series of problems and difficulties in the process of development. Among them, the lack of trust leads to alliance between alliance members, hitchhiking and opportunism seriously affect the stability and development of the alliance. Therefore, how to maintain the trust relationship among the members of the strategic alliance of industrial technological innovation has become the focus of attention and academic research. In order to explore how the strategic alliance of industrial technological innovation can further maintain the trust relationship among the members of the alliance, this paper selects the strategic alliance of tungsten and cemented carbide industry technology innovation as the research object, through field investigation, interview and literature review, etc. Based on the theories of economics, management and organizational learning, this paper systematically analyzes the development course, development conditions and general characteristics of the tungsten union, and analyzes some methods and experiences adopted by the tungsten union from different stages of the development of trust. This paper analyzes the problems and reasons in the development from the aspects of alliance member selection, information communication, alliance culture, trust supervision and so on. On the basis of summing up and drawing lessons from the successful development experience of the strategic alliance of industrial technological innovation in China, this paper puts forward the conception of solving the trust maintenance of "tungsten union", constructs a trust evaluation system combining subjective and objective, and sets up a culture of trust. In order to effectively guard against opportunism and ensure the steady development of the tungsten union, the author puts forward some concrete countermeasures and suggestions in the aspects of promoting the equity of interests and building the bridge of external supervision. To create a harmonious and mutual trust atmosphere of good cooperation to provide practical guidance for reference.
