【摘要】：近年來,自主創(chuàng)新能力已經(jīng)成為衡量一個國家或地區(qū)經(jīng)濟發(fā)展?jié)摿Φ闹匾笜?biāo),逐漸上升為一個地區(qū)乃至國家的戰(zhàn)略。經(jīng)濟全球化的背景下,一個地區(qū)自主創(chuàng)新能力的提高不僅能從區(qū)域內(nèi)部自發(fā)式創(chuàng)新中獲取,還可以通過與外界的交流,引進消化吸收來提升,尤其是近年來的產(chǎn)業(yè)轉(zhuǎn)移對移入地區(qū)的自主創(chuàng)新能力的影響值得深思。隨著我國產(chǎn)業(yè)分工和產(chǎn)業(yè)布局進入加速調(diào)整期,國內(nèi)區(qū)際之間的產(chǎn)業(yè)轉(zhuǎn)移趨勢進一步增強,轉(zhuǎn)移規(guī)模越來越大。研究國內(nèi)省際之間的產(chǎn)業(yè)轉(zhuǎn)移與自主創(chuàng)新之間的關(guān)系,了解并掌握兩者之間的作用機制及影響因素,對于我國產(chǎn)業(yè)結(jié)構(gòu)升級及區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展具有重要意義。在回顧相關(guān)文獻(xiàn)的基礎(chǔ)上,本文認(rèn)為區(qū)際產(chǎn)業(yè)轉(zhuǎn)移主要通過技術(shù)研發(fā)溢出效應(yīng)、技術(shù)直接轉(zhuǎn)移效應(yīng)以及產(chǎn)業(yè)集聚效應(yīng)來影響移入地區(qū)的自主創(chuàng)新能力。在理論分析的基礎(chǔ)上,利用安徽省2007-2014年的數(shù)據(jù)進行實證檢驗,發(fā)現(xiàn)區(qū)際產(chǎn)業(yè)轉(zhuǎn)移能夠增強轉(zhuǎn)入地的自主創(chuàng)新能力,并且這種能力受轉(zhuǎn)入地的經(jīng)濟發(fā)展水平、研發(fā)費用的投入以及地區(qū)開放度等等因素的影響。這一發(fā)現(xiàn)說明,地區(qū)經(jīng)濟發(fā)展應(yīng)該高度重視產(chǎn)業(yè)轉(zhuǎn)移對自主創(chuàng)新的作用,創(chuàng)造有利條件促進自主創(chuàng)新能力的提升,從而促進地區(qū)經(jīng)濟的發(fā)展。
[Abstract]:In recent years, independent innovation ability has become an important indicator to measure the economic development potential of a country or a region, and has gradually risen into a regional or even a national strategy. Under the background of economic globalization, the improvement of the independent innovation ability of a region can not only be obtained from the spontaneous innovation within the region, but also be enhanced through the exchange with the outside world, the introduction of digestion and absorption. Especially in recent years, the influence of industrial transfer on regional independent innovation ability is worth pondering. With the industrial division of labor and industrial distribution in China entering the period of accelerated adjustment, the trend of industrial transfer between regions in China is further strengthened, and the scale of industrial transfer is becoming larger and larger. It is of great significance for the upgrading of industrial structure and the coordinated development of regional economy to study the relationship between industrial transfer and independent innovation and to understand and master the mechanism and influencing factors between them. Based on the review of relevant literature, this paper holds that the inter-regional industrial transfer affects the independent innovation ability of the region mainly through the spillover effect of technology research and development, the direct transfer effect of technology and the effect of industrial agglomeration. On the basis of theoretical analysis, using the data of Anhui Province from 2007 to 2014 to carry out an empirical test, it is found that inter-regional industrial transfer can enhance the ability of independent innovation in the transferred area, and this ability is subject to the level of economic development of the transferred place. Research and development expenditure and regional openness and other factors. This finding shows that the regional economic development should attach great importance to the role of industrial transfer on independent innovation, create favorable conditions to promote the enhancement of independent innovation ability, and thus promote the development of regional economy.
