【摘要】：本文從蕪湖市改革開放以來的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整出發(fā),通過對蕪湖市產(chǎn)業(yè)結(jié)構(gòu)演變、調(diào)整的理論依據(jù)進(jìn)行收集和整理,立足城市改革開放以來產(chǎn)業(yè)結(jié)構(gòu)演變、調(diào)整的實際情況,對其產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的背景、過程和影響因素等做詳細(xì)剖析,并結(jié)合"十三五"時期蕪湖作為長江經(jīng)濟(jì)帶城市、新興戰(zhàn)略產(chǎn)業(yè)培育試點城市的階段性特點,對蕪湖未來產(chǎn)業(yè)結(jié)構(gòu)的演進(jìn)調(diào)整與蕪湖城市發(fā)展模式的互相影響關(guān)系進(jìn)行分析討論。蕪湖作為中國傳統(tǒng)的"四大米市"之一,如今已經(jīng)成為重要的地域性中心城市、節(jié)點城市。它是安徽省政治、經(jīng)濟(jì)、文化、綜合交通次中心城市,是安徽省三大重點旅游城市之一,也是國務(wù)院批準(zhǔn)的"沿江重點開放城市"、"皖江城市帶承接產(chǎn)業(yè)轉(zhuǎn)移示范區(qū)核心城市"、"長三角城市群"成員、"南京都市圈"和"合肥都市圈"成員城市、"合蕪蚌自主創(chuàng)新試驗區(qū)"城市。蕪湖作為安徽省沿江重點發(fā)展城市的領(lǐng)頭地位和長江中下游地區(qū)重要節(jié)點城市的地位更加突出。改革開放以來,蕪湖已經(jīng)形成了四大支柱產(chǎn)業(yè)和四大戰(zhàn)略新興產(chǎn)業(yè),它們分別為汽車及零部件、材料、家用電器、電線電纜和高端裝備制造、電子信息、節(jié)能環(huán)保、新材料,蕪湖的城市經(jīng)濟(jì)目前整體呈現(xiàn)出結(jié)構(gòu)優(yōu)化、平穩(wěn)較快發(fā)展的良好態(tài)勢。同時,蕪湖是全國較早實施創(chuàng)新發(fā)展戰(zhàn)略的城市,早在2004年,蕪湖就成為第一批全國15個技術(shù)創(chuàng)新工程示范城市之一。蕪湖政府一直在體制政策創(chuàng)新、科技管理創(chuàng)新上聚焦突破,強(qiáng)化企業(yè)的主體地位、創(chuàng)新的重要意義、產(chǎn)學(xué)研共同發(fā)展,產(chǎn)業(yè)和技術(shù)成果小有收獲,并在高新技術(shù)企業(yè)、產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟、自主創(chuàng)新服務(wù)平臺、創(chuàng)新人才團(tuán)隊等方面取得重大進(jìn)展�？梢哉f,蕪湖的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,是與蕪湖城市發(fā)展目標(biāo)互相匹配、相輔相成的,不同時間節(jié)點的蕪湖,都有相對應(yīng)的、互相映襯的城市發(fā)展定位和產(chǎn)業(yè)結(jié)構(gòu)。本文認(rèn)為,一個城市的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整并不是獨(dú)立的,它與這個城市的城市發(fā)展目標(biāo)存在著非常緊密的相互影響、相互修正的共存關(guān)系。城市發(fā)展目標(biāo)總會體現(xiàn)城市鮮明的產(chǎn)業(yè)結(jié)構(gòu)特征,對產(chǎn)業(yè)結(jié)構(gòu)調(diào)整產(chǎn)生指引;產(chǎn)業(yè)機(jī)構(gòu)調(diào)整促使著城市發(fā)展目標(biāo)的不斷變遷。因此,本文得出的結(jié)論是:在遵循時代特征和經(jīng)濟(jì)環(huán)境的前提下,城市產(chǎn)業(yè)結(jié)構(gòu)與城市發(fā)展目標(biāo)是相輔相成的。蕪湖城市產(chǎn)業(yè)結(jié)構(gòu)調(diào)整要體現(xiàn)城市發(fā)展目標(biāo),以城市發(fā)展目標(biāo)為指引,不斷優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),調(diào)整產(chǎn)業(yè)發(fā)展方向,使產(chǎn)業(yè)結(jié)構(gòu)調(diào)整與城市發(fā)展目標(biāo)處于良性互動中,相互促進(jìn)、相互影響,共同推動蕪湖在日新月異的全球經(jīng)濟(jì)環(huán)境下穩(wěn)步發(fā)展。
[Abstract]:Starting from the industrial structure adjustment of Wuhu City since the reform and opening up, this paper collects and arranges the theoretical basis for the industrial structure evolution and adjustment in Wuhu City, which is based on the actual situation of the industrial structure evolution and adjustment since the reform and opening up of the city. The background, process and influencing factors of its industrial structure adjustment are analyzed in detail, and the stage characteristics of Wuhu as a city of the Yangtze River economic belt during the 13th Five-Year Plan period, as well as a pilot city for cultivating new strategic industries, are analyzed in detail. This paper analyzes and discusses the relationship between the evolution and adjustment of Wuhu's future industrial structure and the mutual influence of Wuhu's urban development model. Wuhu, as one of the four traditional rice cities in China, has become an important regional center city and node city. It is the political, economic, cultural and comprehensive transportation sub-central city of Anhui Province. It is one of the three major tourist cities in Anhui Province. Also approved by the State Council as "key open cities along the Yangtze River", "core cities of Anhui River urban belt to undertake industrial transfer demonstration areas", "Yangtze River Delta urban agglomeration" members, "Nanjing Metropolitan Circle" and "Hefei Metropolitan Circle" member cities, Main innovation test area "city." Wuhu is the leading city along the Yangtze River in Anhui Province and the important node city in the middle and lower reaches of the Yangtze River. Since the reform and opening up, Wuhu has formed four pillar industries and four strategic emerging industries, which are the manufacture of automobiles and spare parts, materials, household appliances, wires, cables and high-end equipment, electronic information, energy conservation and environmental protection, and new materials, respectively. At present, Wuhu's urban economy presents a good trend of structural optimization and steady and rapid development. At the same time, Wuhu is the city that carried out the strategy of innovation and development earlier in China. As early as 2004, Wuhu became one of the first 15 demonstration cities of technological innovation engineering in China. The Wuhu government has been focusing on institutional policy innovation, scientific and technological management innovation, strengthening the main position of enterprises, the importance of innovation, the common development of industry, education and research, small and fruitful industrial and technological achievements, and in high-tech enterprises, Significant progress has been made in strategic alliances for industrial technological innovation, independent innovation service platforms and innovative talent teams. It can be said that the adjustment of Wuhu's industrial structure is matched with Wuhu's urban development goals and complements each other. Wuhu with different time nodes has corresponding and corresponding urban development orientation and industrial structure. This paper holds that the adjustment of a city's industrial structure is not independent, and it has a very close relationship with the city's development goal. The goal of urban development always reflects the distinct characteristics of the industrial structure of the city, which leads to the adjustment of the industrial structure, and the adjustment of the industrial organization promotes the continuous changes of the goal of the urban development. Therefore, the conclusion of this paper is that under the premise of following the characteristics of the times and the economic environment, the urban industrial structure and the urban development goals complement each other. The adjustment of industrial structure in Wuhu city should embody the goal of urban development, take the goal of urban development as the guide, optimize the industrial structure and adjust the direction of industrial development, so that the adjustment of industrial structure and the goal of urban development are in good interaction and promote each other. Mutual influence, promote Wuhu in the rapidly changing global economic environment steady development.
