【摘要】：金州新區(qū)既是大連戰(zhàn)略北移不可逾越、首當(dāng)其沖的關(guān)鍵區(qū)域,更是全省結(jié)構(gòu)調(diào)整的重要平臺(tái)、對(duì)外開(kāi)放的重要載體、科學(xué)發(fā)展的先行區(qū)域,是遼寧沿海經(jīng)濟(jì)帶的核中之核。隨著金州新區(qū)經(jīng)濟(jì)的快速發(fā)展,經(jīng)濟(jì)結(jié)構(gòu)和產(chǎn)業(yè)結(jié)構(gòu)也在發(fā)生著變化,與之相關(guān)聯(lián)的就業(yè)問(wèn)題因其對(duì)經(jīng)濟(jì)發(fā)展、社會(huì)穩(wěn)定等方面的影響而越來(lái)越受到各方面的關(guān)注。通過(guò)研究金州新區(qū)產(chǎn)業(yè)結(jié)構(gòu)和就業(yè)結(jié)構(gòu)演進(jìn)與現(xiàn)狀,針對(duì)金州新區(qū)產(chǎn)業(yè)調(diào)整中的就業(yè)問(wèn)題,提出改善和促進(jìn)就業(yè)的對(duì)策建議,為更好地推進(jìn)金州新區(qū)的就業(yè)工作提供思路和參考。本文從金州新區(qū)的實(shí)際情況出發(fā),采用文獻(xiàn)法、比較分析法、實(shí)證分析法等研究方法,對(duì)金州新區(qū)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整中的就業(yè)問(wèn)題進(jìn)行深入研究。首先,在總結(jié)借鑒國(guó)內(nèi)外產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)相關(guān)研究經(jīng)驗(yàn)和成果基礎(chǔ)上,對(duì)金州新區(qū)近幾年的產(chǎn)業(yè)結(jié)構(gòu)變化現(xiàn)狀、就業(yè)結(jié)構(gòu)變化現(xiàn)狀及產(chǎn)業(yè)結(jié)構(gòu)調(diào)整對(duì)就業(yè)的影響等方面進(jìn)行描述,提出金州新區(qū)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整過(guò)程中存在的就業(yè)問(wèn)題,并對(duì)其產(chǎn)生原因進(jìn)行深入剖析；然后,介紹發(fā)達(dá)國(guó)家三次產(chǎn)業(yè)結(jié)構(gòu)和就業(yè)結(jié)構(gòu)演變及現(xiàn)狀,分析發(fā)達(dá)國(guó)家促進(jìn)和改善就業(yè)的先進(jìn)經(jīng)驗(yàn),提出改善金州新區(qū)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整中的就業(yè)問(wèn)題的方案,并從金州新區(qū)產(chǎn)業(yè)結(jié)構(gòu)和就業(yè)結(jié)構(gòu)的相關(guān)度、偏離度等幾個(gè)方面進(jìn)行實(shí)證分析,論證方案的可行性；最后,從根據(jù)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整促進(jìn)就業(yè)、加強(qiáng)職業(yè)化培訓(xùn)和教育、完善勞動(dòng)力市場(chǎng)等方面提出對(duì)策建議以期找到解決產(chǎn)業(yè)調(diào)整中的就業(yè)問(wèn)題的新途徑。
[Abstract]:Jinzhou New area is not only the key area of Dalian's strategy to move northward and bear the brunt, but also the important platform of the province's structural adjustment, the important carrier of opening to the outside world and the leading area of scientific development, which is the core of Liaoning coastal economic belt. With the rapid economic development of Jinzhou New District, the economic structure and industrial structure are also changing. The related employment problems have been paid more and more attention to because of their influence on economic development and social stability. By studying the evolution and present situation of industrial structure and employment structure in Jinzhou New District, this paper puts forward some countermeasures to improve and promote employment in view of the employment problems in the industrial adjustment of Jinzhou New District. In order to better promote the new area of Jinzhou employment work to provide ideas and references. Based on the actual situation of Jinzhou New District, this paper uses the methods of literature, comparative analysis and empirical analysis to deeply study the employment problem in the adjustment of industrial structure in Jinzhou New District. First of all, on the basis of summing up and drawing lessons from domestic and foreign industrial structure and employment structure related research experience and achievements, this paper analyzes the current situation of industrial structure change in Jinzhou New District in recent years. The present situation of employment structure change and the influence of industrial structure adjustment on employment are described. The employment problems existing in the process of industrial structure adjustment in Jinzhou New District are put forward, and the causes are deeply analyzed. This paper introduces the evolution and present situation of three industrial structure and employment structure in developed countries, analyzes the advanced experience of promoting and improving employment in developed countries, and puts forward a scheme to improve the employment problem in the adjustment of industrial structure in Jinzhou New District. And from the Jinzhou New District industrial structure and employment structure correlation, deviation degree and other aspects of empirical analysis, to demonstrate the feasibility of the scheme; finally, from the industrial structure adjustment to promote employment, strengthen professional training and education, To perfect the labor market and put forward some countermeasures and suggestions in order to find a new way to solve the problem of employment in industrial adjustment.
