【摘要】：企業(yè)的創(chuàng)新,主要是以高新技術(shù)產(chǎn)業(yè)的發(fā)展來(lái)實(shí)現(xiàn),高新技術(shù)產(chǎn)業(yè)高程度的民營(yíng)化和市場(chǎng)化以及活躍區(qū)域創(chuàng)新網(wǎng)絡(luò),能快速促進(jìn)區(qū)域創(chuàng)新能力提高。因此,對(duì)于中國(guó)工業(yè)企業(yè)創(chuàng)新的研究,尤其是對(duì)于其中高技術(shù)企業(yè)創(chuàng)新的研究,已成為社會(huì)各界學(xué)者關(guān)注的重中之中。本文首先對(duì)高技術(shù)、創(chuàng)新及創(chuàng)新績(jī)效等有關(guān)理論進(jìn)行總結(jié)、梳理,緊接著從外部因素和內(nèi)部因素兩個(gè)角度對(duì)區(qū)域高技術(shù)產(chǎn)業(yè)創(chuàng)新績(jī)效影響因素進(jìn)行分析。在此基礎(chǔ)上建立了評(píng)價(jià)指標(biāo)體系,并從中國(guó)高技術(shù)產(chǎn)業(yè)主要生產(chǎn)經(jīng)營(yíng)指標(biāo)情況,不同注冊(cè)類型、不同規(guī)模的高技術(shù)產(chǎn)業(yè)發(fā)展現(xiàn)狀,研究與試驗(yàn)發(fā)展(RD)經(jīng)費(fèi)及相關(guān)活動(dòng)情況等3個(gè)方面對(duì)我國(guó)2009-2013年高新技術(shù)產(chǎn)業(yè)總體體發(fā)展情況進(jìn)行簡(jiǎn)單介紹。實(shí)證分析中首先通過(guò)DEA模型計(jì)算出中國(guó)2012年創(chuàng)新績(jī)效值并加以分析,然后運(yùn)用離差最大化模型對(duì)中國(guó)高技術(shù)產(chǎn)業(yè)2012年8個(gè)DEA有效區(qū)域的創(chuàng)新績(jī)效進(jìn)行分析,最后根據(jù)實(shí)證分析結(jié)果從提高科技成果轉(zhuǎn)化率、無(wú)效區(qū)域應(yīng)找準(zhǔn)學(xué)習(xí)范例、突出地區(qū)優(yōu)勢(shì)、加大資金扶持力度、制定產(chǎn)業(yè)指導(dǎo)目錄以及加快科技中介服務(wù)體系的建設(shè)幾個(gè)方面提出相應(yīng)對(duì)策建議。
[Abstract]:The innovation of enterprises is mainly realized by the development of high-tech industries. The high degree of privatization and marketization of high-tech industries and the activation of regional innovation networks can quickly promote the improvement of regional innovation ability. Therefore, the research on the innovation of Chinese industrial enterprises, especially the research of high-tech enterprises, has become the focus of attention of the scholars from all walks of life. This paper firstly summarizes and combs the theories of high technology innovation and innovation performance and then analyzes the influencing factors of regional high technology industry innovation performance from the external factors and internal factors. On this basis, the evaluation index system is established, and the current situation of the development of high-tech industries of different sizes, different registration types, and main production and management indicators of China's high-tech industries are discussed. This paper briefly introduces the overall development of high and new technology industry in China during 2009-2013 from three aspects: research and experimental development (RD) funds and related activities. In the empirical analysis, the innovation performance of China in 2012 is calculated and analyzed by DEA model, and then the innovation performance of 8 effective regions of DEA in China's high-tech industry in 2012 is analyzed by using the deviation maximization model. Finally, according to the results of empirical analysis, from improving the conversion rate of scientific and technological achievements, the invalid areas should find accurate learning examples, highlight regional advantages, and increase financial support. Some countermeasures and suggestions are put forward to make the catalogue of industrial guidance and to speed up the construction of science and technology intermediary service system.
