【摘要】：汽車產(chǎn)業(yè)是一個(gè)產(chǎn)業(yè)鏈長、關(guān)聯(lián)產(chǎn)業(yè)多、附加值高、輻射面廣、強(qiáng)動(dòng)力強(qiáng)、社會(huì)經(jīng)濟(jì)效益顯著的產(chǎn)業(yè),因而成為一國或地區(qū)的支柱產(chǎn)業(yè),被譽(yù)為“工業(yè)中的工業(yè)”。改革開放后,我國極度重視汽車產(chǎn)業(yè)的發(fā)展,通過實(shí)施產(chǎn)業(yè)集群戰(zhàn)略,我國汽車產(chǎn)業(yè)發(fā)展迅速,在短短30幾年內(nèi)躍居為全球汽車第一產(chǎn)銷大國。然而隨著我國經(jīng)濟(jì)步入新常態(tài),經(jīng)濟(jì)增速放緩,并且全球汽車產(chǎn)業(yè)結(jié)束高速增長,汽車產(chǎn)業(yè)從成熟期向衰退期邁進(jìn),在未來,汽車行業(yè)間的競爭將更加激烈,我國汽車產(chǎn)業(yè)的發(fā)展必然受到阻礙和限制。在此背景下,如何加強(qiáng)對汽車產(chǎn)業(yè)集群的管理,探索保持汽車產(chǎn)業(yè)集群穩(wěn)定、可持續(xù)發(fā)展的途徑,成為擺在我國汽車產(chǎn)業(yè)面前的緊要問題。鑒于此,本文從生態(tài)系統(tǒng)健康的視角來分析汽車產(chǎn)業(yè)集群穩(wěn)定、可持續(xù)發(fā)展問題,旨在系統(tǒng)、全面的把握汽車產(chǎn)業(yè)集群在發(fā)展中所存在的具體問題,從全局角度指導(dǎo)汽車產(chǎn)業(yè)集群健康發(fā)展。首先,本文通過梳理相關(guān)理論,對汽車產(chǎn)業(yè)集群生態(tài)系統(tǒng)的含義、構(gòu)成要素及層次、結(jié)構(gòu)、特征等進(jìn)行詳細(xì)闡釋。同時(shí),借鑒自然生態(tài)系統(tǒng)健康理論以及以往學(xué)者對經(jīng)濟(jì)生態(tài)系統(tǒng)健康的研究成果對汽車產(chǎn)業(yè)集群生態(tài)系統(tǒng)健康的內(nèi)涵進(jìn)行深入探討,指出健康的汽車產(chǎn)業(yè)集群生態(tài)系統(tǒng)不僅要具有維持自身運(yùn)行的能力,還應(yīng)具有良好的環(huán)境質(zhì)量,并且能夠?yàn)樯鐣?huì)經(jīng)濟(jì)以及自然環(huán)境提供服務(wù)職能,可以實(shí)現(xiàn)整個(gè)系統(tǒng)的穩(wěn)定性和可持續(xù)性。其次,依據(jù)汽車產(chǎn)業(yè)集群生態(tài)系統(tǒng)健康的內(nèi)涵,構(gòu)建了汽車產(chǎn)業(yè)集群生態(tài)系統(tǒng)健康評價(jià)指標(biāo)體系。該體系包括自身運(yùn)行健康層面、環(huán)境健康層面、服務(wù)職能層面3個(gè)一級指標(biāo),活力、組織結(jié)構(gòu)、恢復(fù)力、內(nèi)部環(huán)境質(zhì)量、外部環(huán)境質(zhì)量、社會(huì)經(jīng)濟(jì)貢獻(xiàn)、自然環(huán)境保護(hù)7個(gè)二級指標(biāo)和22個(gè)三級指標(biāo)。在評價(jià)方法上,采用模糊層次綜合評價(jià)法對汽車產(chǎn)業(yè)集群生態(tài)系統(tǒng)健康水平進(jìn)行綜合評價(jià)研究。最后,以重慶市汽車產(chǎn)業(yè)集群為例進(jìn)行應(yīng)用研究。在實(shí)證分析時(shí),選取我國汽車產(chǎn)業(yè)集群典型地區(qū),即上海、北京、廣東、吉林、湖北等5個(gè)省市作為對比研究對象,對6個(gè)省市的汽車產(chǎn)業(yè)集群生態(tài)系統(tǒng)健康水平進(jìn)行評價(jià)分析。研究結(jié)果表明6個(gè)省市的汽車產(chǎn)業(yè)集群生態(tài)系統(tǒng)健康水平都屬于較高等級,重慶排名第5。通過具體分析6個(gè)省市的評價(jià)結(jié)果,認(rèn)為重慶市汽車產(chǎn)業(yè)集群生態(tài)系統(tǒng)在產(chǎn)業(yè)鏈的完整程度、技術(shù)持續(xù)創(chuàng)新能力及產(chǎn)業(yè)發(fā)展環(huán)境方面與其他省市還存在差距。針對這種差距,提出了促進(jìn)重慶市汽車產(chǎn)業(yè)集群生態(tài)系統(tǒng)健康發(fā)展的政策建議:完善汽車產(chǎn)業(yè)鏈,強(qiáng)化分工協(xié)作關(guān)系;加強(qiáng)自主創(chuàng)新能力建設(shè),提高核心技術(shù)水平;進(jìn)一步優(yōu)化產(chǎn)業(yè)環(huán)境,營造良好發(fā)展氛圍。本文首次將生態(tài)系統(tǒng)健康理論應(yīng)用于汽車產(chǎn)業(yè)集群的研究領(lǐng)域,為研究汽車產(chǎn)業(yè)集群的管理及發(fā)展提供了一種新的思路和方法,具有一定的學(xué)術(shù)和現(xiàn)實(shí)意義。
[Abstract]:Automobile industry is an industry with long industrial chain, many related industries, high added value, wide radiation, strong motive force and remarkable social and economic benefits, so it has become the pillar industry of a country or region, which is called "industry in industry". After the reform and opening up, our country attaches great importance to the development of automobile industry. Through the implementation of industrial cluster strategy, China's automobile industry has developed rapidly, and has become the largest automobile producer and marketer in the world in just over 30 years. However, as our country's economy enters the new normal, the economic growth rate slows down, and the global automobile industry ends its rapid growth, the automobile industry moves from the mature period to the recession period. In the future, the competition among the automobile industries will be more intense. The development of China's automobile industry is bound to be hindered and restricted. Under this background, how to strengthen the management of the automobile industry cluster and explore the way to maintain the stability and sustainable development of the automobile industry cluster have become the urgent problem in front of the automobile industry of our country. In view of this, this paper analyzes the problems of automobile industry cluster stability and sustainable development from the perspective of ecosystem health, in order to systematically and comprehensively grasp the specific problems existing in the development of automobile industry cluster. To guide the healthy development of automobile industry cluster from the overall perspective. First of all, through combing relevant theories, this paper explains in detail the meaning, the elements and levels, the structure and the characteristics of the ecosystem of automobile industry cluster. At the same time, referring to the theory of natural ecosystem health and previous scholars' research results on the health of economic ecosystem, the connotation of ecosystem health of automobile industry cluster is discussed in depth. It is pointed out that a healthy automobile industry cluster ecosystem should not only have the ability to maintain its own operation, but also have good environmental quality, and it should also be able to provide services for the social economy and the natural environment. The stability and sustainability of the whole system can be achieved. Secondly, according to the connotation of ecosystem health of automobile industry cluster, the evaluation index system of automobile industry cluster ecosystem health is constructed. The system includes three first-level indicators, namely, self-running health level, environmental health level, service function level, vitality, organizational structure, resilience, internal environmental quality, external environmental quality, social and economic contribution. There are 7 secondary and 22 tertiary indexes for natural environment protection. In the aspect of evaluation method, the comprehensive evaluation of ecosystem health level of automobile industry cluster was carried out by using fuzzy hierarchy comprehensive evaluation method. Finally, take Chongqing automobile industry cluster as an example to carry on the application research. In the empirical analysis, five provinces and cities, namely Shanghai, Beijing, Guangdong, Jilin and Hubei, are selected as the comparative research objects. To evaluate the ecosystem health level of automobile industry cluster in 6 provinces and cities. The results show that the ecosystem health level of automobile industry cluster in 6 provinces and cities is higher, and Chongqing ranks 5th. By analyzing the evaluation results of six provinces and cities, it is concluded that there is still a gap between Chongqing auto industry cluster ecosystem and other provinces in terms of the integrity of the industrial chain, the ability of technological sustainable innovation and the industrial development environment. In view of this gap, the paper puts forward some policy suggestions to promote the healthy development of Chongqing automobile industry cluster ecosystem: perfecting the automobile industry chain, strengthening the relationship of division of labor and cooperation, strengthening the building of independent innovation capacity and improving the core technology level; Further optimize the industrial environment and create a good atmosphere for development. In this paper, the theory of ecosystem health is first applied to the research field of automobile industry cluster, which provides a new idea and method for the study of the management and development of automobile industry cluster, and has certain academic and practical significance.
