【摘要】：在經(jīng)濟全球化和國際間貿(mào)易高速發(fā)展的背景下,我國已積極參與到國際間產(chǎn)業(yè)轉(zhuǎn)移的浪潮中。自改革開放以來,中國高速發(fā)展的經(jīng)濟趨勢已經(jīng)吸引了越來越多的外商進行投資,中國承接的產(chǎn)業(yè)轉(zhuǎn)移也逐年增多；伴隨著外資大量流入的資本效應(yīng)、增長效應(yīng)以及進步效應(yīng)對中國經(jīng)濟的發(fā)展產(chǎn)生了重大的影響。 產(chǎn)業(yè)轉(zhuǎn)移承接國是否能夠承接產(chǎn)業(yè)轉(zhuǎn)移以及承接多大程度的產(chǎn)業(yè)轉(zhuǎn)移是由許多因素決定的；產(chǎn)業(yè)承接國的市場規(guī)模和市場需求、人力資本水平的高低、相關(guān)產(chǎn)業(yè)發(fā)展水平、產(chǎn)業(yè)承接國的勞動成本和勞動生產(chǎn)率以及相關(guān)配套產(chǎn)業(yè)都是影響的因素。產(chǎn)業(yè)輸出國會綜合考慮產(chǎn)業(yè)承接國的各項條件并結(jié)合自己的經(jīng)營目標進行產(chǎn)業(yè)轉(zhuǎn)移。承接產(chǎn)業(yè)轉(zhuǎn)移為中國提供了接觸國外先進技術(shù)、先進產(chǎn)業(yè)的機會,但是中國能否很好的承接產(chǎn)業(yè)轉(zhuǎn)移以提高本國的產(chǎn)業(yè)水平、促進本國的經(jīng)濟發(fā)展,人力資本在其中起到了極大的作用。中國的人力資本狀況能否與外商的要求相匹配成為了中國能否更好的、持續(xù)的承接國際產(chǎn)業(yè)轉(zhuǎn)移的重要因素。如果中國人力資本存量充足、人力資本質(zhì)量達標、層次結(jié)構(gòu)合理,那么中國就能持續(xù)性的承接國際產(chǎn)業(yè)轉(zhuǎn)移；相反,如果中國人力資本存量匱乏、層次結(jié)構(gòu)不合理,那么中國就不能持續(xù)通過承接產(chǎn)業(yè)轉(zhuǎn)移來發(fā)展本國經(jīng)濟。人力資本無疑是中國吸引外資、承接產(chǎn)業(yè)轉(zhuǎn)移的重要影響因素。 本文首先梳理了有關(guān)產(chǎn)業(yè)轉(zhuǎn)移和人力資本的相關(guān)理論,通過各理論之間的關(guān)聯(lián)性尋找人力資本對承接產(chǎn)業(yè)轉(zhuǎn)移的具體影響機制,得出人力資本水平影響承接產(chǎn)業(yè)轉(zhuǎn)移的結(jié)論；接著通過實證的方法論證人力資本對承接產(chǎn)業(yè)轉(zhuǎn)移的影響程度；最后結(jié)合中國目前承接產(chǎn)業(yè)轉(zhuǎn)移的現(xiàn)狀提出有關(guān)改善中國人力資本水平的政策含義。
[Abstract]:Under the background of economic globalization and high - speed international trade , our country has actively participated in the wave of international industry transfer . Since the reform and opening up , the economic trend of China ' s high - speed development has attracted more and more foreign businessmen to invest , and the industrial transfer of China has increased year by year .
Along with the capital effect , the growth effect and the progress effect of the large inflow of foreign capital , the development of China ' s economy has had a significant impact .

Whether the industrial transfer receiving country is able to undertake the industrial transfer and the extent to which the industrial transfer is carried out is decided by many factors ;
The market size and market demand , the level of human capital , the level of relevant industry development , the labor cost and labor productivity of the industry undertaking country and the related supporting industries are the factors that influence the industrial undertaking country .
On the contrary , if China ' s human capital stock is scarce and the hierarchy is unreasonable , China cannot continue to develop its own economy by undertaking industrial transfer . Human capital is no doubt an important factor in attracting foreign investment and undertaking industrial transfer .

In this paper , the relevant theories of industrial transfer and human capital are firstly reviewed , and the specific influence mechanism of human capital on undertaking industrial transfer is found through the relationship between each theory , and the conclusion that human capital level affects the industrial transfer is obtained .
Then , through the empirical method , the influence degree of human capital on the acceptance of industrial transfer is demonstrated .
Finally , it puts forward the policy implication of improving China ' s human capital level in combination with the present situation of China ' s current industrial transfer .
