【摘要】：兵者，國(guó)之大事也。國(guó)防工業(yè)作為國(guó)防產(chǎn)業(yè)的重要組成部分，在國(guó)民經(jīng)濟(jì)中有著舉足輕重的地位。近些年，我國(guó)國(guó)防工業(yè)經(jīng)歷了多次改革與重組，國(guó)防工業(yè)的產(chǎn)業(yè)結(jié)構(gòu)不斷優(yōu)化，國(guó)防科技進(jìn)步迅速，國(guó)防產(chǎn)品在國(guó)際市場(chǎng)上也有了一席之地。我國(guó)國(guó)防工業(yè)包含產(chǎn)業(yè)眾多，產(chǎn)業(yè)結(jié)構(gòu)復(fù)雜，產(chǎn)業(yè)內(nèi)部的關(guān)聯(lián)關(guān)系多種多樣，，基于此研究國(guó)防工業(yè)的產(chǎn)業(yè)內(nèi)部關(guān)聯(lián)性，對(duì)今后我國(guó)國(guó)防工業(yè)的稀缺資源配置、產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和法規(guī)政策的確立都有著重大參考價(jià)值。 本文采用理論結(jié)合實(shí)際的方法，通過(guò)對(duì)國(guó)內(nèi)外國(guó)防工業(yè)及產(chǎn)業(yè)關(guān)聯(lián)方面的參考文獻(xiàn)大量閱讀，積累了一定的理論基礎(chǔ)，運(yùn)用產(chǎn)業(yè)關(guān)聯(lián)的相關(guān)理論對(duì)我國(guó)國(guó)防工業(yè)產(chǎn)業(yè)的內(nèi)部關(guān)聯(lián)性進(jìn)行了系統(tǒng)分析。在理論分析中，對(duì)我國(guó)國(guó)防工業(yè)產(chǎn)業(yè)內(nèi)部的現(xiàn)狀進(jìn)行了分析，分別了解了我國(guó)國(guó)防工業(yè)內(nèi)部的產(chǎn)業(yè)結(jié)構(gòu)、產(chǎn)權(quán)結(jié)構(gòu)、管理結(jié)構(gòu)和人力資源現(xiàn)狀。通過(guò)分析產(chǎn)業(yè)內(nèi)部的現(xiàn)狀，我國(guó)國(guó)防工業(yè)產(chǎn)業(yè)內(nèi)部關(guān)聯(lián)的一些特點(diǎn)隨之展現(xiàn)出來(lái)，包括了關(guān)聯(lián)產(chǎn)業(yè)的戰(zhàn)略性、關(guān)聯(lián)的滯后性、關(guān)聯(lián)產(chǎn)品的特殊性和關(guān)聯(lián)效益的不可估量性。并對(duì)我國(guó)國(guó)防工業(yè)的產(chǎn)業(yè)內(nèi)部關(guān)聯(lián)的效應(yīng)和類型進(jìn)行了分析，我國(guó)國(guó)防工業(yè)的產(chǎn)業(yè)內(nèi)部關(guān)聯(lián)效應(yīng)有經(jīng)濟(jì)效應(yīng)、技術(shù)外溢效應(yīng)、產(chǎn)業(yè)集群效應(yīng)和人力產(chǎn)出效應(yīng)；產(chǎn)業(yè)關(guān)聯(lián)類型有產(chǎn)品和勞務(wù)聯(lián)系、生產(chǎn)技術(shù)聯(lián)系、投資聯(lián)系和勞動(dòng)就業(yè)聯(lián)系。單純的理論分析并不能反映出我國(guó)國(guó)防工業(yè)的產(chǎn)業(yè)內(nèi)部關(guān)聯(lián)性，本文運(yùn)用灰色系統(tǒng)理論，選取了國(guó)防工業(yè)內(nèi)部相關(guān)產(chǎn)業(yè)的數(shù)據(jù)進(jìn)行了灰色關(guān)聯(lián)度分析，對(duì)我國(guó)國(guó)防工業(yè)內(nèi)部各產(chǎn)業(yè)之間的關(guān)聯(lián)程度有了一個(gè)基本認(rèn)識(shí)和了解，通過(guò)灰色關(guān)聯(lián)分析可以看出國(guó)防工業(yè)內(nèi)部各產(chǎn)業(yè)與國(guó)防工業(yè)的發(fā)展有著正相關(guān)關(guān)聯(lián)，在國(guó)防工業(yè)內(nèi)部武器制造業(yè)居于主導(dǎo)地位，國(guó)防科技工業(yè)與國(guó)防工業(yè)整體的關(guān)聯(lián)程度不足，國(guó)防科技的發(fā)展對(duì)國(guó)防工業(yè)的影響力偏小，國(guó)防工業(yè)中高民用性的行業(yè)與國(guó)防工業(yè)聯(lián)系不夠緊密，這說(shuō)明國(guó)防工業(yè)的軍轉(zhuǎn)民程度不高。 通過(guò)理論與實(shí)證分析，對(duì)我國(guó)國(guó)防工業(yè)產(chǎn)業(yè)內(nèi)部關(guān)聯(lián)性有了較為深入的了解，對(duì)我國(guó)國(guó)防工業(yè)產(chǎn)業(yè)協(xié)同發(fā)展上提出了幾點(diǎn)對(duì)策與建議，我國(guó)加強(qiáng)國(guó)防工業(yè)產(chǎn)業(yè)內(nèi)部協(xié)調(diào)發(fā)展應(yīng)該借鑒大國(guó)發(fā)展經(jīng)驗(yàn)，形成符合中國(guó)國(guó)情的管理體制；發(fā)揮產(chǎn)業(yè)集群優(yōu)勢(shì)，加快產(chǎn)品換代升級(jí)；增強(qiáng)國(guó)防科技產(chǎn)業(yè)與國(guó)防工業(yè)的關(guān)聯(lián)程度，促進(jìn)國(guó)防工業(yè)的技術(shù)效應(yīng)；促進(jìn)國(guó)防工業(yè)內(nèi)部聯(lián)系，加快產(chǎn)業(yè)協(xié)同發(fā)展。
[Abstract]:National defense industry, as an important part of the national defense industry, plays an important role in the national economy. In recent years, China's national defense industry has undergone many reforms and reorganization. The industrial structure of the national defense industry has been continuously optimized, national defense science and technology have made rapid progress, and national defense products have also taken a place in the international market. China's national defense industry includes many industries, the industrial structure is complex, and there are a variety of interlinked relations within the industry. Based on this, it is of great reference value for the allocation of scarce resources, the adjustment of industrial structure and the establishment of laws and regulations in the future. This article adopts the method of combining theory with practice, through reading a lot of references about national defense industry and industry connection at home and abroad, has accumulated certain theoretical foundation. This paper makes a systematic analysis of the internal relevance of China's defense industry by using the relevant theories of industrial association. In the theoretical analysis, it analyzes the present situation of the internal industry of national defense industry in China. The industrial structure, the property right structure, the management structure and the present situation of human resources in China's national defense industry are respectively understood. Through the analysis of the present situation within the industry, some characteristics of the internal connections of the national defense industry in China are displayed. Including the strategy of the related industry, the lag of the correlation, the particularity of the related products and the inestimability of the related benefits. The paper also analyzes the effect and type of the internal association of the national defense industry in China. There are economic effect, technology spillover effect, industrial cluster effect and manpower output effect in China's defense industry. The relationship between investment and labor and employment. A simple theoretical analysis can not reflect the internal relevance of China's defense industry. This paper uses the grey system theory. This paper selects the data of the related industries in the national defense industry to analyze the grey correlation degree, and has a basic understanding and understanding of the correlation degree among the various industries within the national defense industry of our country. Through the grey correlation analysis, we can see that there is a positive correlation between each industry and the development of the national defense industry, in which the arms manufacturing industry occupies the leading position, and the degree of correlation between the national defense science and technology industry and the national defense industry as a whole is insufficient. The development of national defense science and technology has little influence on the national defense industry, and the high civilian industry in the national defense industry is not closely connected with the national defense industry, which shows that the degree of military conversion of the national defense industry is not high. Through theoretical and empirical analysis, the author has a deeper understanding of the internal relevance of China's defense industry, and puts forward some countermeasures and suggestions for the coordinated development of China's defense industry. In order to strengthen the coordinated development of national defense industry in China, we should draw lessons from the development experience of big countries, form a management system in line with China's national conditions, give full play to the advantages of industrial clusters, and speed up the upgrading of products. Strengthen the connection between national defense science and technology industry and national defense industry, promote the technical effect of national defense industry, promote the internal connection of national defense industry, and speed up the coordinated development of national defense industry.
