【摘要】：資源型城市發(fā)展在我國(guó)經(jīng)濟(jì)經(jīng)濟(jì)社會(huì)發(fā)展中有著舉足輕重的地位,然而近年來(lái),我國(guó)資源型城市面臨著環(huán)境污染嚴(yán)重、資源枯竭、甚至經(jīng)濟(jì)衰退等諸多問(wèn)題,資源型城市的產(chǎn)業(yè)發(fā)展遭遇瓶頸。從全球范圍看,資源型城市的發(fā)展普遍存在“資源詛咒”現(xiàn)象。因此深入研究我國(guó)資源型城市產(chǎn)業(yè)的發(fā)展能力與發(fā)展動(dòng)力問(wèn)題,建立資源型城市產(chǎn)業(yè)可持續(xù)發(fā)展體系,具有一定的現(xiàn)實(shí)意義和理論意義。本文以我國(guó)117個(gè)資源型城市為研究對(duì)象,按照資源型城市生命周期和資源類(lèi)型兩個(gè)維度,將此117座資源型城市分成16類(lèi)。再根據(jù)可持續(xù)發(fā)展理論,將資源型城市產(chǎn)業(yè)的可持續(xù)發(fā)展問(wèn)題分為可持續(xù)發(fā)展能力系統(tǒng)和可持續(xù)發(fā)展動(dòng)力機(jī)制兩個(gè)層次,評(píng)價(jià)各資源型城市產(chǎn)業(yè)可持續(xù)發(fā)展能力并分析資源型城市產(chǎn)業(yè)可持續(xù)發(fā)展的動(dòng)力機(jī)制,分別研究資源型城市產(chǎn)業(yè)的基礎(chǔ)能力、生產(chǎn)能力及生態(tài)能力三個(gè)發(fā)展能力問(wèn)題：分析資源型城市產(chǎn)業(yè)演化動(dòng)力、能值動(dòng)力等問(wèn)題,探索建立資源型城市產(chǎn)業(yè)可持續(xù)發(fā)展體系。文章從發(fā)展資源型城市產(chǎn)業(yè)的基礎(chǔ)配套能力、生產(chǎn)要素效率和生態(tài)效率三個(gè)方面分析資源型城市可持續(xù)發(fā)展的能力系統(tǒng)。通過(guò)建立資源型城市基礎(chǔ)配置能力的兩級(jí)評(píng)價(jià)指標(biāo)體系,搜集整理117座城市的相關(guān)數(shù)據(jù),結(jié)合專(zhuān)家評(píng)審和層次分析法,運(yùn)用模糊綜合評(píng)價(jià)法,根據(jù)最大隸屬度原則評(píng)價(jià)各城市的基礎(chǔ)配置能力。根據(jù)C—D生產(chǎn)函數(shù)模型,以就業(yè)人數(shù)作為勞動(dòng)力投入數(shù)據(jù),以固定資產(chǎn)存量作為資本投入數(shù)據(jù),將每一類(lèi)城市視為視為一個(gè)研究單元,運(yùn)用最小二乘法的面板數(shù)據(jù)模型,獲得各類(lèi)城市的生產(chǎn)要素報(bào)酬率。并在勞動(dòng)報(bào)酬率與資本報(bào)酬率的基礎(chǔ)上,根據(jù)索洛余值模型計(jì)算資源型城市與非資源型城市的中各生產(chǎn)要素對(duì)經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn)率,以分析資源型城市生產(chǎn)要素與產(chǎn)業(yè)可持續(xù)發(fā)展的關(guān)系。生態(tài)效率是產(chǎn)業(yè)可持續(xù)發(fā)展的重要因素,根據(jù)Kuznets curve原理,以污染物排放作為環(huán)境影響指標(biāo),GDP作為經(jīng)濟(jì)發(fā)展指標(biāo),分析資源型城市兩者之間的脫鉤指數(shù),評(píng)價(jià)其生態(tài)效率。資源型城市產(chǎn)業(yè)發(fā)展的動(dòng)力主要源于產(chǎn)業(yè)發(fā)展所能獲得的收益和資源稟賦所帶來(lái)的能值�；谘莼┺牡乃枷�,以生產(chǎn)要素的報(bào)酬率作為博弈收益,分析資源產(chǎn)業(yè)群體中成員的維持策略和變異策略所能獲得的收益,判斷資源產(chǎn)業(yè)群體的穩(wěn)定性；以資源型城市產(chǎn)業(yè)體系的沉淀資本作為演化博弈的成本,分析資源型城市產(chǎn)業(yè)體系的演化動(dòng)力,穩(wěn)定的資源型城市產(chǎn)業(yè)體系缺乏可持續(xù)發(fā)展的社會(huì)動(dòng)力。自然資源稟賦賦予資源型城市產(chǎn)業(yè)發(fā)展較高的能值基礎(chǔ),這是資源型城市產(chǎn)業(yè)發(fā)展的自然動(dòng)力,然而資源型城市作為一個(gè)生態(tài)經(jīng)濟(jì)體系,需要對(duì)外進(jìn)行貿(mào)易交換,在資源型城市的對(duì)外貿(mào)易中,以較高能值的資源性產(chǎn)品換取能值較低的生活用品或生產(chǎn)物資,導(dǎo)致資源型城市的能值動(dòng)力的流失。而資源是有限的,資源型城市能值的流失卻不能得到充分的補(bǔ)償,當(dāng)資源枯竭時(shí),資源型城市將會(huì)面臨衰退。根據(jù)資源型城市產(chǎn)業(yè)可持續(xù)發(fā)展能力及動(dòng)力體系的分析,文章探索建立起資源型城市產(chǎn)業(yè)可持續(xù)發(fā)展體系,決策者運(yùn)用貨幣、財(cái)政、稅收等工具,根據(jù)資源型城的產(chǎn)業(yè)特點(diǎn),提高資源型城市基礎(chǔ)配置能力、調(diào)節(jié)生產(chǎn)要素收益的分配,提高生態(tài)效率,建立起能值補(bǔ)償機(jī)制,促進(jìn)資源型城市產(chǎn)業(yè)體系的轉(zhuǎn)型升級(jí)。
[Abstract]:The resource type city development plays a decisive role in the economy of our country economic and social development, but in recent years, China's resource-based city is facing serious environmental pollution, resource depletion, many problems and even recession, resource-based city industrial development bottlenecks. From a global perspective, the development of resource-based city is widespread "resource Curse" phenomenon. So the study on the development ability and motive force of the development of industry of our country resource type city, establish the system of sustainable development of resources city industry, has a certain practical significance and theoretical significance. Based on China's 117 resource-based city as the research object, according to the two dimensions of resource type city life cycle and the type of resources, the 117 resource-based city is divided into 16 categories. According to the theory of sustainable development, the sustainable development problem of industrial resources city sustainable development can be divided into Two levels of power system and the sustainable development of the dynamic mechanism, evaluation of sustainable development of the resource-based city industry and analysis of the dynamic mechanism of sustainable development of resources city industry, based on industry capacity of Resource-based City, production capacity and ecological capacity three development ability: dynamic analysis of resource-based city industry evolution, value power and other issues, explore the establishment of system of sustainable development of resources city industry. The development of resource-based city industry foundation supporting capacity, three aspects of factors of production efficiency and ecological efficiency analysis system of resource type city sustainable development. Through the two level evaluation index system based allocation of resource type city, collect relevant data 117 City, combined with the analysis of expert evaluation and AHP method, fuzzy comprehensive evaluation method based on the maximum membership degree is awarded The price of each city based allocation ability. According to the C D production function model, taking employment as labor input data to the stock of fixed assets as capital input data, each type of city is regarded as a research unit, a panel data model using the least squares method, get paid all kinds of factors of production rate of city. And on the basis of labor remuneration and rate of return on capital, according to the Solow residual value calculation model of resource type city and non resource type city in the production factor contribution rate of economic growth, to analyze the relationship between the resource type city production factors and industry sustainable development. Eco efficiency is an important factor for the sustainable development of the industry, according to the Kuznets curve principle, to discharge of pollutants as environmental impact indicators, GDP as the index of economic development, analysis of the decoupling index between the two resource type city, evaluate the ecological efficiency of capital. The main source of power source city industrial development in the development of the industry can gain value and resources brought. Evolutionary game based on the idea of the elements to produce a rate of return as the game proceeds, analysis of maintenance strategy and mutation strategy of member resources industry groups in the profits, to determine the stability of resources industry groups; to precipitate the capital industry system of resource-based city as an evolutionary game analysis of dynamic cost, industrial system of Resource-based City, resource-based city industry system stable lack of social sustainable development. The natural resource endowment to resource city industrial development of high energy base, this is the natural force of the development of city industry the resource type, but the resource type city as an ecological economic system, foreign trade, in the resource-based city in foreign trade, The resource with high value products for energy supplies or materials production is low, resulting in resource type city energy power loss. But the resources are limited, the resource type city energy drain is not fully compensated, when the depletion of resources, will the resources city faces according to a recession. The analysis of the resources city sustainable development ability and the power system, this paper explores to establish system of sustainable development of resources city industry, decision makers use monetary, fiscal, tax and other tools, according to the industry characteristics of Resource-based City, improve the basic configuration of resource type city, regulating the distribution of production factors of income, improve ecological efficiency, establish can the value compensation mechanism, promote the transformation and upgrading of the industrial system of resource-based city.
