【摘要】：隨著社會(huì)經(jīng)濟(jì)的快速健康發(fā)展和城鎮(zhèn)化建設(shè)的不斷加快,國(guó)家提出“綠色發(fā)展、循環(huán)發(fā)展、低碳發(fā)展”和“美麗中國(guó)”的口號(hào),城市園林綠化掀起新高潮,城市生態(tài)建設(shè)和園林綠化需要遵循更高的標(biāo)準(zhǔn)和要求,綠化苗木是其重要組成部分。長(zhǎng)沙市政府在2003年公布了《湖南瀏陽河花木產(chǎn)業(yè)帶發(fā)展規(guī)劃》,該規(guī)劃是湖南省首個(gè)發(fā)展綠化苗木產(chǎn)業(yè)的新藍(lán)圖,它的提出和實(shí)施,為瀏陽河沿岸綠化苗木產(chǎn)業(yè)的發(fā)展提供了百年一遇的發(fā)展機(jī)遇,同時(shí)也迎來了新的挑戰(zhàn)。本文基于瀏陽河花木產(chǎn)業(yè)帶規(guī)劃區(qū)域內(nèi)的9個(gè)鄉(xiāng)鎮(zhèn)和典型企業(yè)進(jìn)行調(diào)查分析,旨在通過調(diào)查發(fā)現(xiàn)和分析問題,提出促進(jìn)該區(qū)域內(nèi)綠化苗木產(chǎn)業(yè)發(fā)展的長(zhǎng)遠(yuǎn)策略。本文是在大量文獻(xiàn)研究、資料收集、問卷調(diào)查、現(xiàn)狀調(diào)查分析和典型案例分析的基礎(chǔ)上形成的,其研究成果如下：1、國(guó)內(nèi)外綠化苗木產(chǎn)業(yè)現(xiàn)狀和趨勢(shì)研究。由于國(guó)外在發(fā)展綠化苗木方面經(jīng)驗(yàn)成熟,本文主要從生產(chǎn)技術(shù)和管理、市場(chǎng)流通與經(jīng)營(yíng)模式、科研技術(shù)和政府政策等方面進(jìn)行借鑒和總結(jié),并且總結(jié)出國(guó)內(nèi)現(xiàn)存的主要不足是：產(chǎn)銷矛盾加��；生產(chǎn)環(huán)境復(fù)雜,市場(chǎng)集中度較低；苗木生產(chǎn)專業(yè)化和多樣化問題突出；缺乏統(tǒng)一價(jià)格和質(zhì)量標(biāo)準(zhǔn)；網(wǎng)絡(luò)信息體系不健全,銷售渠道單一；科研與生產(chǎn)應(yīng)用脫節(jié)等等。另外,針對(duì)目前國(guó)內(nèi)諸多專家學(xué)者對(duì)當(dāng)前綠化苗木產(chǎn)業(yè)的研究,筆者從全國(guó)性和區(qū)域代表性兩個(gè)方面進(jìn)行了總結(jié)。2、以浙江蕭山區(qū)作為全國(guó)綠化苗木產(chǎn)業(yè)的優(yōu)秀案例進(jìn)行研究分析。通過實(shí)地走訪和資料查閱,調(diào)查了蕭山區(qū)現(xiàn)階段的發(fā)展現(xiàn)狀,從規(guī)�；a(chǎn)、現(xiàn)代化經(jīng)營(yíng)、多樣化種植和標(biāo)準(zhǔn)化要求等方面總結(jié)了其綠化苗木產(chǎn)業(yè)的發(fā)展特點(diǎn),并根據(jù)其發(fā)展趨勢(shì)從四個(gè)方面進(jìn)行了經(jīng)驗(yàn)借鑒。3、瀏陽河沿岸綠化苗木產(chǎn)業(yè)的基礎(chǔ)概況研究。通過實(shí)地走訪,對(duì)瀏陽河流域的相關(guān)政府部門進(jìn)行資料查閱和訪談,從自然條件、地理區(qū)位、規(guī)模品種優(yōu)勢(shì)和區(qū)域分布情況等方面分析該區(qū)域的基礎(chǔ)發(fā)展概況,并通過詢問年長(zhǎng)的苗農(nóng),收集該區(qū)域綠化苗木的發(fā)展歷史,總結(jié)瀏陽河流域的綠化苗木發(fā)展歷程。4、對(duì)區(qū)域內(nèi)典型代表進(jìn)行抽樣和實(shí)地調(diào)查研究。以兩種方式相結(jié)合,對(duì)全國(guó)苗木生產(chǎn)示范性基地代表一柏加鎮(zhèn)、大中型苗木種植企業(yè)代表一長(zhǎng)沙跳馬園林綠化有限公司進(jìn)行實(shí)地訪談,從自然條件、社會(huì)經(jīng)濟(jì)條件和政府政策等方面對(duì)其基礎(chǔ)條件進(jìn)行分析,并對(duì)其存在問題進(jìn)行總結(jié),了解該區(qū)域的生產(chǎn)和問題概況。另外,通過隨機(jī)抽取該區(qū)域內(nèi)100家苗木種植戶進(jìn)行問卷調(diào)查并統(tǒng)計(jì)分析,為該區(qū)域的現(xiàn)狀問題分析提供現(xiàn)實(shí)依據(jù)。5、基于調(diào)查內(nèi)容,對(duì)瀏陽河沿岸的綠化苗木產(chǎn)業(yè)進(jìn)行現(xiàn)狀問題分析研究。從綠化苗木的生產(chǎn)、銷售、政府政策服務(wù)、科研狀況、網(wǎng)絡(luò)信息、服務(wù)等6個(gè)方面對(duì)該區(qū)域現(xiàn)狀進(jìn)行全面分析。6、基于綠化苗木產(chǎn)業(yè)基礎(chǔ)條件和國(guó)內(nèi)外先進(jìn)經(jīng)驗(yàn),針對(duì)問題分析,對(duì)該區(qū)域內(nèi)6個(gè)方面的問題提出相應(yīng)的提升策略,為區(qū)域內(nèi)該產(chǎn)業(yè)發(fā)展提供相應(yīng)的理論依據(jù)和相關(guān)現(xiàn)實(shí)依據(jù)。本文研究旨在于提高政府部門和從事苗木種植的人群對(duì)瀏陽河沿岸綠化苗木產(chǎn)業(yè)問題的重視,為今后該區(qū)域發(fā)展綠化苗木產(chǎn)業(yè)發(fā)展提供一定的理論支撐和依據(jù),進(jìn)一步推動(dòng)瀏陽河花木產(chǎn)業(yè)帶的轉(zhuǎn)型升級(jí)。
