【摘要】：本文分析了韓國"農(nóng)村融復(fù)合產(chǎn)業(yè)"法律體系和措施,總結(jié)了中國農(nóng)村產(chǎn)業(yè)融合在法律法規(guī)建設(shè)方面,存在著當(dāng)前中國缺少針對性和系統(tǒng)性的法律法規(guī),只有國家宏觀層面的政策,相關(guān)配套措施不夠具體詳盡,具體可操作性不強(qiáng),政府負(fù)責(zé)部門眾多、責(zé)權(quán)不明、缺乏統(tǒng)一協(xié)調(diào)管理的問題,提出了應(yīng)構(gòu)建中國農(nóng)村產(chǎn)業(yè)融合法律體系,建立健全的農(nóng)村產(chǎn)業(yè)融合配套法律法規(guī),建立健全農(nóng)村產(chǎn)業(yè)融合保障制度的建議。
[Abstract]:This paper analyzes the legal system and measures of "rural finance and composite industry" in South Korea, and concludes that there is a lack of targeted and systematic laws and regulations in the construction of laws and regulations in China's rural industrial integration. Only the national macro-level policies, the relevant supporting measures are not specific and detailed, the specific operability is not strong, the government is responsible for a large number of departments, responsibilities are unclear, lack of unified and coordinated management. The paper puts forward some suggestions on how to construct the legal system of China's rural industrial integration, establish and improve the supporting laws and regulations of rural industrial integration, and establish and perfect the rural industrial integration security system.
