【摘要】：作為輕工產(chǎn)業(yè)中的重要分支,毛皮產(chǎn)業(yè)在我國歷史悠久,產(chǎn)業(yè)發(fā)展迅速,目前已形成了一條涵蓋毛皮動(dòng)物養(yǎng)殖、原料皮鞣制、毛皮制品加工及市場銷售的上下游關(guān)聯(lián)度高的完整的產(chǎn)業(yè)鏈。在為我國經(jīng)濟(jì)發(fā)展做出巨大貢獻(xiàn)的同時(shí),毛皮產(chǎn)業(yè)也引起了嚴(yán)重的環(huán)境污染問題,而毛皮工業(yè)園區(qū)以其獨(dú)有的區(qū)域模式為毛皮產(chǎn)業(yè)的發(fā)展注入了新的活力,集中生產(chǎn)統(tǒng)一治污,運(yùn)用循環(huán)經(jīng)濟(jì)的理念和清潔生產(chǎn)的技術(shù)讓粗放型的生產(chǎn)方式和粗放型的產(chǎn)業(yè)形成了新的經(jīng)濟(jì)增長模式,對于解決區(qū)域性污染問題,實(shí)現(xiàn)全面節(jié)能減排,建設(shè)資源節(jié)約型和環(huán)境友好型社會有著其他模式無法比擬的作用。本文就以此為出發(fā)點(diǎn)進(jìn)行研究,以毛皮工業(yè)園區(qū)為研究對象,在環(huán)境經(jīng)濟(jì)綜合核算理論、清潔生產(chǎn)理論和可持續(xù)發(fā)展理論的支持下,首先,從技術(shù)、環(huán)境及經(jīng)濟(jì)三個(gè)方面對毛皮工業(yè)園區(qū)進(jìn)行了詳細(xì)的可行性分析,并做了相應(yīng)地可行性評價(jià),使其可以形成技術(shù)先進(jìn)、環(huán)境友好和經(jīng)濟(jì)合理的綜合可持續(xù)發(fā)展模式；然后,在此基礎(chǔ)上從環(huán)境、經(jīng)濟(jì)和資源三方面構(gòu)建了毛皮工業(yè)園區(qū)環(huán)境經(jīng)濟(jì)綜合指數(shù)核算指標(biāo)體系,經(jīng)過篩選確定最終核算的指標(biāo),運(yùn)用多指標(biāo)綜合評價(jià)法中的綜合指數(shù)法對毛皮工業(yè)園區(qū)的環(huán)境指標(biāo)和經(jīng)濟(jì)指標(biāo)分別進(jìn)行了核算,并將環(huán)境與經(jīng)濟(jì)指標(biāo)進(jìn)行整合對環(huán)境經(jīng)濟(jì)綜合指數(shù)R進(jìn)行核算；最后,以肅寧毛皮工業(yè)園區(qū)為例進(jìn)行了實(shí)證分析,通過實(shí)地調(diào)研選取了園區(qū)中具有代表性的10個(gè)企業(yè)進(jìn)行環(huán)境經(jīng)濟(jì)綜合指數(shù)R的核算,驗(yàn)證了綜合指數(shù)R的合理性,并從整體和局部兩個(gè)方面為肅寧毛皮工業(yè)園區(qū)的未來發(fā)展提供了科學(xué)指導(dǎo),同時(shí)為毛皮工業(yè)園區(qū)乃至毛皮行業(yè)環(huán)境經(jīng)濟(jì)綜合可持續(xù)發(fā)展提供了參考和借鑒。本文共分為八個(gè)部分：第一和第二部分別為文章緒論及文獻(xiàn)綜述,分別闡述了本文的研究背景、意義、方法以及相關(guān)文獻(xiàn)的國內(nèi)外研究綜述和相關(guān)理論研究；第三部分為毛皮工業(yè)園區(qū)技術(shù)可行性分析,對毛皮工業(yè)園區(qū)相關(guān)產(chǎn)品方案概況及涉及到的技術(shù)工藝流程等進(jìn)行了介紹,并對其清潔生產(chǎn)技術(shù)應(yīng)用的先進(jìn)性進(jìn)行了評價(jià)；第四部分為毛皮工業(yè)園區(qū)環(huán)境可行性分析,主要介紹了毛皮工業(yè)園區(qū)的規(guī)劃概況及其產(chǎn)業(yè)政策符合性,對其環(huán)境質(zhì)量現(xiàn)狀展開了調(diào)查研究,介紹了對環(huán)境造成污染的主要污染物及其排放標(biāo)準(zhǔn),最后對其環(huán)境友好性進(jìn)行了評價(jià)；第五部分為毛皮工業(yè)園區(qū)經(jīng)濟(jì)可行性分析,主要從工程投資和運(yùn)行資金投入兩個(gè)方面對毛皮工業(yè)園區(qū)的經(jīng)濟(jì)損益情況進(jìn)行了分析,對涉及到的風(fēng)險(xiǎn)進(jìn)行分析并給出了如何控制的對策,最后對其經(jīng)濟(jì)合理性進(jìn)行了評價(jià)；第六部分為毛皮工業(yè)園區(qū)環(huán)境經(jīng)濟(jì)綜合指數(shù)核算分析,通過介紹毛皮工業(yè)園區(qū)環(huán)境經(jīng)濟(jì)綜合指數(shù)的概念及其具體的核算方法,從環(huán)境、經(jīng)濟(jì)和資源三方面構(gòu)建了毛皮工業(yè)園區(qū)環(huán)境經(jīng)濟(jì)綜合指數(shù)核算體系,最后將環(huán)境指標(biāo)與經(jīng)濟(jì)指標(biāo)進(jìn)行整合對環(huán)境經(jīng)濟(jì)綜合指數(shù)R進(jìn)行了核算研究；第七部分為肅寧毛皮工業(yè)園區(qū)環(huán)境經(jīng)濟(jì)綜合指數(shù)核算實(shí)證分析,經(jīng)過實(shí)地調(diào)研,選取了園區(qū)內(nèi)10個(gè)代表性的企業(yè)進(jìn)行環(huán)境經(jīng)濟(jì)綜合指數(shù)R的核算,最后從整體和局部兩個(gè)方面為其環(huán)境經(jīng)濟(jì)可持續(xù)發(fā)展提供了可參考的建議；第八部分為研究總結(jié)部分,對主要成果進(jìn)行概述以及本文研究過程中的不足和局限,為以后繼續(xù)研究提供方向。
[Abstract]:As an important branch in light industry, fur industry in China has a long history, industry development is rapid, has formed a covering of fur animal breeding, raw materials of leather tanning, fur products processing and sales of the downstream high degree of complete industrial chain. To make a great contribution to China's economic development and at the same time the fur industry, also caused serious environmental pollution problems, and inject new vitality fur industrial park with its unique regional development pattern for the fur industry, focused on the production of unified pollution, using the concept of circular economy and clean production technology for the extensive mode of production and the extensive industry formed economic growth the new model, to solve the regional pollution problems, to achieve a comprehensive energy-saving emission reduction, there are other modes incomparable role in the construction of a resource-saving and environment-friendly society. This article on this As a starting point, the fur industry park as the research object, the integrated environmental and economic accounting theory, the theory of cleaner production and sustainable development theory, first of all, from the three aspects of technology, environment and economy is analyzed and the feasibility of the fur industry park, and the feasibility of the evaluation. Can the formation of advanced technology, environmental friendly and economical comprehensive sustainable development mode; then, based on the environment, economy and resources three build fur Economy Industrial Park Comprehensive Index of environmental accounting index system, after screening to determine the final accounting index, using the comprehensive index of multi index comprehensive evaluation method of fur industry the park's environmental and economic indicators of accounting, and the integration of environmental and economic comprehensive index R in accounting environment and economic indicators; Finally, taking Suning fur Industrial Park as an example, through the investigation of selected park has 10 representative enterprises of integrated environmental and economic accounting index R, verify the rationality of the comprehensive index of R, and from the overall and partial two aspects for the future development of Suning Industrial Park provides scientific fur at the same time, it provides a reference for the fur and fur industry industrial park integrated environmental and economic sustainable development. At the end of its environmental friendliness was evaluated; the fifth part analyzes the economic feasibility of fur Industrial Park, the main project investment and operation of funds from two aspects of the fur Industrial Park economic profit is analyzed, the risks involved are analyzed and the countermeasures how to control, at the end of its economic rationality the sixth part is the analysis of fur evaluation; comprehensive index of Environmental Economic Industrial Park through the introduction of environmental accounting, fur industrial park by the The concept of economic comprehensive index and its calculation method, specifically from the environment, economy and resources three build fur Economy Industrial Park Comprehensive Index of environmental accounting system, the environmental index and economic index of the integrated accounting research on integrated environmental and economic index of R; the seventh part is the analysis of comprehensive index of environmental economic accounting of Suning fur Industrial Park empirical research, through field research, selects 10 representative enterprises within the park integrated environmental and economic accounting index R, provide the reference suggestions finally from the overall and partial two aspects of the environment for sustainable economic development; the eighth part is the research summary, for the deficiencies and limitations and outlines the research process in this paper the main results for future research direction.
