【摘要】：在十八大會議中，將“生態(tài)文明建設”納入到經濟建設、政治建設、文化建設和社會建設中來，實行“五位一體”的發(fā)展，環(huán)保產業(yè)的發(fā)展被提到了一個全新的高度。新常態(tài)將成為我國未來經濟社會發(fā)展新的方向，環(huán)保產業(yè)的發(fā)展必然也將進入新常態(tài)，目前我國環(huán)保產業(yè)的發(fā)展還面臨著區(qū)域發(fā)展不均衡、環(huán)保投資力度小、發(fā)展規(guī)模小等一系列的問題，如何讓環(huán)保產業(yè)的發(fā)展進入到經濟社會發(fā)展的新的軌道中，成為環(huán)保產業(yè)發(fā)展面臨的主要問題。 本文在以往學者研究的基礎之上，運用產業(yè)組織理論、循環(huán)經濟學等理論，界定了環(huán)保產業(yè)的內涵，并根據理論及環(huán)保產業(yè)的發(fā)展特點，構建環(huán)保產業(yè)綜合競爭力的評價指標，，對我國30個省市自治區(qū)的環(huán)保產業(yè)發(fā)展情況進行實證分析，運用因子分析法計算各地區(qū)在發(fā)展能力、發(fā)展規(guī)模、生態(tài)效益、社會效益以及產業(yè)結構方面的得分，并運用聚類分析法將30個地區(qū)分為6類，分析每類地區(qū)環(huán)保產業(yè)發(fā)展特征，并結合每類地區(qū)環(huán)保產業(yè)發(fā)展的實際情況提出合理化的建議和對策。 分析結果表明：（1）從綜合發(fā)展實力來看，我國的環(huán)保產業(yè)較發(fā)達地區(qū)主要集中在沿海地區(qū)，在環(huán)保投資、發(fā)展規(guī)模、環(huán)保產業(yè)發(fā)展所帶來的社會效益和經濟效益都非常明顯，綜合發(fā)展競爭力明顯高于西部地區(qū)。（2）區(qū)域間環(huán)保產業(yè)發(fā)展不平衡的主要原因在于環(huán)保產業(yè)的投資規(guī)模小，環(huán)保產業(yè)的社會效益小，區(qū)域內部經濟發(fā)展結構不合理導致的，要想加快環(huán)保產業(yè)的發(fā)展步伐，還需加大對環(huán)保產業(yè)的投資力度，構建合理的產業(yè)結構。（3）在環(huán)保技術和設備的開發(fā)上還存在較大的不足。 總體而言，我國環(huán)保產業(yè)的發(fā)展還相當不平衡，在資金、人才、環(huán)境等方面各區(qū)域還存在較大的差距。環(huán)保產業(yè)的發(fā)展還需要政府部門的大力扶持，引進投資，促進環(huán)保投資多元化，將環(huán)保產業(yè)培育為經濟新的增長點，加大對環(huán)境的整治力度，為環(huán)保產業(yè)創(chuàng)造更多的市場商機。加大環(huán)境的執(zhí)法力度，提高資源的利用力度；同時政府要不斷購買環(huán)境服務，在政策的引導下加快環(huán)保產業(yè)的結構轉型，以實現(xiàn)環(huán)保產業(yè)的均衡、高效發(fā)展。
[Abstract]:At the 18 Congress, the "construction of ecological civilization" was incorporated into economic construction, political construction, cultural construction and social construction, and the development of "five in one" was implemented. The development of environmental protection industry has been raised to a new height. The new normal will become a new direction of our country's economic and social development in the future, and the development of environmental protection industry will inevitably enter the new normal. At present, the development of environmental protection industry in our country is facing a series of problems, such as uneven regional development, small investment in environmental protection, small scale of development, etc., how to make the development of environmental protection industry enter a new track of economic and social development, Become the main problem that environmental protection industry development faces. On the basis of previous scholars' research, this paper defines the connotation of environmental protection industry by using the theory of industrial organization and the theory of circular economics, and defines the connotation of environmental protection industry according to the theory and the characteristics of the development of environmental protection industry. The evaluation index of comprehensive competitiveness of environmental protection industry is constructed, the development of environmental protection industry in 30 provinces, cities and autonomous regions of China is analyzed empirically, and the development ability, scale and ecological benefit of each region are calculated by factor analysis method. Social benefits and industrial structure of the score, and the use of cluster analysis of 30 regions divided into 6 categories, analysis of each type of environmental protection industry development characteristics, Combined with the actual situation of the development of environmental protection industry in each region, the rational suggestions and countermeasures are put forward. The analysis results show that in terms of comprehensive development strength, the environmental protection industries in China are mainly concentrated in coastal areas, and the social and economic benefits brought by the investment in environmental protection, the scale of development, and the development of environmental protection industries are very obvious. The main reasons for the imbalance in the development of environmental protection industry among regions are that the investment scale of environmental protection industry is small, the social benefit of environmental protection industry is small, and the economic development structure within the region is unreasonable. In order to speed up the development of environmental protection industry, it is necessary to increase the investment in environmental protection industry and construct a reasonable industrial structure. There are still some shortcomings in the development of environmental protection technology and equipment. In general, the development of the environmental protection industry in China is quite uneven, and there are still large gaps in the areas of capital, talent, environment, etc. The development of the environmental protection industry still needs the strong support of government departments and the introduction of investment. To promote the diversification of environmental protection investment, to cultivate environmental protection industry as a new economic growth point, to increase the improvement of the environment, to create more market opportunities for the environmental protection industry, to strengthen the law enforcement of the environment and to improve the utilization of resources; At the same time, the government should continue to purchase environmental services, accelerate the structural transformation of environmental protection industry under the guidance of policies, in order to achieve balanced and efficient development of environmental protection industry.
