【摘要】：目前,人類的生存環(huán)境面臨著巨大的挑戰(zhàn),經(jīng)濟(jì)的快速發(fā)展帶來了自然資源的大量消耗,資源消耗快、環(huán)境污染嚴(yán)重,為構(gòu)建生態(tài)文明社會,緩解資源供需矛盾,降低廢舊產(chǎn)品對環(huán)境的危害,進(jìn)行再制造產(chǎn)業(yè)研究顯得尤為必要。本文基于生態(tài)系統(tǒng)的三大規(guī)律,探討其與再制造的關(guān)聯(lián)性,詳細(xì)闡述了再制造的定義、概念及其蘊含的哲學(xué)理念,再制造能有效減少廢棄物,其實質(zhì)是綠色工業(yè)領(lǐng)域?qū)ι鷳B(tài)系統(tǒng)規(guī)律的解讀,基于這三大系統(tǒng)規(guī)律所形成的再制造的發(fā)展模式。本文介紹了國內(nèi)外再制造產(chǎn)業(yè)的發(fā)展現(xiàn)狀,國外的再制造產(chǎn)業(yè)有其悠久的發(fā)展歷史,國內(nèi)處于起步發(fā)展階段,各方面發(fā)展不均衡,基于此,本文結(jié)合再制造產(chǎn)業(yè)的特點,對我國再制造產(chǎn)業(yè)的發(fā)展存大的問題進(jìn)行了全面的分析。結(jié)合我國國情,構(gòu)建原始制造企業(yè)負(fù)責(zé)到底的模式,搭建分層次的逆向回收體系和第三方獨立的質(zhì)檢機(jī)制,對推動我國再制造產(chǎn)業(yè)可持續(xù)發(fā)展具有重要意義。文章以合肥構(gòu)建再制造產(chǎn)業(yè)集聚區(qū)為例,本文較為詳細(xì)地探析了合肥再制造集聚化模式,列舉了合肥發(fā)展再制造的優(yōu)勢,以及如何構(gòu)建合肥再制造產(chǎn)業(yè)的發(fā)展。基于以上的綜合分析,得到合肥再制造產(chǎn)業(yè)發(fā)展需要國家支持以及政策立法,相關(guān)配套設(shè)施及建設(shè)標(biāo)準(zhǔn)的完善等都亟需加強的結(jié)論,以及加快再制造科研技術(shù)轉(zhuǎn)化,對再制造企業(yè)或個人進(jìn)行獎補,加快再制造專業(yè)技能人才培養(yǎng),加快產(chǎn)業(yè)發(fā)展的建議。
[Abstract]:At present, the human living environment is facing great challenges. The rapid development of economy has brought a large amount of consumption of natural resources, fast consumption of resources, serious environmental pollution, in order to build an ecological civilization society, ease the contradiction between supply and demand of resources. In order to reduce the harm of waste products to the environment, it is necessary to study the remanufacturing industry. Based on the three laws of ecosystem, this paper discusses the relationship between remanufacturing and remanufacturing, and expounds the definition of remanufacturing in detail. The concept and the philosophy contained in it, remanufacturing can effectively reduce waste, its essence is the interpretation of ecosystem laws in the field of green industry. Based on the development model of remanufacturing formed by these three system laws, this paper introduces the present situation of remanufacturing industry at home and abroad, the foreign remanufacturing industry has a long history of development, and the domestic remanufacturing industry is in the initial stage of development. Based on the unbalanced development of various aspects, this paper analyzes comprehensively the problems of the development of the remanufacturing industry in our country, combining with the characteristics of the remanufacturing industry, and constructs the model of the original manufacturing enterprise to be responsible in the end, according to the national conditions of our country. It is of great significance to set up a hierarchical reverse recovery system and independent third party quality inspection mechanism to promote the sustainable development of China's remanufacturing industry. This paper takes Hefei as an example to construct a remanufacturing industry agglomeration area. This paper analyzes the pattern of remanufacturing agglomeration in Hefei in detail, enumerates the advantages of developing remanufacturing in Hefei, and how to construct the development of remanufacturing industry in Hefei. We have come to the conclusion that the development of the remanufacturing industry in Hefei needs the support of the state, the policies and legislation, the related supporting facilities and the improvement of the construction standards, and so on, and to speed up the transformation of scientific research and technology in remanufacturing, and to award compensation to the remanufacturing enterprises or individuals. To speed up the re-manufacturing of professional skills personnel training, speed up the development of the industry.
