【摘要】：戰(zhàn)略性新興產(chǎn)業(yè)植根于新興科技和新興產(chǎn)業(yè)高度融合基礎之上,不僅是引領我國經(jīng)濟社會持續(xù)健康發(fā)展的重要力量,同時也是推動國防和軍隊現(xiàn)代化建設實現(xiàn)跨越式發(fā)展的重要力量,已成為世界各國競相爭奪的新一輪經(jīng)濟和科技發(fā)展制高點。本文以產(chǎn)業(yè)融合理論為基礎,結(jié)合不同領域戰(zhàn)略性新興產(chǎn)業(yè)的基本特點,深入探討戰(zhàn)略性新興產(chǎn)業(yè)軍民融合式發(fā)展的基本模式和對策思路。具體而言,全文分為六個部分來進行論述。(1)緒論。作為全文的開始章節(jié),主要就本文的選題背景和研究意義進行論述;闡述本文相關(guān)研究對象的研究現(xiàn)狀;并進一步確定本文的研究方法、研究思路以及研究的技術(shù)路線。(2)相關(guān)概念。出于研究的需要,從產(chǎn)業(yè)融合的定義和內(nèi)容出發(fā),闡述產(chǎn)業(yè)融合與戰(zhàn)略性新興產(chǎn)業(yè)軍民融合式發(fā)展之間關(guān)系,并且講述本文研究的邏輯。(3)戰(zhàn)略性新興產(chǎn)業(yè)軍民融合發(fā)展模式。首先,說明了戰(zhàn)略性產(chǎn)業(yè)軍民融合模式的劃分依據(jù)以及通用模型;其次,根據(jù)戰(zhàn)略性新興產(chǎn)業(yè)不同的特征,提出了“軍民一體”,“以軍帶民”,“以民促軍”三種戰(zhàn)略性新興產(chǎn)業(yè)軍民融合模式,并且對每種模式的演化進行了分析。(4)模式案例。舉出三種產(chǎn)業(yè)實例對戰(zhàn)略性新興產(chǎn)業(yè)軍民融合三種模式進行例證,并且指出發(fā)展過程中存在的一些問題。(5)推進戰(zhàn)略性新興產(chǎn)業(yè)軍民融合式發(fā)展的對策研究。根據(jù)前幾章的研究,提出推進戰(zhàn)略性新興產(chǎn)業(yè)軍民融合式發(fā)展的對策建議。一方面強化了產(chǎn)業(yè)融合對于戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的指導意義。另一方面從加大政府的引導力度、破除技術(shù)壁壘、加強專業(yè)管理、創(chuàng)新人才培養(yǎng)四個方面對戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展開辟新的思路。(6)整篇文章的結(jié)束語,主要講述本文研究的主要成果以及研究還需要改進的地方,以及對后續(xù)的研究重點進行展望。
[Abstract]:The strategic emerging industries are rooted in the high integration of emerging science and technology and emerging industries, which are not only the important forces leading the sustained and healthy development of our country's economy and society, At the same time, it is also an important force to promote the modernization of national defense and army to realize leap-forward development, which has become the commanding point of a new round of economic, scientific and technological development competing for by countries all over the world. This paper is based on the theory of industrial convergence. Combined with the basic characteristics of strategic emerging industries in different fields, this paper probes into the basic mode and countermeasures for the integration of military and civilian development of strategic emerging industries. The paper is divided into six parts to discuss. Introduction. As the beginning of the full text, mainly on the background of the topic and significance of the study; to elaborate the research status of the relevant objects of this paper; and to further determine the research methods of this paper, From the definition and content of industrial convergence, this paper expounds the relationship between industrial convergence and military-civilian integration of strategic emerging industries. And describes the logic of this paper. 3) the development model of military and civilian integration of strategic emerging industries. Firstly, it explains the division basis and general model of military and civilian integration mode of strategic industry. Secondly, according to the different characteristics of strategic emerging industries, This paper puts forward three models of the integration of the military and the people, the integration of the military and the people, the promotion of the army by the people, and the integration of the military and the people with the emerging industries. And the evolution of each model is analyzed. 4) Model cases are analyzed. Three industrial examples are given to illustrate the three models of military and civilian integration of strategic emerging industries. It also points out some problems existing in the process of development. (5) Research on countermeasures to promote the integration of military and civilian development of strategic emerging industries. On the one hand, it strengthens the guiding significance of industrial convergence for the development of strategic emerging industries. On the other hand, it strengthens the guidance of the government to break down the technical barriers. Strengthening professional management and training innovative talents to open up new ideas for the development of strategic emerging industries.) the conclusion of the whole article is mainly about the main achievements of this paper and the areas that need to be improved. And the future research focus is prospected.
