【摘要】：伴隨著社會經(jīng)濟(jì)的發(fā)展,人們賴以生存和發(fā)展的自然環(huán)境正在遭受嚴(yán)重的破壞,自然資源的日益短缺使得人們從過去單純地關(guān)注社會經(jīng)濟(jì)的發(fā)展轉(zhuǎn)變?yōu)榻?jīng)濟(jì)、社會和環(huán)境相互協(xié)調(diào)的綠色發(fā)展。在我國經(jīng)濟(jì)新常態(tài)下,傳統(tǒng)中醫(yī)藥健康產(chǎn)業(yè)的發(fā)展模式亟需升級,產(chǎn)業(yè)需向綠色中醫(yī)藥健康產(chǎn)業(yè)轉(zhuǎn)型。產(chǎn)業(yè)的升級與結(jié)構(gòu)調(diào)整離不開政府政策的支持與保障,綠色發(fā)展對政府的管理模式提出了新的要求。轉(zhuǎn)變政府行政管理模式,設(shè)計(jì)出新的綠色機(jī)制,為發(fā)展綠色中醫(yī)藥健康產(chǎn)業(yè)提供政策保障是促進(jìn)產(chǎn)業(yè)發(fā)展的關(guān)鍵所在。基于以上,文章在新公共管理理論視角下,研究與討論了中醫(yī)藥健康產(chǎn)業(yè)的發(fā)展現(xiàn)狀與政策現(xiàn)狀,提出了中醫(yī)藥健康產(chǎn)業(yè)的綠色發(fā)展方式,分析了傳統(tǒng)管理模式下中醫(yī)藥健康產(chǎn)業(yè)的政策問題,為中醫(yī)藥健康產(chǎn)業(yè)的政策設(shè)計(jì)提出優(yōu)化建議。文章在是外部性理論、公共政策理論、新制度經(jīng)濟(jì)學(xué)和新制度主義理論的基礎(chǔ)上,從新公共管理理論的角度研究了傳統(tǒng)政府行政管理下政策制定的弊端,為中醫(yī)藥健康產(chǎn)業(yè)的綠色發(fā)展提供政策意見。運(yùn)用的方法是文獻(xiàn)法對相關(guān)概念和理論進(jìn)行梳理,通過案例法介紹了國內(nèi)外綠色發(fā)展制度,為中醫(yī)藥健康產(chǎn)業(yè)的綠色發(fā)展提供借鑒。在研究基礎(chǔ)上,文章提出中醫(yī)藥健康產(chǎn)業(yè)的綠色發(fā)展方式有發(fā)展綠色網(wǎng)絡(luò)經(jīng)濟(jì)、促進(jìn)中藥廢棄物資源化的循環(huán)經(jīng)濟(jì)、綠色供應(yīng)鏈管理方式和發(fā)展中醫(yī)藥健康產(chǎn)業(yè)可持續(xù)發(fā)展等四種方式,并從新公共管理理論的視角下闡述了傳統(tǒng)的行政管理方式下的政策制定存在失效,主要有以機(jī)構(gòu)為導(dǎo)向、一元化管理、以后果為導(dǎo)向的反應(yīng)式管理和以物為本的績效考核等問題。文章在新公共管理理論視角下提出四條政策優(yōu)化意見包括外部性內(nèi)部化的產(chǎn)權(quán)政策；運(yùn)用機(jī)制設(shè)計(jì)理論的制度設(shè)計(jì)——激勵相容；促進(jìn)循環(huán)經(jīng)濟(jì)發(fā)展的正反饋機(jī)制和支付轉(zhuǎn)移補(bǔ)貼的綠色貢獻(xiàn)獎勵機(jī)制。藉由以上文章得出結(jié)論(1)實(shí)現(xiàn)綠色發(fā)展是中醫(yī)藥健康產(chǎn)業(yè)可持續(xù)發(fā)展的必由之路；(2)中醫(yī)藥健康產(chǎn)業(yè)實(shí)現(xiàn)綠色發(fā)展的關(guān)鍵在于政策制定；(3)制定符合綠色發(fā)展理念的政策措施需要政府轉(zhuǎn)變管理理念。
[Abstract]:With the development of social economy, the natural environment on which people depend for survival and development is being seriously destroyed. The increasing shortage of natural resources has made people pay more and more attention to the development of social economy from the past. Under the new normal condition of our country's economy, the development mode of traditional Chinese medicine health industry needs to be upgraded urgently. The industry needs to be transformed to the green Chinese medicine health industry. The upgrading and structural adjustment of the industry can not be separated from the support and guarantee of the government policy. The green development has put forward new requirements to the government management mode. To design a new green mechanism and provide policy guarantee for the development of green Chinese medicine health industry is the key to promote the development of industry. This paper studies and discusses the development and policy status of Chinese medicine health industry, puts forward the green development mode of traditional Chinese medicine health industry, and analyzes the policy problems of traditional Chinese medicine health industry under the traditional management mode. On the basis of externality theory, public policy theory, new institutional economics and new institutionalism theory, From the perspective of the new public management theory, this paper studies the drawbacks of policy making under the traditional government administration, and provides policy advice for the green development of the health industry of traditional Chinese medicine. This paper introduces the green development system at home and abroad through case law, and provides reference for the green development of Chinese medicine health industry. On the basis of the research, the paper points out that the green development mode of traditional Chinese medicine health industry is to develop green network economy. Promoting recycling economy of Chinese traditional medicine wastes, green supply chain management and sustainable development of health industry of traditional Chinese medicine. And from the perspective of the new public management theory, this paper expounds the invalidation of the policy making under the traditional administrative management mode, which is mainly organization-oriented and unified management. In the perspective of new public management theory, this paper puts forward four suggestions on policy optimization, including externalization of property rights policy; Institutional design based on the theory of mechanism design-incentive compatibility; The positive feedback mechanism for promoting the development of circular economy and the green contribution reward mechanism for payment of transfer subsidy. The key to realize the green development of health industry lies in the policy making.
