【摘要】：中國宏觀經(jīng)濟政策的傳導依賴于地方政府,由于中國經(jīng)濟發(fā)展不均衡以及行政等級體系的現(xiàn)狀,地方政府掌握的經(jīng)濟與行政資源存在較大差異,這可能會導致不同地方政府對于宏觀經(jīng)濟政策的不同反應。本文以中央和省級的"十一五規(guī)劃"、"十二五規(guī)劃"中提及的重點產(chǎn)業(yè)為依據(jù),利用2007—2015年城市層面工業(yè)用地出讓的面板數(shù)據(jù),對重點產(chǎn)業(yè)政策對于資源配置的影響效應進行了評估。研究發(fā)現(xiàn):重點產(chǎn)業(yè)政策總體上顯著提高了城市工業(yè)用地出讓的宗數(shù)和面積,并且地方政府優(yōu)先提供大面積地塊給大企業(yè)和項目;中央政府與地方政府的重點產(chǎn)業(yè)政策對城市工業(yè)用地出讓的影響程度存在顯著差異,地方政府掌握更多本地信息,會將工業(yè)用地更多配置在地方提及而中央未提及的重點發(fā)展產(chǎn)業(yè)上;不同區(qū)域與行政層級的城市對于重點產(chǎn)業(yè)政策的反應程度存在顯著差異,總體來說,重點產(chǎn)業(yè)政策對東部地區(qū)和高級別城市的土地資源配置影響更大,東部地區(qū)和高級別城市對重點產(chǎn)業(yè)政策的落實存在"示范效應"。
[Abstract]:China macroeconomic policy transmission depends on the local government, Chinese due to unbalanced economic development and administrative level system status, there is a big difference between the local government and the economic administrative resources, which may lead to different local governments for the same response of macroeconomic policy. The central and provincial "planning", 11th Five-Year "key industries mentioned 12th Five-Year plan" as the basis, the use of land in 2015 2007 city level industrial panel data on the effect of the policy of key industries for resource allocation effect was evaluated. It is found that the policy focus industry has significantly improved the city industrial land number and area, and the local government give priority to large enterprises and large area land project; key industrial policy of the central government and local governments of city industrial land the influence of deposit Significant differences in the local government, have more local information, will be more in the local industrial land allocation mentioned did not mention the central focus of the development of the industry; different regions and administrative levels of the city there are significant differences, the reaction degree of policies for key industries in general, policy implications of key industries in eastern region and the high level of the city the allocation of land resources in the eastern region is larger, and the high level of city policy for key industries to implement "demonstration effect".
