基于SEEbalance新疆煤炭資源利用配置方案選擇研究

【摘要】:能源是人類賴以生存和發(fā)展不可缺少的物質(zhì)基礎(chǔ)。煤炭在今后相當(dāng)長(zhǎng)時(shí)期內(nèi)仍然是我國(guó)主要的能源資源,由于中東部地區(qū)的煤炭資源有限,使得我國(guó)煤炭生產(chǎn)的戰(zhàn)略重點(diǎn)已轉(zhuǎn)向新疆。在未來的煤炭生產(chǎn)及產(chǎn)業(yè)發(fā)展中,新疆將會(huì)成為我國(guó)重要的煤炭生產(chǎn)基地并逐步接替東部礦區(qū),在滿足新疆區(qū)域和國(guó)家煤炭需求的情況下,又能保障國(guó)家能源安全的重任。與此同時(shí),不合理地煤炭利用方式,將會(huì)在不同程度上損害生態(tài)環(huán)境,甚至威脅到人類自身的生存。因此,根據(jù)可持續(xù)發(fā)展戰(zhàn)略的要求,新疆應(yīng)建立可持續(xù)的能源支持系統(tǒng)和不危害環(huán)境的能源利用方式。本文將新疆當(dāng)前煤炭產(chǎn)業(yè)發(fā)展的實(shí)際現(xiàn)狀與前人的可持續(xù)性發(fā)展理論進(jìn)行相結(jié)合,構(gòu)建了本文新疆煤炭產(chǎn)業(yè)可持續(xù)性發(fā)展評(píng)價(jià)指標(biāo)體系。然后從整體出發(fā),概述了新疆煤炭產(chǎn)業(yè)的發(fā)展現(xiàn)狀,以及新疆煤炭資源在整個(gè)國(guó)家能源戰(zhàn)略中的地位,同時(shí)提出了SEEbalance可持續(xù)性評(píng)價(jià)模型,從而進(jìn)一步使煤炭產(chǎn)業(yè)與SEEbalance可持續(xù)評(píng)價(jià)模型相結(jié)合,提出可持續(xù)發(fā)展的設(shè)想,使新疆煤炭資源能夠合理開發(fā)和配置并提供了煤炭產(chǎn)業(yè)發(fā)展路徑選擇的依據(jù)。本文的主要內(nèi)容為:(1)新疆煤炭產(chǎn)業(yè)的發(fā)展現(xiàn)狀。該部分主要從新疆煤炭產(chǎn)業(yè)的煤炭生產(chǎn)、煤電轉(zhuǎn)化、煤炭外調(diào)以及煤化工四個(gè)方面進(jìn)行了全面的闡述與分析。(2)SEEbalance評(píng)價(jià)工具概述及評(píng)價(jià)模式的建構(gòu)。該部分內(nèi)容主要對(duì)SEEbalance評(píng)價(jià)工具的概念、評(píng)價(jià)流程以及評(píng)價(jià)方法進(jìn)行了闡述。同時(shí),并結(jié)合新疆煤炭產(chǎn)業(yè)特點(diǎn)構(gòu)建了本文研究的架構(gòu)。(3)評(píng)價(jià)分析并根據(jù)結(jié)論提出建議。該部分通過評(píng)價(jià)分析后,根據(jù)最后結(jié)果和可持續(xù)發(fā)展戰(zhàn)略要求,提出了相關(guān)建議。
[Abstract]:Energy is an indispensable material basis for human survival and development. Coal will still be the main energy resource in China for a long time to come, due to the limited coal resources in the central and eastern regions. As a result, the strategic focus of China's coal production has shifted to Xinjiang. In the future coal production and industrial development, Xinjiang will become an important coal production base in China and gradually take over the eastern mining areas. While meeting the regional and national demand for coal in Xinjiang, it can also ensure the national energy security. At the same time, unreasonable ways of coal use will damage the ecological environment to varying degrees. It even threatens the survival of mankind itself. Therefore, in accordance with the requirements of the sustainable development strategy, Xinjiang should establish sustainable energy support system and energy utilization mode that does not harm the environment. This paper combines the actual situation of Xinjiang's coal industry development with previous theories of sustainable development. This paper constructs the evaluation index system of the sustainable development of Xinjiang's coal industry. Then, from the overall point of view, it summarizes the present situation of Xinjiang's coal industry and the status of Xinjiang's coal resources in the whole national energy strategy. At the same time, the SEEbalance sustainability evaluation model is put forward, so as to combine the coal industry with the SEEbalance sustainable evaluation model, and put forward the idea of sustainable development. So that Xinjiang coal resources can be reasonably developed and allocated and provide the basis for the choice of the development path of the coal industry. The main content of this paper is: 1) the present situation of the coal industry in Xinjiang. This part is mainly from the coal production of the Xinjiang coal industry. In this paper, four aspects of coal power conversion, coal external regulation and coal chemical industry are comprehensively described and analyzed. The outline of evaluation tools and the construction of evaluation model are given. This part mainly introduces the concept of SEEbalance evaluation tools. At the same time, according to the characteristics of Xinjiang coal industry, the evaluation analysis of this paper is constructed, and some suggestions are put forward according to the conclusions. According to the final results and sustainable development strategy requirements, put forward the relevant recommendations.
