【摘要】:改革開放以來,我國高技術(shù)產(chǎn)業(yè)發(fā)展迅猛,產(chǎn)業(yè)規(guī)模連年擴(kuò)大,科技水平不斷提升。依據(jù)亞洲開發(fā)銀行發(fā)布的數(shù)據(jù),2014年中國高科技產(chǎn)品出口占據(jù)亞洲全部高科技產(chǎn)品出口的43.7%,尤其是在航天航空器、超級(jí)計(jì)算機(jī)、高鐵等方面取得了重大突破,建設(shè)了一批具有國際競爭優(yōu)勢(shì)的產(chǎn)業(yè)和企業(yè),已經(jīng)超過日本高科技出口額成為亞洲第一大高科技產(chǎn)品出口國。我國高科技產(chǎn)品產(chǎn)業(yè)化速度加快,附加值也逐漸增加,然而,我國高技術(shù)產(chǎn)業(yè)依然存在一些問題。一方面,我國高技術(shù)產(chǎn)業(yè)發(fā)展還處于跟跑階段,自主創(chuàng)新能力以及原發(fā)性創(chuàng)造較弱,直接限制了我國高技術(shù)產(chǎn)業(yè)核心競爭優(yōu)勢(shì)的提升;另一方面,我國高技術(shù)產(chǎn)業(yè)對(duì)外貿(mào)易不同程度地遭受到了歐美等發(fā)達(dá)國家為了保護(hù)本國產(chǎn)業(yè)而實(shí)施的技術(shù)性貿(mào)易壁壘,嚴(yán)重制約了我國高技術(shù)產(chǎn)業(yè)對(duì)外貿(mào)易持續(xù)快速發(fā)展。因此,加強(qiáng)創(chuàng)新能力以及加快我國標(biāo)準(zhǔn)化戰(zhàn)略進(jìn)程,對(duì)于推動(dòng)高技術(shù)產(chǎn)業(yè)向中高端邁進(jìn),提升產(chǎn)業(yè)國際競爭優(yōu)勢(shì)具有重要意義。在國內(nèi)外制造業(yè)回歸的大背景下,從利用標(biāo)準(zhǔn)化促進(jìn)高技術(shù)產(chǎn)業(yè)國際競爭優(yōu)勢(shì)提升的目標(biāo)出發(fā),對(duì)國內(nèi)外相關(guān)文獻(xiàn)進(jìn)行梳理。依據(jù)現(xiàn)有的比較優(yōu)勢(shì)理論和競爭優(yōu)勢(shì)理論,展開了標(biāo)準(zhǔn)化提升我國高技術(shù)產(chǎn)業(yè)國際競爭優(yōu)勢(shì)的作用機(jī)理分析。依次分析了我國高技術(shù)產(chǎn)業(yè)國際競爭優(yōu)勢(shì)的現(xiàn)狀以及其標(biāo)準(zhǔn)化進(jìn)程,研究了標(biāo)準(zhǔn)化對(duì)我國高技術(shù)產(chǎn)業(yè)國際競爭優(yōu)勢(shì)的影響,并圍繞利用標(biāo)準(zhǔn)化提升中國高技術(shù)產(chǎn)業(yè)國際競爭優(yōu)勢(shì)的策略展開了探討。通過對(duì)國內(nèi)外相關(guān)文獻(xiàn)的歸納總結(jié)后發(fā)現(xiàn),尚未有把標(biāo)準(zhǔn)化作為影響因素研究高技術(shù)產(chǎn)業(yè)國際競爭優(yōu)勢(shì)的文獻(xiàn)。論文基于波特的“鉆石模型”演繹了標(biāo)準(zhǔn)化影響高技術(shù)產(chǎn)業(yè)國際競爭優(yōu)勢(shì)的機(jī)理,運(yùn)用熵權(quán)TOPSIS法對(duì)中國高技術(shù)產(chǎn)業(yè)國際競爭優(yōu)勢(shì)進(jìn)行綜合測(cè)算,結(jié)果顯示我國高技術(shù)產(chǎn)業(yè)國際競爭優(yōu)勢(shì)綜合指數(shù)呈螺旋上升趨勢(shì);2007-2014年中國高技術(shù)產(chǎn)業(yè)相關(guān)數(shù)據(jù),通過廣義灰色關(guān)聯(lián)分析法研究了標(biāo)準(zhǔn)化水平、技術(shù)創(chuàng)新活動(dòng)對(duì)我國高技術(shù)產(chǎn)業(yè)國際競爭優(yōu)勢(shì)變動(dòng)的影響。結(jié)果表明:標(biāo)準(zhǔn)化水平與其存在較強(qiáng)的關(guān)聯(lián)性,尤其是標(biāo)準(zhǔn)化水平的增加速度與高技術(shù)產(chǎn)業(yè)國際競爭優(yōu)勢(shì)的提升是密不可分的;同時(shí),新產(chǎn)品開發(fā)經(jīng)費(fèi)與RD經(jīng)費(fèi)投入的增加在促進(jìn)高技術(shù)產(chǎn)業(yè)國際競爭優(yōu)勢(shì)中發(fā)揮著重要作用;1995-2015年中國高技術(shù)產(chǎn)業(yè)分行業(yè)面板數(shù)據(jù),采用變系數(shù)固定效應(yīng)模型分析了各行業(yè)標(biāo)準(zhǔn)化水平對(duì)各行業(yè)國際競爭優(yōu)勢(shì)的影響,結(jié)論表明中國高技術(shù)產(chǎn)業(yè)分行業(yè)的標(biāo)準(zhǔn)化水平提高或標(biāo)準(zhǔn)存量增加能正向促進(jìn)高技術(shù)產(chǎn)業(yè)分行業(yè)國際競爭優(yōu)勢(shì)的提升。最后,針對(duì)目前我國高技術(shù)產(chǎn)業(yè)國際競爭優(yōu)勢(shì)存在的問題,從完善標(biāo)準(zhǔn)研發(fā)體制、加快標(biāo)準(zhǔn)化進(jìn)程、提升國家標(biāo)準(zhǔn)的標(biāo)準(zhǔn)化水平以及依據(jù)產(chǎn)學(xué)研協(xié)同創(chuàng)新推動(dòng)標(biāo)準(zhǔn)創(chuàng)新等方面進(jìn)行了對(duì)策探討。
[Abstract]:Since the reform and opening up, China's high-tech industry has developed rapidly and the industrial scale has been expanding year after year. The level of science and technology is constantly improving. According to data released by the Asian Development Bank, China's high-tech exports accounted for 43.7 percent of all high-tech exports in Asia in 2014, especially in the areas of aerospace aircraft, supercomputers, high-speed rail, and so on. A number of industries and enterprises with international competitive advantages have been built, which have surpassed Japan's high-tech exports to become the largest export countries of high-tech products in Asia. The industrialization of high-tech products in China has accelerated, and the added value has gradually increased. On the one hand, the development of China's high-tech industry is still in the stage of running, the independent innovation ability and primary creation are weak, which directly limits the promotion of the core competitive advantage of China's high-tech industry. On the other hand, foreign trade in China's high-tech industries has to varying degrees been subjected to technical barriers to trade implemented by developed countries such as Europe and the United States in order to protect their own industries. Therefore, strengthening innovation ability and speeding up the process of standardization strategy of our country will promote the development of high-tech industry to the middle and high end. It is of great significance to promote the international competitive advantage of the industry. Under the background of the return of the domestic and foreign manufacturing industry, the aim of promoting the international competitive advantage of the high-tech industry by using standardization is discussed. According to the existing comparative advantage theory and competitive advantage theory, This paper analyzes the mechanism of standardization to promote the international competitive advantage of high-tech industry in China, and analyzes the current situation of international competitive advantage of high-tech industry in China and its standardization process in turn. This paper studies the influence of standardization on the international competitive advantage of China's high-tech industry, and discusses the strategy of using standardization to promote the international competitive advantage of China's high-tech industry. There is no literature on standardization as the influencing factor to study the international competitive advantage of high-tech industry. Based on Porter's Diamond Model, the paper deduces the mechanism of standardization influencing the international competitive advantage of high-tech industry. The international competitive advantage of China's high-tech industry is comprehensively calculated by using entropy weight TOPSIS method. The results show that the comprehensive index of international competitive advantage of China's high-tech industry is spiraling upward, based on the relevant data of China's high-tech industry from 2007 to 2014. The influence of standardization level and technological innovation activity on the change of international competitive advantage of high-tech industry in China is studied by means of generalized grey relational analysis. The results show that there is a strong correlation between standardization level and international competitive advantage of high-tech industry. In particular, the increasing speed of standardization is inextricably linked to the enhancement of the international competitive advantage of high-tech industries; at the same time, The increase of new product development funds and R D funding plays an important role in promoting the international competitive advantage of high-tech industries. The influence of standardization level on the international competitive advantage of various industries is analyzed by using the fixed effect model of variable coefficient. The conclusion shows that the improvement of standardization level or the increase of standard stock in China's high-tech industries can positively promote the international competitive advantage of high-tech industries. In view of the problems existing in the international competitive advantage of China's high-tech industries, we should improve the standard R & D system and speed up the process of standardization. This paper discusses how to improve the standardization level of national standards and how to promote the innovation according to the innovation of industry, university and research.
