【摘要】：中國經(jīng)濟(jì)發(fā)展轉(zhuǎn)型面臨增強(qiáng)創(chuàng)新驅(qū)動(dòng)發(fā)展動(dòng)力、應(yīng)對(duì)資源環(huán)境挑戰(zhàn)和構(gòu)建開放型經(jīng)濟(jì)新體制等諸多方面的客觀需求,作為承載、引領(lǐng)、帶動(dòng)產(chǎn)業(yè)發(fā)展的主要載體,產(chǎn)業(yè)園區(qū)發(fā)展也面臨一些新的形勢(shì)和更高要求。從產(chǎn)業(yè)園區(qū)承擔(dān)的功能上看,不僅要滿足主體加工制造產(chǎn)業(yè)發(fā)展的需要,還要圍繞核心加工制造類產(chǎn)業(yè)發(fā)展對(duì)投資的要求,鎖定引導(dǎo)其產(chǎn)業(yè)集聚發(fā)展的核心服務(wù)元素,配套相關(guān)廢棄物綜合利用、政務(wù)服務(wù)、物業(yè)服務(wù)等保障其良性循環(huán)發(fā)展的服務(wù)體系。結(jié)合產(chǎn)業(yè)園區(qū)功能、產(chǎn)業(yè)鏈條對(duì)產(chǎn)業(yè)發(fā)展要素的需求分析,最終集成基礎(chǔ)設(shè)施、運(yùn)營組織和配套服務(wù)三大產(chǎn)業(yè)園區(qū)整體服務(wù)體系框架。
[Abstract]:The transformation of China's economic development is faced with the need to strengthen the driving force of innovation, to meet the challenge of resources and environment and to build a new open economy system, as the main carrier to carry, lead and drive the development of industry. The development of industrial parks also faces some new situations and higher requirements. From the perspective of the functions assumed by the industrial parks, it is necessary not only to meet the needs of the development of the main processing and manufacturing industries, but also to focus on the investment requirements of the development of the core processing and manufacturing industries. Locking in the core service elements that guide its industrial agglomeration development, supporting the comprehensive utilization of related wastes, government affairs services, property services, and so on to ensure its virtuous cycle development, and combining the functions of industrial parks, The demand analysis of industrial development elements in the industrial chain, the final integration of infrastructure, operation organization and supporting services of the three industrial parks overall service system framework.
