我國中部地區(qū)高新技術(shù)產(chǎn)業(yè)競爭力的動態(tài)評價研究

【摘要】:高新技術(shù)產(chǎn)業(yè)是經(jīng)濟社會發(fā)展的重要力量,是衡量一個國家或地區(qū)經(jīng)濟競爭力和科技實力的重要指標。我國中部地區(qū)高新技術(shù)產(chǎn)業(yè)經(jīng)過多年發(fā)展,在促進經(jīng)濟增長方式的轉(zhuǎn)變、優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)等方面成績顯著,但與東部發(fā)達地區(qū)相比,還有很大差距。為能更好地發(fā)展高新技術(shù)產(chǎn)業(yè),明確其今后的發(fā)展方向與戰(zhàn)略重點,有必要對中部地區(qū)高新技術(shù)產(chǎn)業(yè)競爭力進行評價,分析其與發(fā)達區(qū)域的差距,找出自身存在的問題,促進中部地區(qū)經(jīng)濟的崛起。 本文依據(jù)高新技術(shù)產(chǎn)業(yè)及其競爭力的有關(guān)理論,針對中部地區(qū)高新技術(shù)產(chǎn)業(yè)的發(fā)展現(xiàn)狀和現(xiàn)實特點,基于2004-2012年的面板數(shù)據(jù),運用因子分析和聚類分析法在全國基礎(chǔ)上對中部地區(qū)高新技術(shù)產(chǎn)業(yè)競爭力進行了靜態(tài)和動態(tài)相結(jié)合的評價分析,根據(jù)實證結(jié)果結(jié)合國內(nèi)外的發(fā)展經(jīng)驗,提出了提升其產(chǎn)業(yè)競爭力的有針對性的對策建議,從而為中部地區(qū)進一步發(fā)展高新技術(shù)產(chǎn)業(yè)、提升高新技術(shù)產(chǎn)業(yè)競爭力提供參考。 研究結(jié)果表明:從總體上來看,中部地區(qū)高新技術(shù)產(chǎn)業(yè)發(fā)展較好,各項指標增長較快,但與全國發(fā)達地區(qū)的差距還較大。從實證分析來看,在2004-2012年間,中部地區(qū)高新產(chǎn)業(yè)競爭力無論是在產(chǎn)業(yè)投入、產(chǎn)業(yè)產(chǎn)出、產(chǎn)業(yè)技術(shù)創(chuàng)新還是產(chǎn)業(yè)發(fā)展?jié)摿Ψ矫娴母偁幜幱诜(wěn)步攀升的態(tài)勢,且增長較快,但仍低于全國平均水平,與處于全國領(lǐng)先地位的東部發(fā)達地區(qū)相比,差距仍然很大。湖北的高新產(chǎn)業(yè)綜合競爭力發(fā)展較好,其競爭力水平正不斷提高,發(fā)展速度較快,發(fā)展空間與潛力較大;河南的高新產(chǎn)業(yè)競爭力是繼湖北之后水平較高的省份,原因主要在于其產(chǎn)出競爭力較強,從而拉高了總體水平;安徽高新產(chǎn)業(yè)經(jīng)過這些年的發(fā)展,現(xiàn)已進入了快速增長時期;湖南和江西的高新產(chǎn)業(yè)競爭力發(fā)展水平還不穩(wěn)定,其中,湖南的高新產(chǎn)業(yè)競爭力水平要略強于江西;山西無論是在產(chǎn)業(yè)的投入、產(chǎn)出、技術(shù)創(chuàng)新及發(fā)展?jié)摿Ψ矫娴母偁幜Χ冀咏珖淖畹退?其高新產(chǎn)業(yè)綜合競爭力水平還很低。
[Abstract]:High-tech industry is an important force in economic and social development and an important indicator to measure the economic competitiveness and scientific and technological strength of a country or region. After years of development, high-tech industries in the central region of China are promoting the transformation of economic growth patterns. Remarkable achievements have been made in optimizing the industrial structure, but there is still a big gap compared with the developed areas in the east. In order to better develop high-tech industries, we should make clear its future development direction and strategic focus. It is necessary to evaluate the competitiveness of high-tech industries in the central region, analyze the gap between them and the developed regions, find out their own problems, and promote the rise of the economy in the central region. According to the theory of high-tech industry and its competitiveness, this paper aims at the present situation and realistic characteristics of high-tech industry in the central region, based on the panel data from 2004-2012. This paper applies factor analysis and cluster analysis to evaluate the competitiveness of high and new technology industries in the central region on the basis of the whole country. According to the empirical results, it combines the development experience at home and abroad. The paper puts forward some countermeasures and suggestions to improve the competitiveness of its industries, thus providing a reference for the further development of high-tech industries and the promotion of the competitiveness of high-tech industries in the central region. The results show that, on the whole, the high and new technology industry in the central region is developing well and the indexes are increasing rapidly, but there is still a big gap with the developed regions in China. From the empirical analysis, in the period 2004-2012, The competitiveness of high-tech industries in the central region, whether in terms of industrial input, industrial output, industrial technological innovation or industrial development potential, is rising steadily and growing rapidly, but still below the national average. Compared with the eastern developed areas which are in the leading position in the whole country, the gap is still very big. The comprehensive competitiveness of high-tech industries in Hubei is developing well, and its competitiveness level is constantly improving, the development speed is faster, the development space and potential are larger; Henan's high-tech industry competitiveness is a province with a higher level after Hubei, which is mainly due to its strong output competitiveness, thus raising the overall level, Anhui high-tech industry has now entered a period of rapid growth after the development of these years; The level of competitiveness of high and new industries in Hunan and Jiangxi is not stable. Among them, the level of competitiveness of high and new industries in Hunan is slightly stronger than that in Jiangxi. The competitiveness of technological innovation and development potential is close to the lowest level in China, and the level of comprehensive competitiveness of high-tech industry is still very low.
