深圳市光明新區(qū)產(chǎn)業(yè)升級的土地管理優(yōu)化研究

【摘要】:在經(jīng)濟發(fā)展過程中,光明新區(qū)作為深圳最早成立的功能新區(qū),面臨土地資源不足與存量土地利用低效等難題。如何轉(zhuǎn)變土地管理思想,優(yōu)化空間資源配置,拓展產(chǎn)業(yè)發(fā)展空間以促進產(chǎn)業(yè)升級,將有限的土地資源用在刀刃上,成為一個亟需解決的問題。本文以基于產(chǎn)業(yè)升級導向的土地管理優(yōu)化方案為研究對象,通過數(shù)據(jù)分析法剖析光明新區(qū)土地使用情況及現(xiàn)狀,結(jié)合產(chǎn)業(yè)發(fā)展現(xiàn)狀,認為不利于產(chǎn)業(yè)升級的土地管理問題主要有:產(chǎn)業(yè)發(fā)展與土地供應間矛盾突出、土地閑置利潤高違法成本低、土地執(zhí)法監(jiān)察不到位、土地歷史遺留問題解決難度大耗時久和非農(nóng)用地使用受阻。結(jié)合光明新區(qū)不利于產(chǎn)業(yè)升級的土地管理問題,本文采用文獻研究法考察了新加坡、東京、美國、香港等幾個國內(nèi)外典型國家和城市的做法。新加坡靈活多樣的用地出讓方式、制定面向市場的用途分區(qū)、面向市場的分區(qū)規(guī)劃;日本東京的產(chǎn)業(yè)布局與規(guī)劃;美國產(chǎn)業(yè)土地市場和土地稅收制度;香港的管理制度、辦事程序、市場體系,以及逐步提升土地價值的做法。先進的經(jīng)驗和做法值得光明新區(qū)借鑒。結(jié)合以上分析,運用描述性研究法,本文通過優(yōu)化空間資源供給、優(yōu)化二次開發(fā)利用機制、優(yōu)化監(jiān)管服務三大方面,以產(chǎn)業(yè)升級為目標,提出土地管理優(yōu)化方案。在優(yōu)化空間資源供給中,主要是推進工業(yè)樓宇市場化運作、強化土地供應的產(chǎn)業(yè)導向、挖掘地下空間開發(fā)潛力和明確新型產(chǎn)業(yè)用地的適用范圍。在優(yōu)化二次開發(fā)利用機制中,主要是推進舊工業(yè)區(qū)拆除重建升級改造、鼓勵舊工業(yè)區(qū)綜合整治和引導社區(qū)土地資源服務產(chǎn)業(yè)發(fā)展。在優(yōu)化監(jiān)管服務中,主要是嚴抓查違守護土地、建立全過程動態(tài)監(jiān)管機制和強化產(chǎn)業(yè)用地批后監(jiān)管。希望提出的具體對策,能促使光明新區(qū)高效、有序、合理地利用區(qū)域內(nèi)的土地以達到促進產(chǎn)業(yè)升級的目標,從而實現(xiàn)新區(qū)土地管理的優(yōu)化。
[Abstract]:In the process of economic development, Guangming New District, as the earliest functional new district in Shenzhen, is faced with problems such as insufficient land resources and low efficiency of land use in stock. How to change the thought of land management, optimize the allocation of space resources, etc. It is an urgent problem to expand the space of industrial development in order to promote industrial upgrading and to use limited land resources on the blade. This paper takes the land management optimization scheme based on industrial upgrading as the research object. Based on the analysis of land use and current situation in Guangming New area by data analysis, combined with the present situation of industrial development, it is concluded that the main problems of land management which are not conducive to industrial upgrading are: the contradiction between industrial development and land supply is prominent. Land idle profits are high, illegal costs are low, land law enforcement and supervision are not in place, land historical legacy problems are difficult to solve and the use of non-agricultural land is blocked. In combination with the land management problem of Guangming New District, which is not conducive to industrial upgrading, This paper investigates the practices of several typical countries and cities at home and abroad, such as Singapore, Tokyo, the United States, Hong Kong and so on. Market-oriented zoning planning; industrial layout and planning in Tokyo, Japan; industrial land market and land tax system in the United States; management system, procedures, market system in Hong Kong, Advanced experiences and practices are worthy of reference by the Guangming New area. Combined with the above analysis and using descriptive research method, this paper optimizes the space resource supply and the mechanism of secondary development and utilization. In the optimization of the supply of space resources, it is mainly to promote the market-oriented operation of industrial buildings and strengthen the industrial orientation of land supply. Excavating the potential of underground space development and defining the applicable scope of new industrial land. In optimizing the mechanism of secondary development and utilization, it is mainly to promote the demolition, reconstruction and upgrading of old industrial zones. Encourage the comprehensive renovation of old industrial zones and guide the development of community land resources and service industries. To establish the whole process dynamic supervision mechanism and strengthen the supervision of industrial land disposal. It is hoped that the specific countermeasures proposed can promote the efficient, orderly and rational use of the land in the Guangming New area to achieve the goal of promoting industrial upgrading. So as to realize the optimization of land management in the new area.
