基于成本效益分析視角的棕地修復(fù)產(chǎn)業(yè)發(fā)展策略研究

【摘要】:棕地是指存在一定程度的(潛在)污染,尚未得到充分利用的土地(包括地上建筑物)。對(duì)這些土地進(jìn)行修復(fù)再開發(fā),是城市更新、集約用地的現(xiàn)實(shí)要求;也是優(yōu)化城市結(jié)構(gòu),促進(jìn)城市可持續(xù)發(fā)展的重要手段。隨著城市化進(jìn)程的加快以及“退二進(jìn)三”政策的推行,土地需求增加,許多棕地亟待修復(fù)再開發(fā),棕地修復(fù)產(chǎn)業(yè)迎來了關(guān)鍵的發(fā)展機(jī)遇期。然而,我國(guó)棕地修復(fù)產(chǎn)業(yè)的發(fā)展并不順暢,其主要原因之一,在于棕地修復(fù)企業(yè)的經(jīng)營(yíng)狀況不佳。本文從棕地修復(fù)企業(yè)實(shí)施棕地修復(fù)項(xiàng)目所發(fā)生的成本和效益入手,通過成本和效益的分析對(duì)比,幫助企業(yè)依據(jù)自身規(guī)模,合理選擇棕地修復(fù)項(xiàng)目;節(jié)約成本,提高修復(fù)效率,實(shí)現(xiàn)企業(yè)高效運(yùn)營(yíng),進(jìn)而推動(dòng)棕地修復(fù)產(chǎn)業(yè)的發(fā)展;诔杀拘б嬉暯堑姆治龇椒ㄓ卸喾N,但大多數(shù)方法需要詳實(shí)的數(shù)據(jù)作支撐。結(jié)合我國(guó)的現(xiàn)實(shí)狀況,棕地修復(fù)產(chǎn)業(yè)的發(fā)展尚不完善,項(xiàng)目多為示范性工程,成本效益數(shù)據(jù)難以獲得。本文借助對(duì)數(shù)據(jù)要求相對(duì)較低的本量利分析法對(duì)棕地修復(fù)企業(yè)的成本效益進(jìn)行了分析。首先指出研究的背景與意義、國(guó)內(nèi)外研究進(jìn)展綜述、研究框架和研究方法。既而介紹美國(guó)、英國(guó)、日本棕地修復(fù)產(chǎn)業(yè)的發(fā)展現(xiàn)狀,對(duì)比我國(guó)產(chǎn)業(yè)現(xiàn)狀,指出產(chǎn)業(yè)發(fā)展障礙。嘗試采用本量利(CVP)分析法,區(qū)分棕地修復(fù)企業(yè)的成本,結(jié)合企業(yè)收益,進(jìn)行盈虧平衡分析,指出企業(yè)規(guī)模與修復(fù)項(xiàng)目相匹配的最優(yōu)修復(fù)面積。通過案例研究,以成本性態(tài)為分類依據(jù),指出案例項(xiàng)目的成本構(gòu)成,以及收益來源。為棕地修復(fù)企業(yè)提供一種衡量成本和效益的方法,對(duì)促進(jìn)我國(guó)棕地修復(fù)產(chǎn)業(yè)的發(fā)展,具備一定的理論意義和實(shí)踐價(jià)值。
[Abstract]:Brown means there is a certain degree of pollution (potential), has not yet been fully utilized land (including land buildings). The land restoration and development, is the city renewal, with practical requirements of intensive land; but also optimize the structure of the city, an important means to promote the sustainable development of city. With the process of the city speed up and retreat into three policy, land demand increases, many brownfield redevelopment of brownfield to repair, repair industry ushered in a critical period of development. However, China's brownfield remediation industry development is not smooth, one of the main reasons is that brownfield remediation companies operating in poor condition. This article from brown repair costs and benefits of implementing brownfield remediation of the project start, through analysis and comparison of costs and benefits, help enterprises according to their size, a reasonable choice of brownfield restoration project; cost saving This, improve the repairing efficiency, realize the efficient operation of enterprises, and promote brownfield remediation industry development. Cost benefit analysis method based on the perspective of a variety, but most methods require detailed data for support. With the reality of our country, brownfield remediation industry development is not perfect, many projects for the demonstration project. Cost effectiveness data is difficult to obtain. Based on the data requirements of the relatively low volume profit analysis of the cost and benefit of enterprises brownfield remediation method. Firstly the research background and significance, research progress at home and abroad, the research framework and research methods. Then introduced the United States, Britain, Japan, brownfield remediation development status industry, the status quo of China's industry comparison, and points out that the industrial development obstacles. Try to use the CVP (CVP) analysis, distinguish the brownfield remediation cost, combined with the income of the enterprise, in the profit and loss balance analysis, This article points out that the optimal repair area enterprise scale and restoration project match. Through case study, takes the cost behavior as the basis of classification, the case that the cost of the project, as well as the source of revenue. For brownfield remediation enterprises provide a way to measure the costs and benefits, to promote China's brownfield remediation industry, have a certain the theoretical significance and practical value.
