【摘要】：《京津冀協(xié)同發(fā)展規(guī)劃綱要》將天津定位于"全國先進(jìn)制造研發(fā)基地",積極推進(jìn)三地產(chǎn)業(yè)鏈融合,是助推天津先進(jìn)制造業(yè)越級提升的重要手段。但三地產(chǎn)業(yè)鏈融合雖具有一定的發(fā)展?jié)摿?但產(chǎn)業(yè)結(jié)構(gòu)不均衡,多集中于產(chǎn)業(yè)鏈中下游,先進(jìn)制造業(yè)服務(wù)化、現(xiàn)代化水平不高,京津冀三地產(chǎn)業(yè)分工不明顯,跨區(qū)域產(chǎn)業(yè)鏈融合效果不佳等問題仍較為嚴(yán)重。要以加速落實全國先進(jìn)制造研發(fā)基地,推進(jìn)京津冀三地產(chǎn)業(yè)鏈融合,深入推動天津先進(jìn)制造業(yè)產(chǎn)業(yè)鏈升級為目標(biāo),通過優(yōu)化京津冀先進(jìn)制造業(yè)協(xié)同系統(tǒng)架構(gòu),完善產(chǎn)業(yè)鏈發(fā)展體系;精準(zhǔn)對接北京科技創(chuàng)新資源轉(zhuǎn)移,激活先進(jìn)制造產(chǎn)業(yè)鏈內(nèi)生動力;轉(zhuǎn)變企業(yè)生產(chǎn)模式和商業(yè)模式,促進(jìn)產(chǎn)業(yè)價值鏈的提升;推進(jìn)跨行業(yè)、跨區(qū)域、跨所有制的兼并重組,加速三地產(chǎn)業(yè)的協(xié)作與融合;促進(jìn)服務(wù)業(yè)與先進(jìn)制造業(yè)產(chǎn)業(yè)鏈融合,優(yōu)化產(chǎn)業(yè)發(fā)展的軟環(huán)境;加速基礎(chǔ)設(shè)施建設(shè)和綜合配套工程建設(shè),優(yōu)化產(chǎn)業(yè)發(fā)展的硬環(huán)境;加速人才鏈建設(shè),為先進(jìn)制造產(chǎn)業(yè)鏈各環(huán)節(jié)發(fā)展提供支撐等途徑來加速實現(xiàn)三地先進(jìn)制造業(yè)產(chǎn)業(yè)鏈的融合。
[Abstract]:The "Beijing, Tianjin and Hebei coordinated Development Program" positioned Tianjin as "the national advanced manufacturing and development base" and actively promoted the integration of the three industrial chains. It is an important means to promote the upgrading of Tianjin's advanced manufacturing industry. However, although the integration of the three industrial chains has certain development potential, the industrial structure is not balanced, most of them are concentrated in the middle and lower reaches of the industrial chain, the advanced manufacturing industry is service-oriented, and the level of modernization is not high. The division of labor in the Beijing-Tianjin-Hebei three real estate industries is not obvious, and the integration effect of the trans-regional industrial chain is still relatively serious. It is necessary to accelerate the implementation of the national advanced manufacturing research and development base and promote the integration of the three industrial chains of the Beijing-Tianjin-Hebei region. To promote the upgrading of Tianjin advanced manufacturing industry chain as the goal, to perfect the industrial chain development system by optimizing the cooperative system structure of Beijing-Tianjin-Hebei advanced manufacturing industry, and to accurately link up the transfer of scientific and technological innovation resources in Beijing. Activate the endogenous power of the advanced manufacturing industry chain; change the enterprise production model and business model, promote the promotion of the industrial value chain; promote the merger and reorganization of cross-industry, cross-regional, cross-ownership, accelerate the cooperation and integration of the three real estate industries; Promote the integration of service industry and advanced manufacturing industry chain, optimize the soft environment for industrial development; accelerate the construction of infrastructure and comprehensive supporting projects; optimize the hard environment for industrial development; and accelerate the construction of the talent chain, To provide support for the development of various links of the advanced manufacturing industry chain to accelerate the integration of the three advanced manufacturing industry chains.
