【摘要】：背景:健康產(chǎn)業(yè)的發(fā)展,可以擴(kuò)大資源供給,不斷滿足人民群眾多層次、多樣化的健康需求,提高人民群眾獲得感、幸福感,增強(qiáng)經(jīng)濟(jì)發(fā)展新動(dòng)力。數(shù)據(jù)已成為國(guó)家基礎(chǔ)性戰(zhàn)略資源,也是重要生產(chǎn)力,健康產(chǎn)業(yè)的發(fā)展離不開(kāi)健康數(shù)據(jù)的支持,而數(shù)據(jù)安全問(wèn)題嚴(yán)重影響健康數(shù)據(jù)的應(yīng)用發(fā)展。為了更好地推動(dòng)健康產(chǎn)業(yè)的發(fā)展,我們需要著手解決健康數(shù)據(jù)的安全問(wèn)題。方法:本文以醫(yī)院中的醫(yī)療數(shù)據(jù)為研究對(duì)象。首先,我們基于RBAC(Role-Based Access Control,基于角色的權(quán)限訪問(wèn)控制)來(lái)設(shè)計(jì)數(shù)據(jù)應(yīng)用對(duì)照表;然后,借鑒國(guó)外PIA(Pirvacy Impact Assessment,隱私影響評(píng)估),并同我國(guó)實(shí)際結(jié)合,制定醫(yī)療數(shù)據(jù)安全管理辦法;最后,把數(shù)據(jù)應(yīng)用對(duì)照表同醫(yī)療數(shù)據(jù)安全管理辦法相結(jié)合,制定醫(yī)療數(shù)據(jù)應(yīng)用框架。結(jié)果:本文研究制定的醫(yī)療數(shù)據(jù)應(yīng)用框架不僅操作簡(jiǎn)單、實(shí)用性強(qiáng),而且能根據(jù)風(fēng)險(xiǎn)嚴(yán)重性程度分成不同保護(hù)級(jí)別的模式,便于對(duì)醫(yī)療數(shù)據(jù)進(jìn)行等級(jí)管理,確保數(shù)據(jù)的安全。意義:該醫(yī)療數(shù)據(jù)應(yīng)用框架實(shí)現(xiàn)醫(yī)療數(shù)據(jù)價(jià)值同時(shí)又能很好地保護(hù)數(shù)據(jù)的安全,滿足了我國(guó)現(xiàn)階段應(yīng)用發(fā)展健康數(shù)據(jù)中所面臨的數(shù)安全問(wèn)題。該框架極大緩解了我國(guó)目前面臨的多重疾病并存、多種健康影響因素交織的復(fù)雜局面,促進(jìn)了我國(guó)醫(yī)療衛(wèi)生事業(yè)的發(fā)展和滿足了人民群眾的健康需求。
[Abstract]:Background: the development of the health industry can expand the supply of resources, continuously meet the multi-level and diversified health needs of the people, and improve the people's sense of obtaining and happiness. Data has become a national basic strategic resource and an important productive force. The development of the health industry cannot be separated from the support of health data. In order to promote the development of health industry, we need to solve the problem of health data safety. Methods: this paper takes the medical data in hospital as the research object. We design the reference table of data application based on RBAC(Role-Based Access control). Then, we draw lessons from overseas PIA(Pirvacy Impact assessment, privacy impact assessment, and combine with our country to formulate medical data security management method. Combining the data application reference table with the medical data safety management method, the medical data application framework is established. Results: the medical data application framework studied in this paper is not only simple to operate, but also practical. Moreover, it can be divided into different protection levels according to the severity of the risk, so as to facilitate the hierarchical management of medical data. Ensure the security of data. Meaning: the medical data application framework to achieve the value of medical data while at the same time to protect the security of data, This framework greatly alleviates the complex situation of the coexistence of multiple diseases and the intertwining of many health factors in our country. Promote the development of medical and health services and meet the health needs of the people.
