【摘要】:新生企業(yè)產(chǎn)能不僅是改變區(qū)域工業(yè)產(chǎn)出水平的重要力量,而且成為地區(qū)產(chǎn)能過(guò)剩的導(dǎo)火線。本文基于1998—2009年326個(gè)地級(jí)市層面的平衡面板數(shù)據(jù),通過(guò)折現(xiàn)方法從中國(guó)工業(yè)企業(yè)數(shù)據(jù)庫(kù)中獲得新生企業(yè)成立當(dāng)年的產(chǎn)出數(shù)據(jù),從關(guān)聯(lián)效應(yīng)和競(jìng)爭(zhēng)效應(yīng)兩個(gè)方面考察既有產(chǎn)業(yè)基礎(chǔ)對(duì)地區(qū)各產(chǎn)業(yè)新生企業(yè)產(chǎn)能的作用機(jī)制,并使用"市場(chǎng)中心度"和"地理中心度"為工具變量以解決行業(yè)市場(chǎng)潛能變量的內(nèi)生性導(dǎo)致的估計(jì)偏誤問(wèn)題,進(jìn)而通過(guò)專(zhuān)業(yè)化外部性指數(shù)和多樣化外部性指數(shù)對(duì)作用機(jī)制進(jìn)行識(shí)別與校驗(yàn)。結(jié)果表明:產(chǎn)業(yè)關(guān)聯(lián)效應(yīng)與市場(chǎng)競(jìng)爭(zhēng)效應(yīng)對(duì)地區(qū)新生企業(yè)產(chǎn)能的作用顯著存在,并依賴產(chǎn)業(yè)特征而表現(xiàn)出吸引和排斥效應(yīng)。既有產(chǎn)業(yè)在爭(zhēng)奪下游消費(fèi)市場(chǎng)方面會(huì)排斥新生企業(yè)產(chǎn)能,而在提供投入品角度則吸引新生企業(yè)產(chǎn)能,不同產(chǎn)業(yè)的相互吸引與排斥是造成各行業(yè)新生企業(yè)產(chǎn)能空間分布不均衡的重要原因。實(shí)證結(jié)果證明,既有產(chǎn)業(yè)空間分布的綜合作用會(huì)給予某些地區(qū)的特定產(chǎn)業(yè)利潤(rùn)優(yōu)勢(shì),這種市場(chǎng)力量催生的新生企業(yè)能夠快速累積產(chǎn)能并形成產(chǎn)能過(guò)剩。在兼顧公平與效率前提下,本文識(shí)別了當(dāng)前缺乏市場(chǎng)優(yōu)勢(shì)的過(guò)剩產(chǎn)能行業(yè)的地區(qū)分布,為更好地推進(jìn)"去產(chǎn)能"工作提供政策啟示。
[Abstract]:The production capacity of nascent enterprises is not only an important force to change the level of regional industrial output, but also a trigger for regional overcapacity. This paper based on the balance panel data of 326 prefecture-level cities from 1998 to 2009. Through the discounted method, the output data of the nascent enterprises in the year of establishment are obtained from the database of China's industrial enterprises, and the mechanism of the existing industrial bases acting on the production capacity of the nascent enterprises in various industries in the region is investigated from the two aspects of the correlation effect and the competition effect. And using "market centrality" and "geographical centrality" as tool variables to solve the problem of estimation bias caused by endogenous market potential variables. Then the mechanism is identified and verified by specialization externality index and diversification externality index. The results show that the effect of industrial association effect and market competition effect on the production capacity of regional nascent enterprises is significant. Based on the characteristics of the industry, it shows the attraction and exclusion effect. The existing industries will reject the production capacity of the new enterprises in the competition for the downstream consumer market, while in the angle of providing inputs, they will attract the capacity of the new enterprises. The mutual attraction and exclusion of different industries are the important reasons for the imbalance of the spatial distribution of the production capacity of the new enterprises in various industries. The empirical results show that the combined effect of the spatial distribution of the existing industries will give certain regions the advantage of specific industry profits. This new enterprise can quickly accumulate capacity and form overcapacity. On the premise of fairness and efficiency, this paper identifies the regional distribution of overcapacity industries that lack market advantages. In order to better promote the "go capacity" work to provide policy inspiration.
