【摘要】：新一代信息技術(shù)是引導(dǎo)未來經(jīng)濟(jì)社會(huì)發(fā)展的重要力量,軟件產(chǎn)業(yè)具有技術(shù)性強(qiáng)、附加值高、清潔等特點(diǎn),已發(fā)展成為很多國家的一大支柱產(chǎn)業(yè),發(fā)展戰(zhàn)略性新興信息技術(shù)產(chǎn)業(yè)已成為世界各國搶占新一輪經(jīng)濟(jì)增長點(diǎn)的重大戰(zhàn)略。經(jīng)過長期的扶持與鼓勵(lì),起步較晚的大連在軟件產(chǎn)業(yè)發(fā)展方面已成為國內(nèi)比較先進(jìn)的地區(qū)。如今,大連軟件產(chǎn)業(yè)發(fā)展自成一體,其中軟件園、人才培訓(xùn)和服務(wù)外包成為大連軟件產(chǎn)業(yè)發(fā)展的最大特點(diǎn)和亮點(diǎn),據(jù)此,其被冠以“國家軟件產(chǎn)業(yè)基地”和“創(chuàng)建軟件產(chǎn)業(yè)國際化示范城市”等稱號(hào)。大連軟件產(chǎn)業(yè)的快速發(fā)展,既得益于軟件企業(yè)的發(fā)展優(yōu)勢,更是由于政策的扶持和引領(lǐng)。文章選取改革開放為分析時(shí)間起點(diǎn),特別注重梳理近20年來各級(jí)政府部門出臺(tái)的相關(guān)政策措施,分析其在軟件產(chǎn)業(yè)發(fā)展中的作用。全文通過梳理國內(nèi)外軟件產(chǎn)業(yè)政策理論研究背景,闡述了軟件產(chǎn)業(yè)的概念,說明了軟件產(chǎn)業(yè)政策在軟件產(chǎn)業(yè)發(fā)展過程中的重要作用,總結(jié)概括大連軟件產(chǎn)業(yè)演進(jìn)歷程,分析了大連軟件產(chǎn)業(yè)政策,并進(jìn)行大連軟件產(chǎn)業(yè)政策的有效性評(píng)估。從歷史和區(qū)域產(chǎn)業(yè)政策等視角對(duì)改革開放以來大連軟件產(chǎn)業(yè)的政策進(jìn)行深入研究,本文將以大連軟件產(chǎn)業(yè)政策問題為研究對(duì)象,結(jié)合調(diào)查問卷的數(shù)據(jù),采用對(duì)比分析法、歷史研究法、文獻(xiàn)資料法和調(diào)查法,辯證分析產(chǎn)業(yè)政策環(huán)境與大連軟件產(chǎn)業(yè)發(fā)展間的關(guān)系,進(jìn)而為大連軟件產(chǎn)業(yè)的長足發(fā)展提出有針對(duì)性的建議。大連市政府頒布的政策落實(shí)情況良好,大部分民眾表示滿意,有一些政策還需要繼續(xù)完善。市場管理政策方面,對(duì)軟件知識(shí)產(chǎn)權(quán)保護(hù)力度、相關(guān)引導(dǎo)政策及措施問題上有待提升。人才培養(yǎng)政策方面,人才創(chuàng)新獎(jiǎng)勵(lì)力度、對(duì)于接受培養(yǎng)計(jì)劃的員工補(bǔ)貼問題上有待提升。新興業(yè)態(tài)發(fā)展政策方面,企業(yè)取得突破性創(chuàng)新獎(jiǎng)勵(lì)、對(duì)于采購新型國產(chǎn)軟件補(bǔ)貼問題上有待提升。投融資政策方面,大連軟件產(chǎn)業(yè)過于依賴發(fā)達(dá)國家技術(shù)、當(dāng)?shù)卣o與企業(yè)擔(dān)保獎(jiǎng)勵(lì)問題上有待提升。
[Abstract]:The new generation of information technology is an important force to guide the economic and social development in the future. The software industry has become a pillar industry in many countries because of its strong technology, high added value and cleanliness. The development of strategic and emerging information technology industries has become a major strategy for all countries in the world to seize a new round of economic growth points. Dalian, which started relatively late, has become a relatively advanced area in China in terms of software industry development. Today, Dalian's software industry is developing on its own, including the Software Park. Talent training and service outsourcing have become the biggest characteristic and bright spot of Dalian software industry development. According to this, it is called "National Software Industry Base" and "Building International demonstration City of Software Industry". Not only the development advantage of software enterprises, but also the support and guidance of the policy. This paper chooses the reform and opening up as the starting point of the analysis, and pays special attention to combing the relevant policies and measures issued by government departments at all levels in the past 20 years. This paper analyzes its role in the development of software industry. Through combing the theoretical research background of software industry policy at home and abroad, this paper expounds the concept of software industry, and explains the important role of software industry policy in the development of software industry. This paper summarizes the evolution of Dalian software industry, analyzes the policy of Dalian software industry, From the perspective of history and regional industrial policy, this paper makes an in-depth study on the policy of Dalian software industry since the reform and opening up. This paper will take Dalian software industry policy as the research object. Based on the data of the questionnaire, the relationship between the industrial policy environment and the development of Dalian software industry is analyzed dialectically by means of comparative analysis, historical research, literature and investigation. And then put forward targeted suggestions for the rapid development of the Dalian software industry. The policies promulgated by the Dalian Municipal Government have been implemented well, and most people are satisfied. Some policies still need to be improved. Market management policies, The protection of software intellectual property rights, related guiding policies and measures need to be improved. On the issue of employee subsidies for receiving training plans, the issue of employee subsidies to be raised. In terms of the development policy of emerging industries, enterprises have obtained breakthrough incentives for innovation, and the issue of subsidies for purchasing new types of domestic software needs to be improved. In terms of investment and financing policies, Dalian's software industry is too dependent on technology in developed countries, and the issue of local government guarantees for companies needs to be improved.
