【摘要】：從科學(xué)技術(shù)的發(fā)展史中可以看出,產(chǎn)業(yè)的發(fā)展應(yīng)有相應(yīng)的標(biāo)準作為支撐條件,在當(dāng)前經(jīng)濟全球化不斷深化的新形勢下,技術(shù)標(biāo)準在國際競爭中的作用越發(fā)明顯。刀具產(chǎn)業(yè)的發(fā)展同樣離不開技術(shù)標(biāo)準的支撐,技術(shù)標(biāo)準化在推動刀具產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化與升級方面起到重要作用。因此,如何通過實施技術(shù)標(biāo)準戰(zhàn)略,促進產(chǎn)業(yè)升級,促使“產(chǎn)業(yè)集聚”健康發(fā)展的問題,引起了許多學(xué)者的研究。但是這些研究大多是在經(jīng)濟層面上進行的討論,而從哲學(xué)角度的研究分析卻不多見。事實上,將技術(shù)標(biāo)準戰(zhàn)略的研究提升到哲學(xué)的高度和視角,具有十分重要的理論意義和現(xiàn)實價值。它不僅可以豐富技術(shù)標(biāo)準理論研究,又可以為技術(shù)標(biāo)準戰(zhàn)略研究提供具有方法論性質(zhì)的總體視野。本文主要研究了我國刀具產(chǎn)業(yè)實施技術(shù)標(biāo)準戰(zhàn)略的對策。首先在分析技術(shù)標(biāo)準相關(guān)理論的基礎(chǔ)上,結(jié)合刀具產(chǎn)業(yè)特征,通過對美、日、英、德等發(fā)達國家刀具標(biāo)準的數(shù)量、特征、差異等情況進行分析和對比,總結(jié)出發(fā)達國家制定標(biāo)準的特點,并從中得到啟示；接著重點論述了我國刀具技術(shù)標(biāo)準體系的發(fā)展歷程和現(xiàn)狀,針對我國刀具技術(shù)標(biāo)準體系與國外對比中存在的差距,本文采用國際上流行的SWOT分析方法對我國刀具產(chǎn)業(yè)標(biāo)準化建設(shè)中存在的自身優(yōu)勢、劣勢、機遇、面臨的威脅等四個方面展開全面剖析。根據(jù)理論分析和經(jīng)驗研究,本文從政府、協(xié)會、企業(yè)三個層面上提出了實施我國刀具產(chǎn)業(yè)技術(shù)標(biāo)準戰(zhàn)略的對策建議,希望能夠探索出一條適合我國刀具產(chǎn)業(yè)生存和發(fā)展的道路。
[Abstract]:From the history of the development of science and technology, we can see that the development of industry should be supported by corresponding standards, and under the new situation of deepening economic globalization, The role of technical standards in international competition is becoming more and more obvious. The development of tool industry is also inseparable from the support of technical standards. Technological standardization plays an important role in promoting the optimization and upgrading of the industrial structure of cutting tools. How to promote industrial upgrading and promote the healthy development of "industrial agglomeration" through the implementation of technical standard strategy has aroused many scholars' research. However, most of these studies have been discussed on the economic level. In fact, it is of great theoretical significance and practical value to elevate the study of technical standard strategy to the height and perspective of philosophy, which can not only enrich the theoretical research of technical standard. This paper mainly studies the countermeasures to implement the technical standard strategy in China's tool industry. Firstly, based on the analysis of the relevant theories of technical standards, By analyzing and comparing the quantity, characteristics and differences of tool standards in developed countries, such as America, Japan, Britain, Germany and so on, this paper summarizes the characteristics of developed countries' standards, and draws inspiration from them. Then, the development course and present situation of the tool technical standard system in our country are discussed, aiming at the gap between the Chinese tool technical standard system and the foreign standard system. This paper analyzes the advantages, disadvantages, opportunities and threats existing in the standardization construction of China's tool industry by using the internationally popular SWOT analysis method. According to the theoretical analysis and empirical research, this paper starts with the analysis of the government. In order to find a suitable way for the survival and development of China's tool industry, this paper puts forward the countermeasures and suggestions on implementing the technical standard strategy of China's tool industry from three aspects: the association and the enterprise.
