【摘要】：隨著京津冀協(xié)同發(fā)展上升至國(guó)家戰(zhàn)略高度,京津冀一體化再度成為人們關(guān)注的熱點(diǎn)。戰(zhàn)略性新興產(chǎn)業(yè)具有顯著的科技創(chuàng)新性和戰(zhàn)略發(fā)展?jié)摿?是我國(guó)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)和實(shí)現(xiàn)經(jīng)濟(jì)增長(zhǎng)內(nèi)生化的必然選擇,研究戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展有著重要的理論意義和現(xiàn)實(shí)價(jià)值。本文研究站在京津冀一體化背景下,通過(guò)比較中關(guān)村戰(zhàn)略性新興產(chǎn)業(yè)與濱海新區(qū)戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展目標(biāo)、重點(diǎn)領(lǐng)域、發(fā)展基礎(chǔ)等,提出中關(guān)村和濱海新區(qū)戰(zhàn)略新興產(chǎn)業(yè)協(xié)同發(fā)展的可行性;通過(guò)總結(jié)京津兩地政府與政府之間,政府和學(xué)校之間等方面的協(xié)同發(fā)展現(xiàn)狀,總結(jié)出中關(guān)村和濱海新區(qū)新興產(chǎn)業(yè)創(chuàng)新協(xié)同發(fā)展的現(xiàn)有模式并構(gòu)建中關(guān)村和濱海新區(qū)協(xié)同創(chuàng)新發(fā)展模式,完善中關(guān)村和濱海新區(qū)新興產(chǎn)業(yè)協(xié)同創(chuàng)新的運(yùn)行機(jī)制,通過(guò)構(gòu)建中關(guān)村和濱海新區(qū)新興產(chǎn)業(yè)創(chuàng)新協(xié)同度指標(biāo)體系,以協(xié)同學(xué)中的序參量原理為理論基礎(chǔ),構(gòu)建子系統(tǒng)有序度模型來(lái)評(píng)價(jià)區(qū)域科技創(chuàng)新體系的協(xié)同程度,并通過(guò)帶入中關(guān)村和濱海新區(qū)的數(shù)據(jù),計(jì)算出中關(guān)村和濱海新區(qū)各自的新興產(chǎn)業(yè)創(chuàng)新協(xié)同度,引入產(chǎn)業(yè)間協(xié)同度計(jì)算方法,計(jì)算出中關(guān)村和濱海新區(qū)新興產(chǎn)業(yè)復(fù)合系統(tǒng)之間的創(chuàng)新協(xié)同度,并對(duì)計(jì)算結(jié)果進(jìn)行了分析。最終,從區(qū)域合作、制度機(jī)制建設(shè)等角度,對(duì)中關(guān)村和濱海新區(qū)新興產(chǎn)業(yè)創(chuàng)新協(xié)同發(fā)展提出一些可行的政策建議。
[Abstract]:With the coordinated development of Beijing-Tianjin-Hebei to the national strategic level, the integration of Beijing-Tianjin-Hebei has once again become the focus of attention. Strategic emerging industries have remarkable technological innovation and strategic development potential. It is an inevitable choice for China to upgrade its industrial structure and realize the endogenous biochemistry of economic growth. It is of great theoretical and practical value to study the development of strategic emerging industries. This paper stands at the background of the integration of Beijing, Tianjin and Hebei. By comparing Zhongguancun strategic emerging industries with Binhai New area strategic emerging industries, the feasibility of coordinated development of Zhongguancun strategic emerging industries and Binhai New area strategic emerging industries is put forward. By summing up the status quo of coordinated development between the governments of Beijing and Tianjin, between the governments of Beijing and Tianjin and between the governments and schools, This paper summarizes the existing mode of innovation and coordinated development of new industries in Zhongguancun and Binhai New area, constructs the cooperative innovation and development model of Zhongguancun and Binhai New area, and consummates the operation mechanism of cooperative innovation of new industries in Zhongguancun and Binhai New area. By constructing the index system of innovation synergy of new industries in Zhongguancun and Binhai New area, and based on the principle of order parameter in Synergetics, this paper constructs an order degree model of subsystems to evaluate the degree of synergy of regional innovation system of science and technology. Based on the data brought into Zhongguancun and Binhai New area, the innovation synergy of new industries in Zhongguancun and Binhai New area is calculated, and the calculation method of inter-industry synergy is introduced. The innovation synergy between Zhongguancun and Binhai New area is calculated, and the results are analyzed. Finally, from the angle of regional cooperation and institutional mechanism construction, Some feasible policy suggestions are put forward for the innovation and coordination development of new industries in Zhongguancun and Binhai New area.
