【摘要】：為了深化落實(shí)創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略,產(chǎn)業(yè)創(chuàng)新平臺(tái)建設(shè)己成為我國(guó)各級(jí)政府在科技和經(jīng)濟(jì)領(lǐng)域的工作重點(diǎn)。但迅速成長(zhǎng)的同時(shí)也出現(xiàn)了諸如重復(fù)建設(shè)、閑置浪費(fèi)、效率低下等問(wèn)題,因此增強(qiáng)平臺(tái)資源整合與合作創(chuàng)新能力、提高平臺(tái)治理效率已成為當(dāng)務(wù)之急。以往關(guān)于產(chǎn)業(yè)創(chuàng)新平臺(tái)的研究主要集中于功能、結(jié)構(gòu)等方面,其中對(duì)產(chǎn)業(yè)創(chuàng)新平臺(tái)治理模式影響因素的研究也僅局限于平臺(tái)參與主體關(guān)系、網(wǎng)絡(luò)結(jié)構(gòu)、平臺(tái)發(fā)展過(guò)程等,忽視了參與平臺(tái)憑借個(gè)體組織自身特征在治理過(guò)程中發(fā)揮的作用,所以不能全面、有效地回答產(chǎn)業(yè)創(chuàng)新平臺(tái)治理模式的影響因素是什么。本文首先對(duì)產(chǎn)業(yè)創(chuàng)新平臺(tái)、治理模式以及治理模式的影響因素的研究現(xiàn)狀進(jìn)行了回顧,梳理并汲取了有價(jià)值的研究成果,并分析總結(jié)了研究的不足之處,為后文打下理論基礎(chǔ)；其次,本文分析了產(chǎn)業(yè)創(chuàng)新平臺(tái)治理模式與傳統(tǒng)治理模式的區(qū)別,提出了基于兩權(quán)分離理論的新的分類(lèi)標(biāo)準(zhǔn),從“投資主體”與“運(yùn)營(yíng)主體”兩個(gè)維度對(duì)產(chǎn)業(yè)創(chuàng)新平臺(tái)的治理模式類(lèi)型進(jìn)行了分類(lèi),并闡明各模式在產(chǎn)品與服務(wù)的受益排他性、消費(fèi)競(jìng)爭(zhēng)性方面的特征與差異;再次,在現(xiàn)有文獻(xiàn)的研究基礎(chǔ)上,確定產(chǎn)業(yè)創(chuàng)新平臺(tái)治理模式影響因素的分析維度,將影響治理模式的因素從網(wǎng)絡(luò)特征和主體特征兩個(gè)維度進(jìn)行概括,分析各模式下的產(chǎn)業(yè)創(chuàng)新平臺(tái)的特征表現(xiàn)及差異。其中,網(wǎng)絡(luò)特征選擇網(wǎng)絡(luò)規(guī)模、網(wǎng)絡(luò)異質(zhì)性、網(wǎng)絡(luò)中心性和網(wǎng)絡(luò)聯(lián)結(jié)強(qiáng)度來(lái)衡量,主體特征則選擇資金能力及研發(fā)能力來(lái)測(cè)量,并借鑒成熟量表選擇相應(yīng)的測(cè)量方法；最后,選取兩個(gè)相同行業(yè)、不同治理模式的產(chǎn)業(yè)創(chuàng)新平臺(tái)作為樣本,結(jié)合問(wèn)卷調(diào)查法收集到的資料數(shù)據(jù)對(duì)其進(jìn)行案例分析與比較,得出以下結(jié)論：第一,產(chǎn)業(yè)創(chuàng)新平臺(tái)的治理模式不是一成不變的,不存在一種治理模式擁有絕對(duì)優(yōu)勢(shì)；第二,從投資主體和運(yùn)營(yíng)主體兩個(gè)維度,可將產(chǎn)業(yè)創(chuàng)新平臺(tái)劃分為五種主要的治理模式：公共型治理模式、私有型治理模式、混合型治理模式、俱樂(lè)部型治理模式和網(wǎng)絡(luò)型治理模式。其中,前三種類(lèi)型可統(tǒng)稱(chēng)為單治理中心的治理模式,后兩種類(lèi)型可統(tǒng)稱(chēng)為多治理中心的治理模式；第三,網(wǎng)絡(luò)規(guī)模、網(wǎng)絡(luò)異質(zhì)性、網(wǎng)絡(luò)中心性、網(wǎng)絡(luò)聯(lián)結(jié)程度和平臺(tái)參與主體的資金能力、研發(fā)能力是產(chǎn)業(yè)創(chuàng)新平臺(tái)治理模式的重要影響因素,不同治理模式下的產(chǎn)業(yè)創(chuàng)新平臺(tái)在網(wǎng)絡(luò)特征與主體特征方面的表現(xiàn)不同。
[Abstract]:In order to deepen the implementation of the innovation-driven development strategy, the construction of industrial innovation platforms has become the focus of our governments at all levels in the fields of science, technology and economy. But at the same time, there have also been rapid growth, such as repeated construction, idle waste, The efficiency is low, so it is urgent to enhance the platform resource integration and cooperative innovation ability, and to improve the platform governance efficiency. The previous researches on industrial innovation platform mainly focus on the function, structure, and so on. Among them, the research on the influencing factors of the governance mode of industrial innovation platform is limited to the relationship of the platform participants, the network structure, the development process of the platform and so on, neglecting the role played by the participating platform in the governance process by virtue of the characteristics of the individual organization itself. Therefore, we can not fully and effectively answer what the influencing factors of the governance mode of the industrial innovation platform are. Firstly, this paper reviews the current research situation of the industrial innovation platform, the governance model and the influencing factors of the governance model. Combing and learning valuable research results, and analyzing and summarizing the deficiencies of the research, lay a theoretical foundation for the following; secondly, this paper analyzes the differences between the industrial innovation platform governance model and the traditional governance model. This paper puts forward a new classification standard based on the theory of separation of two rights, classifies the governance models of industrial innovation platform from the two dimensions of "investment subject" and "operation subject", and clarifies the exclusiveness of each model in the benefit of products and services. Thirdly, on the basis of the research of the existing literature, it determines the analysis dimension of the influencing factors of the governance model of industrial innovation platform. This paper generalizes the factors influencing the governance model from the two dimensions of network characteristics and main body characteristics, and analyzes the characteristics and differences of the industrial innovation platforms under each model. Among them, the network features choose the network scale, the network heterogeneity, To measure the network centrality and network connection strength, the main body features choose the capital ability and R & D ability to measure, and use the maturity scale to choose the corresponding measurement method. Finally, two same industries are selected. The industrial innovation platform of different governance models as a sample, combined with the data collected by questionnaire analysis and comparison of its case, draw the following conclusions: first, the governance model of industrial innovation platform is not static, The industrial innovation platform can be divided into five main governance models: public governance model, private governance model, and private governance model. Among them, the first three types can be called as the governance mode of the single governance center, the latter two types can be called the governance mode of the multi-governance center; the third, the network scale, the governance mode of the mixed governance model, the club governance model and the network governance mode. Network heterogeneity, network centrality, network connection degree and the capital ability of platform participants, R & D capability are the important influencing factors of the governance model of industrial innovation platform. The performance of industrial innovation platform under different governance modes is different in network features and main features.
