【摘要】：太陽能光伏是如今“穹頂之下”的必然選擇,發(fā)展光伏產(chǎn)業(yè)具有重要的現(xiàn)實意義和戰(zhàn)略意義。然而光伏產(chǎn)業(yè)的外部性強,技術(shù)研發(fā)風(fēng)險高,產(chǎn)業(yè)培育周期長與投資規(guī)模大等特點,決定了光伏產(chǎn)業(yè)的健康發(fā)展離不開政府政策的引導(dǎo)與扶持。我國的光伏產(chǎn)業(yè)在政府政策扶持下快速發(fā)展,但就在快速發(fā)展的過程中卻出現(xiàn)了資源浪費、產(chǎn)能過剩、供需失衡以及競爭亂象等困境,再加上外需形勢的持續(xù)惡化,我國大量光伏企業(yè)破產(chǎn)倒閉,光伏產(chǎn)業(yè)被迫進入“寒冬期”。我國光伏產(chǎn)業(yè)政策有效性問題一時間飽受爭議,有些仍然極力宣揚著光伏產(chǎn)業(yè)政策的作用,而有些則開始懷疑甚至批判光伏產(chǎn)業(yè)政策的作用。產(chǎn)業(yè)政策是一種彌補市場失靈的制度安排,對于推動光伏產(chǎn)業(yè)的發(fā)展至關(guān)重要。因此,僅僅爭論光伏產(chǎn)業(yè)政策有效還是無效,并不具有現(xiàn)實意義。當(dāng)前,我國光伏產(chǎn)業(yè)政策有效性的影響因素是值得關(guān)注和研究的。本文首先對現(xiàn)有的理論文獻加以回顧,從光伏產(chǎn)業(yè)、光伏產(chǎn)業(yè)政策以及產(chǎn)業(yè)政策的有效性評價標(biāo)準(zhǔn)和影響因素幾個方面對相關(guān)研究成果進行梳理,從中汲取可借鑒的思想,并總結(jié)存在的不足。其次,通過分析光伏產(chǎn)業(yè)政策的作用機制,以及相關(guān)理論推導(dǎo),得出評價光伏產(chǎn)業(yè)政策有效性的三大標(biāo)準(zhǔn),再通過分析光伏產(chǎn)業(yè)政策的傳導(dǎo)路徑,提取出了影響光伏產(chǎn)業(yè)政策有效性的兩個主要因素,并在影響因素與評價標(biāo)準(zhǔn)之間建立聯(lián)系。接著,選取兩個光伏企業(yè)樣本,在理論分析的框架和邏輯指引下,利用收集到的資料數(shù)據(jù)對其進行案例分析與比較,來支持前述理論命題。最后,通過以上分析,得出如下結(jié)論:第一、對光伏產(chǎn)業(yè)政策有效性的評價一般基于三個標(biāo)準(zhǔn),一是光伏企業(yè)的自主發(fā)展能力是否得到構(gòu)建;二是光伏企業(yè)的技術(shù)創(chuàng)新能力是否得到提高;三是光伏行業(yè)環(huán)境是否有序,產(chǎn)業(yè)結(jié)構(gòu)與布局是否合理。第二、影響光伏產(chǎn)業(yè)政策有效性的因素主要有兩個,一是政策執(zhí)行者地方政府的行為,決定了光伏產(chǎn)業(yè)政策能否得到有效實施;二是政策執(zhí)行對象企業(yè)的行為,直接決定了光伏產(chǎn)業(yè)政策有效性能否實現(xiàn)。
[Abstract]:Solar photovoltaic (PV) is an inevitable choice under the dome today. It has important practical and strategic significance to develop photovoltaic industry. However, photovoltaic industry has strong externality and high risk of technology research and development. The characteristics of long period of industry cultivation and large scale of investment determine that the healthy development of photovoltaic industry can not be separated from the guidance and support of government policy. However, in the process of rapid development, there are many difficulties, such as waste of resources, overcapacity, imbalance between supply and demand, and chaos of competition. In addition, as the external demand situation continues to deteriorate, a large number of photovoltaic enterprises in China go bankrupt and close down. The photovoltaic industry has been forced to enter the "winter period". The effectiveness of China's photovoltaic industry policy has been controversial for a while, and some are still vigorously advocating the role of photovoltaic industry policies. However, some people begin to doubt and even criticize the role of photovoltaic industry policy, which is a kind of institutional arrangement to make up for the market failure, which is very important to promote the development of photovoltaic industry. Therefore, it is only argued whether the photovoltaic industry policy is effective or not. At present, the influencing factors of the policy effectiveness of photovoltaic industry in our country are worthy of attention and research. Firstly, this paper reviews the existing theoretical literature, from the photovoltaic industry, The effectiveness evaluation criteria and influencing factors of photovoltaic industry policy are summarized in several aspects of the relevant research results, from which we can learn from the ideas, and summarize the shortcomings. Secondly, By analyzing the mechanism of photovoltaic industry policy and related theoretical derivation, three criteria for evaluating the effectiveness of photovoltaic industry policy are obtained, and then the conduction path of photovoltaic industry policy is analyzed. Two main factors affecting the effectiveness of photovoltaic industry policy are extracted, and the relationship between the influencing factors and the evaluation criteria is established. Then, two samples of photovoltaic enterprises are selected under the framework of theoretical analysis and logical guidance. Finally, through the above analysis, the following conclusions are drawn: first, the evaluation of the effectiveness of photovoltaic industry policy is based on three criteria. One is whether the independent development ability of photovoltaic enterprises has been constructed; the second is whether the technological innovation ability of photovoltaic enterprises has been improved; the third is whether the environment of photovoltaic industry is orderly, and whether the industrial structure and layout are reasonable. Second, There are two main factors that affect the effectiveness of the photovoltaic industry policy. One is the behavior of the local government, which determines whether the photovoltaic industry policy can be effectively implemented; the other is the behavior of the enterprise, which is the object of the policy implementation. It directly determines whether the effectiveness of photovoltaic industry policy can be realized.
