沈陽(yáng)智能制造產(chǎn)業(yè)政策研究

【摘要】:智能制造是制造業(yè)發(fā)展的重要支撐,是先進(jìn)生產(chǎn)力的代表,它的發(fā)展水平,展現(xiàn)了國(guó)家在高新技術(shù)方面的核心力量,更彰顯一個(gè)國(guó)家的綜合實(shí)力。沈陽(yáng)而言,智能制造業(yè)作為高端先進(jìn)制造業(yè),仍存在資金扶持力度不夠、技術(shù)創(chuàng)新能力不足,企業(yè)市場(chǎng)不夠開闊等問題。智能制造業(yè)的良性發(fā)展離不開政府調(diào)控和引導(dǎo),需要為其提供有效的積極的扶持政策,那么,建立科學(xué)的政策體系,為沈陽(yáng)市的智能制造業(yè)發(fā)展創(chuàng)造良好的環(huán)境,促進(jìn)沈陽(yáng)市智能制造產(chǎn)業(yè)發(fā)展具有重要的意義。本文主要采用文獻(xiàn)資料法、調(diào)查研究法、比較分析法,以產(chǎn)業(yè)政策理論為基礎(chǔ),分類闡述了沈陽(yáng)市智能制造產(chǎn)業(yè)政策內(nèi)容及其目前實(shí)施狀況,主要分析了政策在設(shè)計(jì)和執(zhí)行兩方面存在的主要問題,梳理了產(chǎn)生問題的重要原因。通過對(duì)美國(guó)、德國(guó)、日本等擁有先進(jìn)制造業(yè)的國(guó)家及國(guó)內(nèi)其他省市在促進(jìn)智能制造業(yè)發(fā)展上實(shí)施的政策分析,得出結(jié)論及對(duì)我們的發(fā)展啟示,并借鑒其成功的發(fā)展經(jīng)驗(yàn)。最后,針對(duì)現(xiàn)行政策存在的問題,提出完善沈陽(yáng)智能制造產(chǎn)業(yè)政策的建議。研究認(rèn)為沈陽(yáng)智能制造產(chǎn)業(yè)要以政策設(shè)計(jì)、執(zhí)行和評(píng)估三方面為著力點(diǎn),政策設(shè)計(jì)上從資金、技術(shù)創(chuàng)新環(huán)境、開拓市場(chǎng)、人才隊(duì)伍建設(shè)方面提出可行性建議。政策執(zhí)行上從宣傳和解讀、覆蓋范圍、督查整改、政策落實(shí)機(jī)制等方面具體落實(shí)完善政策的建議,并建立政策的良性運(yùn)行評(píng)估機(jī)制。具體建議包括政府應(yīng)專門設(shè)立智能制造產(chǎn)業(yè)發(fā)展資金、努力為企業(yè)開拓市場(chǎng)、加快打造智能制造裝備業(yè)運(yùn)行與維護(hù)基地、積極吸引海外研發(fā)團(tuán)隊(duì)級(jí)高端技術(shù)人才等較為具體的完善政策建議。
[Abstract]:Intelligent manufacturing is an important support for the development of manufacturing industry, is the representative of advanced productive forces, its development level, showing the core strength of the country in high-tech, but also highlights the comprehensive strength of a country. Shenyang. As a high-end advanced manufacturing industry, intelligent manufacturing industry still has some problems, such as insufficient financial support, insufficient technological innovation ability, lack of open enterprise market, etc. The healthy development of intelligent manufacturing industry can not be separated from government regulation and guidance. Need to provide it with effective and active support policies, then, establish a scientific policy system for the development of intelligent manufacturing industry in Shenyang to create a good environment. It is of great significance to promote the development of intelligent manufacturing industry in Shenyang. This paper mainly adopts the method of literature, investigation and comparative analysis, based on the theory of industrial policy. This paper expounds the policy content of intelligent manufacturing industry in Shenyang and its current implementation situation, mainly analyzes the main problems in the design and implementation of the policy, and combs the important causes of the problems. Germany, Japan and other advanced manufacturing countries and other provinces and cities in the promotion of intelligent manufacturing in the implementation of policy analysis, draw conclusions and enlightenment to our development. And draw lessons from its successful development experience. Finally, in view of the problems existing in current policies, the paper puts forward some suggestions to improve the policies of Shenyang Intelligent Manufacturing Industry, and concludes that the policy design of Shenyang Intelligent Manufacturing Industry should be adopted. Three aspects of implementation and evaluation focus, policy design from the capital, technological innovation environment, opening up the market, talent team building feasibility recommendations, policy implementation from the publicity and interpretation, coverage. Supervision and rectification, policy implementation mechanism and other aspects of the specific implementation of the policy recommendations, and establish a sound operation of the policy evaluation mechanism. Specific recommendations include the government should specifically set up intelligent manufacturing industry development funds. Try to open up the market for enterprises, accelerate the establishment of intelligent manufacturing equipment industry operation and maintenance base, actively attract overseas R & D team level high-end technical personnel and other more specific and perfect policy recommendations.
