【摘要】：京津冀協(xié)同發(fā)展是實現(xiàn)京津冀優(yōu)勢互補、促進環(huán)渤海經(jīng)濟區(qū)發(fā)展、帶動北方腹地發(fā)展的需要,是重大國家戰(zhàn)略。然而,京津冀三地經(jīng)濟發(fā)展不同步現(xiàn)象比較突出,利益訴求存在差異,其協(xié)同發(fā)展的先天條件并不優(yōu)越,只有包容性地推進京津冀三者中最弱的一方——河北的經(jīng)濟增長,才能更好地將部分京津產(chǎn)業(yè)轉(zhuǎn)移到河北,消除三地在產(chǎn)業(yè)結構、生活水平、生態(tài)環(huán)境等方面的巨大落差。也就是說,應通過政策扶持,一方面強化中央和京津兩地對轉(zhuǎn)移到河北產(chǎn)業(yè)的融資支持;一方面大力發(fā)展河北物流產(chǎn)業(yè),增強其對京津兩地產(chǎn)業(yè)的吸引力;一方面大力推進京津冀公共服務的均等化,推動產(chǎn)業(yè)跨區(qū)域布局,實現(xiàn)京津冀包容性增長,達到京津冀經(jīng)濟協(xié)同發(fā)展的目標,這是促進京津冀協(xié)同發(fā)展的重要突破口。
[Abstract]:The coordinated development of Beijing-Tianjin-Hebei is an important national strategy to realize the complementary advantages of Beijing-Tianjin-Hebei, to promote the development of the Bohai Sea Economic Zone and to promote the development of the northern hinterland. The economic development of three places in Beijing, Tianjin and Hebei is not synchronous, and the interest demands are different, and the innate conditions of their coordinated development are not superior. Only by promoting the economic growth of Hebei, the weakest of Beijing-Tianjin-Hebei, can we better transfer some of the Beijing-Tianjin industries to Hebei and eliminate the industrial structure and living standards of the three places. In other words, through the policy support, on the one hand, the central government and Beijing and Tianjin should strengthen the financing support for the transfer to Hebei industry; On the one hand, we should develop the logistics industry in Hebei to enhance its attraction to the industries of Beijing and Tianjin; On the one hand, we should vigorously promote the equalization of public services between Beijing, Tianjin and Hebei, promote the cross-regional distribution of industries, achieve inclusive growth of Beijing, Tianjin and Hebei, and achieve the goal of coordinated economic development between Beijing, Tianjin and Hebei. This is an important breakthrough in promoting the coordinated development of Beijing, Tianjin and Hebei.
