【摘要】：作為安徽省傳統(tǒng)的農(nóng)業(yè)大市,蚌埠市的農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)是否合理直接關(guān)系到農(nóng)業(yè)經(jīng)濟(jì)能否穩(wěn)定、快速地增長(zhǎng),新農(nóng)村建設(shè)能否順利推進(jìn)和農(nóng)業(yè)可持續(xù)發(fā)展能否長(zhǎng)期達(dá)成等重大問(wèn)題。但是近年來(lái),受到農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化不及時(shí)、缺乏優(yōu)化效果等原因的限制,蚌埠市農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)已嚴(yán)重不適應(yīng)于當(dāng)前農(nóng)業(yè)發(fā)展的長(zhǎng)期目標(biāo),尤其以隨經(jīng)濟(jì)發(fā)展而仍然單純依賴(lài)于種植業(yè)增長(zhǎng)而忽略林業(yè)、牧業(yè)增長(zhǎng)為主要體現(xiàn)。農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)不合理導(dǎo)致蚌埠市農(nóng)業(yè)經(jīng)濟(jì)已逐漸呈現(xiàn)出被安徽省其他農(nóng)業(yè)城市拉大的趨勢(shì)。因此本文認(rèn)為,結(jié)合當(dāng)前的農(nóng)業(yè)發(fā)展環(huán)境和農(nóng)業(yè)發(fā)展目標(biāo),對(duì)蚌埠市農(nóng)業(yè)結(jié)構(gòu)進(jìn)行優(yōu)化,是有利于加快農(nóng)業(yè)合理發(fā)展的必要,具有十分重要的意義。 本文結(jié)合蚌埠市農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)的發(fā)展現(xiàn)狀和客觀實(shí)際,并依據(jù)2003年至2012年相關(guān)數(shù)據(jù),對(duì)應(yīng)于農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化依據(jù),首先為探究蚌埠市農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)存在的問(wèn)題,先后以定性分析或舉例形式分析了蚌埠市農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)、農(nóng)業(yè)規(guī)�；�、產(chǎn)業(yè)化、財(cái)政支農(nóng)和農(nóng)業(yè)工業(yè)化的發(fā)展情況；而后運(yùn)用灰色關(guān)聯(lián)法分析法、比較優(yōu)勢(shì)分析法深入分析了蚌埠市農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)、種植業(yè)結(jié)構(gòu)的相關(guān)情況；最后基于蚌埠市農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)所存在問(wèn)題和分析結(jié)果,結(jié)合主要農(nóng)(副)產(chǎn)品市場(chǎng)供需情況和蚌埠市農(nóng)業(yè)結(jié)構(gòu)優(yōu)化的優(yōu)勢(shì)條件,就如何優(yōu)化蚌埠市農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)提出切實(shí)可行的政策建議。 本文的主要觀點(diǎn)是：以林、牧業(yè)為主導(dǎo),主攻林業(yè)加工業(yè),提高林產(chǎn)品商品率,牧業(yè)以擴(kuò)大牛肉、蛋禽和奶類(lèi)生產(chǎn)規(guī)模為主,提高產(chǎn)業(yè)化、規(guī)模化水平；結(jié)合比較優(yōu)勢(shì)和市場(chǎng)供需情況,調(diào)整各類(lèi)種植物的種植面積,并要將蔬菜、瓜果和小麥的種植作為蚌埠市“拳頭產(chǎn)品’加以重點(diǎn)扶持。另外,本文還提出要實(shí)行規(guī)模經(jīng)營(yíng)機(jī)制創(chuàng)新,建立土地流轉(zhuǎn)中介組織,以及建立財(cái)政支農(nóng)長(zhǎng)效機(jī)制,推進(jìn)農(nóng)產(chǎn)品加工業(yè)發(fā)展的建議。
[Abstract]:As a traditional agricultural city in Anhui Province, whether the agricultural industrial structure of Bengbu is reasonable or not is directly related to the stability and rapid growth of agricultural economy. Whether the construction of new countryside can be promoted smoothly and whether the sustainable development of agriculture can be achieved over a long period of time, but in recent years, the optimization of agricultural industrial structure is not timely, the lack of optimization results and other reasons. The agricultural industrial structure of Bengbu has not been adapted to the long-term goal of current agricultural development, especially with the development of economy, it still depends on the growth of planting industry and neglects forestry. Animal husbandry growth is the main manifestation. The unreasonable structure of agricultural industry has led to the agricultural economy of Bengbu city has gradually shown the trend of being enlarged by other agricultural cities in Anhui Province. It is necessary to optimize the agricultural structure of Bengbu by combining the current agricultural development environment and agricultural development goal, which is of great significance for speeding up the rational development of agriculture. This paper combines the development situation and objective reality of the agricultural industrial structure in Bengbu, and according to the relevant data from 2003 to 2012, corresponding to the agricultural industrial structure optimization basis. First of all, in order to explore the existing problems of the agricultural industrial structure in Bengbu, the paper analyzes the agricultural industrial structure, agricultural scale and industrialization of Bengbu successively by qualitative analysis or examples. The development of financial support for agriculture and agricultural industrialization; Then the paper analyzes the agricultural structure and planting structure of Bengbu by grey relational analysis and comparative advantage analysis. Finally, based on the existing problems and analysis results of the agricultural industrial structure in Bengbu, combined with the supply and demand situation of the main agricultural (subsidiary) products market and the advantages of optimizing the agricultural structure of Bengbu City. This paper puts forward some feasible policy suggestions on how to optimize the agricultural industrial structure of Bengbu. The main points of view of this paper are as follows: mainly focusing on forestry processing industry, raising the commodity rate of forest products, expanding the production scale of beef, egg and poultry and milk, raising the level of industrialization and scale; Combined with comparative advantage and market supply and demand, we should adjust the planting area of all kinds of plants, and focus on the planting of vegetables, fruits and wheat as the "boxing products" of Bengbu. In addition. The paper also puts forward some suggestions on the innovation of scale management mechanism, the establishment of land circulation intermediary organizations, and the establishment of a long-term mechanism of financial support for agriculture, and the promotion of the development of agricultural products processing industry.
