【摘要】：國(guó)際金融危機(jī)后,世界各國(guó)高度重視實(shí)體經(jīng)濟(jì)的發(fā)展,實(shí)體經(jīng)濟(jì)是經(jīng)濟(jì)發(fā)展的根基,而戰(zhàn)略性新興產(chǎn)業(yè)在一定程度上決定著實(shí)體經(jīng)濟(jì)的未來。當(dāng)前我國(guó)正處于工業(yè)化加速時(shí)期,促進(jìn)實(shí)體經(jīng)濟(jì)健康發(fā)展,推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)是當(dāng)前階段首要任務(wù)。黨的十八大報(bào)告公文里明確提出,要“推動(dòng)戰(zhàn)略性新興產(chǎn)業(yè)、先進(jìn)制造業(yè)健康快速發(fā)展”,可以看出國(guó)家已經(jīng)將戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展放到了尤為重要的位置之上,并將其作為未來國(guó)民經(jīng)濟(jì)的支柱產(chǎn)業(yè)或主導(dǎo)產(chǎn)業(yè)。本文從全球各國(guó)、中國(guó)及安徽省扶持戰(zhàn)略性新興產(chǎn)業(yè)的背景出發(fā),研究發(fā)展壯大戰(zhàn)略性新興產(chǎn)業(yè)的意義,并由近年來國(guó)家及安徽省政府出臺(tái)的關(guān)于扶持戰(zhàn)略性新興產(chǎn)業(yè)的相關(guān)政策文件,分析蚌埠出臺(tái)扶持發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的政策內(nèi)涵,找出蚌埠市在發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)方面存在的不足,并提出發(fā)展對(duì)策,從而對(duì)蚌埠市的經(jīng)濟(jì)社會(huì)發(fā)展起到更好的帶動(dòng)作用。首先從分析國(guó)內(nèi)外發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)趨勢(shì)入手,介紹美國(guó)、日本、英國(guó)、韓國(guó)等國(guó)家扶持戰(zhàn)略性新興產(chǎn)業(yè)出臺(tái)的政策措施,如把新一代信息技術(shù)、新能源、新材料、生物工程、節(jié)能環(huán)保等新興產(chǎn)業(yè)列為本國(guó)或地區(qū)優(yōu)先發(fā)展產(chǎn)業(yè),或根據(jù)自身基礎(chǔ)或發(fā)展條件,選擇其中一個(gè)或幾個(gè)作為發(fā)展側(cè)重點(diǎn)。然后從國(guó)內(nèi)發(fā)展趨勢(shì)的介紹中探討發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的意義,伴隨著經(jīng)濟(jì)結(jié)構(gòu)的快速調(diào)整和升級(jí),發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)已然成為一種不可阻擋的趨勢(shì),不僅能夠使廣大企業(yè)從過度競(jìng)爭(zhēng)的“紅�！睉�(zhàn)略走向前景廣闊的“藍(lán)�！睉�(zhàn)略,也能夠提高綜合競(jìng)爭(zhēng)力和經(jīng)濟(jì)地位。它是實(shí)現(xiàn)加快發(fā)展的必由之路,是提升區(qū)域競(jìng)爭(zhēng)優(yōu)勢(shì)、搶占發(fā)展先機(jī)的迫切需要,同時(shí)又能夠破解資源環(huán)境約束,將以往粗獷型發(fā)展方式向集約型發(fā)展方式轉(zhuǎn)變。接著自上而下介紹國(guó)家、省及蚌埠市為調(diào)整產(chǎn)業(yè)結(jié)構(gòu)升級(jí),促進(jìn)經(jīng)濟(jì)發(fā)展,推進(jìn)戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展出臺(tái)的政策法規(guī)。2010年10月,國(guó)務(wù)院發(fā)布了《關(guān)于加快培育和發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的決定》(國(guó)發(fā)(2010]32號(hào)),同年12月,安徽省委、省政府發(fā)布了《關(guān)于加快培育和發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的意見》,2011年4月蚌埠市委、市政府發(fā)布了《關(guān)于加快培育和發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的實(shí)施意見》(蚌發(fā)(2011)11號(hào)),2012年12月,蚌埠市委出臺(tái)了《關(guān)于實(shí)施“5116”工程加快重點(diǎn)產(chǎn)業(yè)發(fā)展的若干意見》,2014年9月蚌埠市政府出臺(tái)了《扶持產(chǎn)業(yè)發(fā)展“1+2+N”政策體系》,2014年6月蚌埠市委出臺(tái)了《關(guān)于以“363”框架為引領(lǐng)推進(jìn)城市集約發(fā)展的指導(dǎo)意見》。第三部分著重介紹蚌埠市政府扶持戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的相關(guān)舉措。一是自上而下聯(lián)合推動(dòng),凝聚起戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展合力,二是出臺(tái)相關(guān)產(chǎn)業(yè)扶持政策,提升戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展環(huán)境,三是謀劃相關(guān)產(chǎn)業(yè)帶動(dòng)性強(qiáng)的項(xiàng)目,夯實(shí)戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展支撐,四是堅(jiān)持創(chuàng)新帶動(dòng)產(chǎn)業(yè)發(fā)展,完善戰(zhàn)略性新興產(chǎn)業(yè)的創(chuàng)新體系,五是實(shí)施園區(qū)、產(chǎn)業(yè)基地等載體搭建,加快園區(qū)與產(chǎn)業(yè)基地投入建設(shè)。然后在第四部分研究分析蚌埠市政府培育發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)存在的問題。一是產(chǎn)業(yè)規(guī)劃不具有前瞻性,二是要素資源供給不充足,三是載體平臺(tái)搭建不寬泛,四是體制機(jī)制不夠健全,政策體系不夠完善。最后根據(jù)蚌埠市的發(fā)展現(xiàn)狀及未來趨勢(shì),提出扶持戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的對(duì)策建議。一是完善體制機(jī)制創(chuàng)新,優(yōu)化發(fā)展環(huán)境,二是強(qiáng)化要素資源供給,提供發(fā)展動(dòng)力,三是搭建服務(wù)平臺(tái),引導(dǎo)產(chǎn)業(yè)集群發(fā)展,四是完善政策體系,實(shí)現(xiàn)可持續(xù)發(fā)展。
