【摘要】：“十三五”時(shí)期是河北省建設(shè)經(jīng)濟(jì)強(qiáng)省、美麗河北的關(guān)鍵階段,也是深入推進(jìn)京津冀協(xié)同發(fā)展的加速期。在這關(guān)鍵時(shí)期,如何抓住機(jī)遇,積極創(chuàng)新政府制度,有效地促進(jìn)產(chǎn)業(yè)轉(zhuǎn)型升級是河北省政府及社會各界關(guān)注的焦點(diǎn)。目前,河北省政府制度與非政府制度原因,阻礙產(chǎn)業(yè)轉(zhuǎn)型升級速度。因此,研究制度創(chuàng)新對產(chǎn)業(yè)轉(zhuǎn)型升級影響,對加速河北省實(shí)現(xiàn)全面建成小康社會具有重要的理論意義和實(shí)際應(yīng)用價(jià)值。本研究以制度創(chuàng)新理論與產(chǎn)業(yè)轉(zhuǎn)型升級理論為依據(jù),以河北省產(chǎn)業(yè)發(fā)展現(xiàn)狀為切入點(diǎn),建立河北省政府制度創(chuàng)新評價(jià)指標(biāo)體系,構(gòu)建計(jì)量回歸模型,利用河北省歷年統(tǒng)計(jì)數(shù)據(jù),借助計(jì)量統(tǒng)計(jì)軟件Eviews6.0,采用多元回歸分析方法,檢驗(yàn)了河北省政府制度創(chuàng)新對產(chǎn)業(yè)轉(zhuǎn)型升級影響的顯著性。在此基礎(chǔ)上,分析了河北省產(chǎn)業(yè)轉(zhuǎn)型升級遇到的瓶頸,同時(shí)深入剖析了人力資源配置制度、科技制度、對外開放制度、國際貿(mào)易制度、稅收制度等政府制度方面的原因和企業(yè)自身競爭力、引進(jìn)人才機(jī)制、核心技術(shù)和文化缺乏等非政府制度方面的原因。最后完善制度創(chuàng)新機(jī)制,加速促進(jìn)河北省產(chǎn)業(yè)轉(zhuǎn)型升級提出了行之有效的對策建議。本研究采用了定性分析和定量分析相結(jié)合、歷史與現(xiàn)實(shí)相結(jié)合、理論與實(shí)踐相結(jié)合的方式,不僅豐富了制度創(chuàng)新理論與產(chǎn)業(yè)轉(zhuǎn)型升級理論,也為加速河北省產(chǎn)業(yè)轉(zhuǎn)型升級提供了有力的參考依據(jù),同時(shí)對全國各級政府制度創(chuàng)新也有一定的借鑒價(jià)值。
[Abstract]:The 13th Five-Year Plan period is a key stage for Hebei Province to build a strong economic province and beautiful Hebei, and also an accelerated period for further promoting the coordinated development of Beijing-Tianjin-Hebei. In this crucial period, how to seize the opportunity and actively innovate the government system. Effective promotion of industrial transformation and upgrading is the focus of attention of Hebei provincial government and social circles. At present, Hebei provincial government system and non-governmental system reasons hinder the speed of industrial transformation and upgrading. To study the impact of institutional innovation on industrial transformation and upgrading. This research is based on the theory of system innovation and the theory of industrial transformation and upgrading. Based on the current situation of Hebei Province's industrial development, the paper establishes the evaluation index system of Hebei provincial government's system innovation, constructs the econometric regression model, and makes use of the statistical data of Hebei Province over the years. With the help of the econometric software Eviews6.0, using the method of multiple regression analysis, this paper tests the significance of the system innovation of Hebei provincial government on the industrial transformation and upgrading. This paper analyzes the bottleneck of the industrial transformation and upgrading in Hebei Province, and at the same time deeply analyzes the human resource allocation system, the science and technology system, the opening up system and the international trade system. The reasons of the government system such as tax system and the competitiveness of the enterprise itself, the introduction of talent mechanism, the lack of core technology and culture and other non-governmental system reasons. Finally, improve the institutional innovation mechanism. This study adopts the combination of qualitative analysis and quantitative analysis, the combination of history and reality, the combination of theory and practice. It not only enriches the theory of institutional innovation and the theory of industrial transformation and upgrading, but also provides a strong reference basis for accelerating the industrial transformation and upgrading of Hebei Province, and also has certain reference value for the institutional innovation of governments at all levels of the country.
