【摘要】：隨著科學(xué)技術(shù)的迅猛發(fā)展,建設(shè)高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)已經(jīng)成為各國發(fā)展高新技術(shù)及其產(chǎn)業(yè)的重要戰(zhàn)略措施。我國自1988年起開始建設(shè)高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū),經(jīng)過多年實(shí)踐研究,高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)的功能已經(jīng)變得非常豐富和完善,這極大地推動(dòng)了我國經(jīng)濟(jì)的發(fā)展。高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)作為科技特區(qū),只有首先搞好管理體制問題,才能實(shí)現(xiàn)更大的發(fā)展。我國高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)管理體制中存在的一些缺陷,對(duì)經(jīng)濟(jì)和科學(xué)的發(fā)展作用受到了一定的限制,因此如何進(jìn)一步完善高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)管理體制是我國目前高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)重大的戰(zhàn)略攻關(guān)課題。論文主要研究了陽江高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)的管理體制問題,提出完善的管理體制意見,對(duì)陽江市經(jīng)濟(jì)發(fā)展、陽江高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)發(fā)展都具有十分重要的意義。論文應(yīng)用管理學(xué)中的科學(xué)管理理論、政府職能理論,采用文獻(xiàn)研究法、比較分析法和實(shí)證研究法,結(jié)合陽江高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)的實(shí)際情況,深入分析陽江高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)的管理現(xiàn)狀,發(fā)現(xiàn)陽江高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)管理體制所面臨的挑戰(zhàn),原有的管理環(huán)境已經(jīng)發(fā)生了變化,嚴(yán)重束縛著陽江高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)的發(fā)展。論文從幾個(gè)方面提出完善陽江高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)管理體制的對(duì)策,要轉(zhuǎn)變政府職能,優(yōu)化組織結(jié)構(gòu),簡化行政權(quán)力,完善園區(qū)服務(wù)體系建設(shè)。同時(shí)為了推進(jìn)和保障陽江高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)管理體制的優(yōu)化,要加強(qiáng)人才隊(duì)伍建設(shè),及時(shí)更新管理理念,論文期望為陽江高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)實(shí)現(xiàn)跨越式、可持續(xù)發(fā)展做出貢獻(xiàn)。
[Abstract]:With the rapid development of science and technology, the construction of high-tech industrial development zone has become an important strategic measure for the development of high-tech and its industries in various countries. After many years of practical research, the function of high-tech industrial development zone has become very rich and perfect, which has greatly promoted the development of our economy. High-tech industrial development zone as a special zone of science and technology. Only by first doing well the problems of management system can we achieve greater development. Some defects in the management system of high-tech industrial development zones in China have been limited to the development of economy and science. Therefore, how to further improve the management system of Hi-tech Industrial Development Zone is a major strategic task in China's current Hi-tech Industrial Development Zone. This paper mainly studies the management system of Yangjiang Hi-tech Industrial Development Zone. Question. It is very important for the economic development of Yangjiang City and the development of Yangjiang Hi-tech Industrial Development Zone to put forward the suggestion of perfect management system. This paper applies the theory of scientific management and the theory of government function in management. By using literature research method, comparative analysis method and empirical research method, combined with the actual situation of Yangjiang high-tech industrial development zone, the management status of Yangjiang high-tech industrial development zone is analyzed in depth. It is found that the management system of Yangjiang Hi-tech Industrial Development Zone faces challenges and the original management environment has changed. The development of Yangjiang Hi-tech Industrial Development Zone is seriously restricted. This paper puts forward some countermeasures to perfect the management system of Yangjiang Hi-tech Industrial Development Zone from several aspects, which should transform the government function and optimize the organizational structure. At the same time, in order to promote and guarantee the optimization of the management system of Yangjiang Hi-tech Industrial Development Zone, we should strengthen the construction of talent team and update the management concept in time. The paper expects to contribute to the development of Yangjiang Hi-tech Industrial Development Zone by leaps and bounds and sustainable development.
