【摘要】：陽江市作為粵西地區(qū)的重要城市,有著得天獨(dú)厚的優(yōu)勢。積極主動承接其它省份或地區(qū)的產(chǎn)業(yè),可以有效促進(jìn)陽江市經(jīng)濟(jì)發(fā)展,加快城鎮(zhèn)化建設(shè)的步伐。加強(qiáng)產(chǎn)業(yè)園區(qū)管理,做好產(chǎn)業(yè)承接,是陽江市政府的一項(xiàng)重要職責(zé)。通過本文的研究,可以解決產(chǎn)業(yè)轉(zhuǎn)移園區(qū)的政府管理中存在的問題,有效改善陽江市發(fā)展環(huán)境,同時(shí)促進(jìn)陽江市社會經(jīng)濟(jì)更好的發(fā)展。本論文綜合運(yùn)用區(qū)域合作理論等社會科學(xué)與系統(tǒng)科學(xué)的理論和方法,圍繞以陽江市承接產(chǎn)業(yè)轉(zhuǎn)移園區(qū)的政府管理作為重點(diǎn)展開研究,通過對陽江市產(chǎn)業(yè)轉(zhuǎn)移園區(qū)的政府管理現(xiàn)狀進(jìn)行調(diào)研發(fā)現(xiàn),陽江市在產(chǎn)業(yè)愿意園區(qū)管理過程中,在強(qiáng)化發(fā)展意識、當(dāng)承接產(chǎn)業(yè)轉(zhuǎn)移先行者、出臺為轉(zhuǎn)移園建設(shè)提供助力政策、為承接產(chǎn)業(yè)轉(zhuǎn)移提供資金支持、加強(qiáng)環(huán)境保護(hù),提升項(xiàng)目環(huán)保準(zhǔn)入門檻和加強(qiáng)園區(qū)人員技能培訓(xùn)工作。但在承接產(chǎn)業(yè)轉(zhuǎn)移園區(qū)的政府管理過程中仍然存在一些問題,主要體現(xiàn)在:缺乏整體布局與統(tǒng)籌規(guī)劃、相關(guān)產(chǎn)業(yè)轉(zhuǎn)移政策制定執(zhí)行不到位、公共服務(wù)平臺建設(shè)滯后、承接產(chǎn)業(yè)轉(zhuǎn)移的結(jié)構(gòu)缺陷和承接產(chǎn)業(yè)準(zhǔn)入標(biāo)準(zhǔn)不完善。導(dǎo)致其存在問題的原因主要包括:未樹立承接產(chǎn)業(yè)轉(zhuǎn)移園區(qū)的政府管理意識、缺乏對企業(yè)服務(wù)意識、協(xié)調(diào)機(jī)制不暢和產(chǎn)業(yè)綜合配套能力不強(qiáng)。在此基礎(chǔ)上,從加強(qiáng)規(guī)劃引導(dǎo)、加強(qiáng)承接產(chǎn)業(yè)轉(zhuǎn)移政策的執(zhí)行、加快公共服務(wù)平臺建設(shè)、優(yōu)化承接產(chǎn)業(yè)轉(zhuǎn)移的結(jié)構(gòu)、完善協(xié)調(diào)機(jī)制和樹立對企業(yè)的服務(wù)意識等方面提出了陽江市產(chǎn)業(yè)轉(zhuǎn)移管理的對策。最后,根據(jù)以上的分析,本文得出的結(jié)論是:尋找轉(zhuǎn)出力和承接力之間的利益均衡點(diǎn)及產(chǎn)業(yè)對接點(diǎn),引導(dǎo)建立并完善產(chǎn)業(yè)協(xié)同管理的內(nèi)部組織和運(yùn)行機(jī)制。
[Abstract]:Yangjiang city is an important city in western Guangdong, is richly endowed by nature advantage. Actively undertake other provinces or regions of the industry, can effectively promote the economic development of Yangjiang City, to accelerate the pace of urbanization. To strengthen the industrial park management, to undertake industry, is an important duty of the Yangjiang municipal government. Through this study. The government can solve the existing problems in the industrial transfer park, effectively improve the development environment of Yangjiang City, and promote social and economic development of Yangjiang city. The theories and methods of the regional cooperation theory of social science and system science, focusing on government management to undertake industrial transfer park in Yangjiang City as the focus of research. Through the government management status of Yangjiang city industrial transfer park investigation found that Yangjiang city in the industrial park to management process, to strengthen the hair When the exhibition consciousness, undertake industrial transfer policy for the introduction of the forerunner, provides the power transfer park construction, to provide financial support to undertake industrial transfer, strengthen environmental protection, improve the threshold of project environmental access and strengthen the skills training work in the park. But there are still some problems in the process of government management to undertake industrial transfer park, mainly reflected in the lack of the overall layout and overall planning, formulate relevant industrial transfer policy implementation is not in place, behind the construction of public service platform, to undertake industrial transfer and undertake structural defects industry access standards are not perfect. The causes of the problems include: not a government to undertake industrial transfer park management awareness, lack of service awareness, coordination mechanism free and comprehensive industrial supporting capacity is not strong. On this basis, strengthen the guidance from planning, strengthen the policy to undertake industrial transfer, and Fast construction of public service platform, optimize the structure to undertake industrial transfer, and puts forward some countermeasures for the management of the industry transfer in Yangjiang city and establish a perfect coordination mechanism of enterprise service consciousness and so on. Finally, according to the above analysis, the conclusion is: to find to output and bearing interest balance between the industry and the relay contacts. Guide to establish and perfect the operation mechanism of industrial and collaborative management of internal organization.
