【摘要】:隨著全球人口數(shù)量的不斷上升和經(jīng)濟規(guī)模的快速增長,石油、煤炭等化石能源的日趨枯竭和化石能源過度消耗引起的氣候變化和環(huán)境污染問題逐漸引起人們的關(guān)注,以減少溫室氣體排放為目標(biāo)的低碳經(jīng)濟模式應(yīng)運而生。能源是人類發(fā)展和經(jīng)濟增長的基本驅(qū)動力,是人類社會賴以生存和發(fā)展的必要物質(zhì)保障。在低碳經(jīng)濟環(huán)境下,新能源己經(jīng)成為實現(xiàn)能源多樣化、應(yīng)對全球氣候變化和環(huán)境污染的重要替代能源,大力發(fā)展新能源產(chǎn)業(yè)是實現(xiàn)人類可持續(xù)發(fā)展的必然選擇。 產(chǎn)業(yè)專利戰(zhàn)略是經(jīng)濟產(chǎn)業(yè)主體為了在競爭激烈的市場中獲得產(chǎn)業(yè)競爭優(yōu)勢,以專利制度和專利技術(shù)為手段,采取各種方法來實現(xiàn)產(chǎn)業(yè)蓬勃發(fā)展的總體謀劃。在低碳經(jīng)濟環(huán)境下,我國新能源產(chǎn)業(yè)專利戰(zhàn)略的制定是為了幫助我國新能源產(chǎn)業(yè)在競爭激烈的國際市場上占有一席之地,同時也是為了實現(xiàn)人類社會的可持續(xù)發(fā)展。 本文摒棄了傳統(tǒng)的專利戰(zhàn)略制定方法,本著科學(xué)、可行、簡便的原則將專利分析法和QSPM分析法結(jié)合起來應(yīng)用到低碳經(jīng)濟環(huán)境下我國新能源產(chǎn)業(yè)專利戰(zhàn)略的制定之中,大大提高了專利戰(zhàn)略選擇的準(zhǔn)確性,增強了低碳經(jīng)濟環(huán)境下我國新能源產(chǎn)業(yè)專利戰(zhàn)略的有效性和可實施性。具體內(nèi)容如下: 1.利用定量分析和定性分析相結(jié)合的方法從政治法律、社會經(jīng)濟、產(chǎn)業(yè)核心競爭力、專利工作現(xiàn)狀等角度對低碳經(jīng)濟環(huán)境下我國新能源產(chǎn)業(yè)的外部環(huán)境和內(nèi)部環(huán)境進(jìn)行詳細(xì)分析,并在此基礎(chǔ)上提取出影響我國新能源產(chǎn)業(yè)專利戰(zhàn)略制定的關(guān)鍵因素。 2.利用專利檢索軟件收集并統(tǒng)計新能源產(chǎn)業(yè)的相關(guān)專利數(shù)據(jù),并利用專利分析方法對這些專利數(shù)據(jù)進(jìn)行定量分析,以此確定我國新能源產(chǎn)業(yè)的專利現(xiàn)狀和技術(shù)現(xiàn)狀,,再以此為依據(jù)選擇與我國新能源產(chǎn)業(yè)專利工作現(xiàn)狀相適合的備選專利戰(zhàn)略。 3.在確定關(guān)鍵因素和備選專利戰(zhàn)略的基礎(chǔ)上建立QSPM矩陣(定量戰(zhàn)略計劃矩陣),并給關(guān)鍵因素賦予權(quán)重、對備選專利戰(zhàn)略進(jìn)行評分,最終通過比較各備選專利戰(zhàn)略的總分和來選擇最適合低碳經(jīng)濟環(huán)境下我國新能源產(chǎn)業(yè)發(fā)展的專利戰(zhàn)略,并給出具體的制定策略與建議。
[Abstract]:With the continuous increase of global population and the rapid growth of economic scale, oil. The increasing depletion of fossil energy such as coal and the problem of climate change and environmental pollution caused by excessive consumption of fossil energy have gradually aroused people's attention. A low-carbon economic model aimed at reducing greenhouse gas emissions emerged as the times require. Energy is the fundamental driver of human development and economic growth. It is a necessary material guarantee for human society to survive and develop. Under the low carbon economy environment, new energy has become an important alternative energy to achieve energy diversification, to deal with global climate change and environmental pollution. Vigorously developing the new energy industry is the inevitable choice to realize the sustainable development of human beings. Industrial patent strategy is that the main body of economic industry takes patent system and patent technology as the means in order to obtain the competitive advantage of industry in the competitive market. Take a variety of methods to achieve the overall plan for the vigorous development of the industry. In a low-carbon economic environment. The patent strategy of China's new energy industry is to help China's new energy industry to occupy a place in the competitive international market, but also to realize the sustainable development of human society. This article has abandoned the traditional patent strategy formulation method, in the spirit of science, feasible. The simple principle combines the patent analysis method and the QSPM analysis method to the formulation of the patent strategy of the new energy industry under the low carbon economy environment, which greatly improves the accuracy of the patent strategy selection. It enhances the effectiveness and implementability of the patent strategy of China's new energy industry under the low carbon economy environment. The specific contents are as follows: 1.Use the method of combining quantitative analysis and qualitative analysis from the political law, social economy, industrial core competitiveness. In this paper, the external and internal environment of China's new energy industry is analyzed in detail from the perspective of patent status. On this basis, the key factors affecting the patent strategy of China's new energy industry are extracted. 2.Using patent retrieval software to collect and statistics the patent data of new energy industry, and using patent analysis method to quantitatively analyze these patent data. Based on this, the patent status and technology status of new energy industry in China are determined, and the alternative patent strategy suitable for the patent work of new energy industry in China is selected on this basis. 3. Establish QSPM matrix (quantitative strategic planning matrix) on the basis of determining key factors and alternative patent strategy, and give weight to key factors, and score the alternative patent strategy. Finally, by comparing the total scores of each alternative patent strategy to select the most suitable patent strategy for the development of China's new energy industry under the low carbon economy environment, and give specific formulation strategies and suggestions.
